"en": "<p data-HoCid=\"2509914\" data-originallang=\"en\">Mr. Speaker, I welcome the opportunity to speak on Bill <a data-HoCid=\"5134851\" href=\"/bills/41-1/C-11/\" title=\"An Act to amend the Copyright Act\">C-11</a>, a bill that I understand has a bit of a history in the chamber. I can appreciate that at times the government is frustrated because it does not necessarily get what it wants. </p>\n<p data-HoCid=\"2509915\" data-originallang=\"en\">In previous minority governments, the Conservatives attempted to pass legislation of a similar nature, almost a word-for-word bill, but because of the frustrations of not being successful in getting it passed, we once again have Bill <a data-HoCid=\"5134851\" href=\"/bills/41-1/C-11/\" title=\"An Act to amend the Copyright Act\">C-11</a> before us, the same bill with a different number. </p>\n<p data-HoCid=\"2509916\" data-originallang=\"en\">I would suggest that many of the concerns that were expressed over the last number of months and beyond still exist today and I would encourage the government to open its mind as to what types of amendments would make the bill a healthier one. At the end of the day, even though Liberals have moved an amendment to deal with the bill, we recognize that there is value to ensuring that we have copyright laws that are fair and balanced. </p>\n<p data-HoCid=\"2509917\" data-originallang=\"en\">We recognize the importance of the individuals who create our music and other aspects of our culture and we want to encourage the industry. As has been pointed out by many, our cultural community provides a huge economic benefit for all Canadians. We need to do what we can as legislators to protect and encourage that industry and to ensure that it is going to be able to not only continue but grow and prosper. When that industry grows and prospers, we will see more jobs being created and the overall lifestyle in Canada being improved on many different fronts.</p>\n<p data-HoCid=\"2509918\" data-originallang=\"en\">We recognize the value of artists and others and recognize how important it is for us to be there in a very real and tangible way, but we also value the importance of the consumer. We want to ensure that consumers' rights are in fact protected. This provides me the opportunity to share with the House some of the concerns I have with regard to that particular issue. </p>\n<p data-HoCid=\"2509919\" data-originallang=\"en\">My biggest concern is the whole concept of the digital lock provisions in the legislation. I must admit that I am somewhat dated, in the sense that I can still recall the good old eight-tracks and record players. People went to Kmart or Zellers and bought blank cassettes. They had music at home on the record player and they recorded the music that they, or maybe even their parents, had purchased from the store. They recorded it on cassette so they could continue to enjoy that music on a trip in the car, believing that they had acquired the song they wanted to listen to. </p>\n<p data-HoCid=\"2509920\" data-originallang=\"en\">I recall hanging around with my buddies and talking about the fact that we had to buy records for <em>x</em> number of dollars just to get one or two songs that we liked. We ended up buying five or six records and put all our favourite songs on one cassette, and there was never any feeling that we were pirating anything or that it was an illegal act. </p>\n<p data-HoCid=\"2509921\" data-originallang=\"en\">The vast majority of consumers want to do the right thing. Consumers are responsible individuals and contributors to our communities, and they recognize how important it is that we protect our artists. </p>\n<p data-HoCid=\"2509922\" data-originallang=\"en\">Quite often when we think of artists, we think of big name artists, and there is a bit of resentment toward them. Some would look at the late Michael Jackson and ask themselves just much money this guy really needs and the type of royalties that one would pay. There might not be as much sympathy for big name artists, but we still have to protect artists through copyright laws.</p>\n<p data-HoCid=\"2509923\" data-originallang=\"en\">A vast majority of the artists are not multi-millionaires. They are hard-working Canadians who have sacrificed their time, energy, thoughts and ideas. Maybe they rented a recording studio and put together a CD. Now they are hoping to make enough money from that CD to recover their costs, and if they can make a little extra, they are very grateful.</p>\n<p data-HoCid=\"2509924\" data-originallang=\"en\">In Winnipeg we have a wonderful annual event known as Folklorama. I suspect a number of my colleagues in the House will be familiar with it, and I would recommend that all members visit Winnipeg during a Folklorama and become familiar with it. They would witness a litany of those types of artists who are so committed to making events like Folklorama work and who are so committed to what they do that they sacrifice a great portion of their energy and their time in order to produce that contribution to our culture.</p>\n<p data-HoCid=\"2509925\" data-originallang=\"en\">One individual at the Indian and M\u00e9tis Friendship Centre on Robinson Street in Winnipeg North--I believe his name was Lavallee--played the violin and performed a jig, which is a wonderful fancy dance I hope to be able to perform someday myself. This artist lives in a modest apartment in Tyndall Park. I did not ask him how much he was making or what the proceeds were on his CD, but he sure was proud of it. He felt it was right on, and good quality. At the end of the day, after the audience had been able to listen and hear this man playing live on stage and after the concert was over, he stood by the door selling his CDs. </p>\n<p data-HoCid=\"2509926\" data-originallang=\"en\">I enjoyed the performance. I was pleased to meet him, shook his hadn, and said I would love to buy the CD. I did not purchase the CD because I wanted to go home and listen to the music right away, but because I wanted to support a young artist and saw the benefits of doing that.</p>\n<p data-HoCid=\"2509927\" data-originallang=\"en\">I would argue that there are tens of thousands of Canadians who would do likewise, because we get an appreciation of the artists' efforts. In many ways we are talking about our sons or daughters who are in this line of work or engaged in this creativity, and I suspect we would find a great deal of support, but when I look at the legislation, I see that the government seems to be determined that it has it right and it does not really matter what the opposition has to say: it will go to committee, where it has a majority, and pass it the way it is.</p>\n<p data-HoCid=\"2509928\" data-originallang=\"en\">I do not make that assertion lightly. I was listening to some of the speeches earlier, and we hear that there were literally hundreds of people, if not thousands, who provided feedback to the government with regard to the legislation. They provided ideas that could have made it a better piece of legislation, yet the government, for whatever reason I am not sure, has made a determination that what it has is as good as it is going to get and that they are really not open to any changes or amendments. </p>\n<p data-HoCid=\"2509929\" data-originallang=\"en\">That is why I believe the responsible thing for the Liberal Party to do was to bring forward this recent amendment. We want to see balance when it comes to copyright rules and laws. It is important that it be balanced, and the government has not recognized or acknowledged that.</p>\n<p data-HoCid=\"2509930\" data-originallang=\"en\">I will give an example. If my daughter were here, she would be able to tell us anything we wanted to know about iPods. It is amazing what young people can do with one hand with these little items. From pictures to music and videos, the technology is incredible. Should not my daughter or millions of other Canadians who purchase an item in digital format, such as a song, have the right to use that purchase in different ways, as long as it is for personal reasons?</p>\n<p data-HoCid=\"2509931\" data-originallang=\"en\">I am not going to suggest that my daughter or anyone else should be able to buy a song and download it onto the computer and send it out to two million Canadians. That would not be appropriate. </p>\n<p data-HoCid=\"2509932\" data-originallang=\"en\">What would be appropriate? She has a cell telephone. She has an iPod. She has one of these iMac computers. Should she be obligated to buy one copy for each? I'm not entirely convinced that should be the case. </p>\n<p data-HoCid=\"2509933\" data-originallang=\"en\">I would look to members to tell me if I was wrong when, in those younger teenaged years, I acquired records that I enjoyed and would pick and choose songs from each record and record them onto a blank cassette so that I could listen to the cassette with all of my favourite songs on it. Was that wrong? I do not believe it was. </p>\n<p data-HoCid=\"2509934\" data-originallang=\"en\">When we require such things as digital locks, there are impacts. I have DVDs. We all have DVD movies. I have some VHS movies that have digital locks. There are some movies that I really enjoy, and quite often I will put on such a movie in the background while I work on my laptop doing constituency work or whatever else it might be. The movie is playing in the background, but DVDs get scratched up and VHS tapes get worn. Should I not be able to back up the material that I purchased? Do I not have the right to do that?</p>\n<p data-HoCid=\"2509935\" data-originallang=\"en\">These are very real question marks. They are there today with regard to the proposed legislation. </p>\n<p data-HoCid=\"2509936\" data-originallang=\"en\">We have to ask if this is the type of legislation we should be moving forward. We have to keep in mind that because there is a majority government, no matter what we hear in committee, all indications are that the government is determined to pass the bill the way it is. The government is not really open to amendments.</p>\n<p data-HoCid=\"2509937\" data-originallang=\"en\">If we are trying to address genuine, bona fide concerns in the second reading debate, one can understand why the Liberal Party is suggesting that we pass the reasoned amendment. If government members were to stand and say they are prepared to listen and act on some of the concerns being expressed by opposition members, there might be the will to pull the reasoned amendment. There would have to be a clear indication from government members that they would accept some amendments or amend the bill themselves. I have participated in majority governments in Manitoba. Many amendments that originated from the opposition were passed. If an amendment would make the legislation better, why would the government not at least approach it with an open mind? </p>\n<p data-HoCid=\"2509938\" data-originallang=\"en\">One of the more appropriate ways to do that would be for a government minister to approach the critics. There should be briefings for the critics to explain what it is the government hopes to do with the legislation. The critics could take that information to members in their caucus. The issues could be debated to see if there could be some changes. We should invite stakeholders outside Parliament to voice their concerns and if, through that consultation process and through the work of the critics and ministerial staff, there are some amendments that would make a better piece of legislation, we should be prepared to accept them.</p>\n<p data-HoCid=\"2509939\" data-originallang=\"en\">I have heard other concerns. I do not know how extreme it is, but will students be obligated to get rid of their homework after a certain amount of time? To be honest, I have not had the chance to read every detail in the bill, but a lot of red flags go up the pole when I hear a member of the opposition say that after a certain number of days a student might have to shred the notes that were taken in class. That is worthy of more discussion. </p>\n<p data-HoCid=\"2509940\" data-originallang=\"en\">Let us see what sort of amendments might come up. I look forward to the bill going to committee. I look forward to seeing how the government will respond to amendments put forward by the New Democratic Party or the Liberal Party.</p>\n<p data-HoCid=\"2509941\" data-originallang=\"en\">One of the benefits of allowing for debate on the bill is that individuals such as myself can get up and express their concerns. Some members are very specific in their concerns. The government has the responsibility to digest what is being said. The government itself can bring in amendments at committee stage. Imagine the goodwill that would be shown if the government were to identify some of those concerns. </p>\n<p data-HoCid=\"2509942\" data-originallang=\"en\">I suspect that if we were to check with most Canadians, a number of the concerns that have been raised this afternoon on this bill are quite legitimate. They are definitely worth looking into to see if things can be done to make the bill better. If the government is not prepared to do that, the best thing we could do is go back to the drawing board. Let us look at the reasoned amendment that has been proposed by my colleague.</p>",

Le d\u00e9bat d'aujourd'hui me donne l'occasion de partager avec mes coll\u00e8gues de la Chambre certaines des pr\u00e9occupations qui m'habitent \u00e0 ce sujet en particulier.</p>\n<p data-HoCid=\"2509919\" data-originallang=\"en\">Ma principale pr\u00e9occupation concerne le concept des verrous num\u00e9riques dont il est question dans la mesure l\u00e9gislative. J'avoue que je suis quelque peu dinosaure, en ce sens que je me rappelle des bons vieux huit pistes et des tourne-disques. Les gens allaient chez Kmart ou Zeller pour acheter des cassettes vierges. Ils faisaient jouer de la musique chez eux, sur leurs tourne-disques, et ils enregistraient la musique qu'eux-m\u00eames, voire leurs parents, avaient achet\u00e9 au magasin. Ils l'enregistraient sur cassette de fa\u00e7on \u00e0 pouvoir l'\u00e9couter au cours d'un voyage en voiture. Ils avaient avec la conviction d'avoir fait l'acquisition de la chanson qu'ils voulaient entendre.</p>\n<p data-HoCid=\"2509920\" data-originallang=\"en\">Je me souviens d'avoir discut\u00e9 avec mes copains du fait que nous \u00e9tions oblig\u00e9s d'acheter des disques pour un montant <em>x</em> simplement pour poss\u00e9der une ou deux chansons qui nous plaisaient. Nous finissions par acheter cinq ou six disques et par rassembler toutes nos chansons pr\u00e9f\u00e9r\u00e9es sur une cassette. Jamais nous n'avions le sentiment de pirater quoi que ce soit ou de poser un geste ill\u00e9gal.</p>\n<p data-HoCid=\"2509921\" data-originallang=\"en\">La grande majorit\u00e9 des consommateurs veulent emprunter la bonne voie. Les consommateurs sont des personnes responsables qui jouent un r\u00f4le pr\u00e9cieux dans nos collectivit\u00e9s. Ils savent \u00e0 quel point il est important de prot\u00e9ger nos artistes.</p>\n<p data-HoCid=\"2509922\" data-originallang=\"en\">Souvent, quand on pense aux artistes, on pense aux grands noms et ceux-ci peuvent susciter un certain m\u00e9contentement. Il y a des gens qui se demandent de combien d'argent Michael Jackson a besoin puisqu'il est mort, et qui s'interrogent sur les redevances \u00e0 payer. Les gens n'ont peut-\u00eatre pas autant de sympathie pour les grands noms, mais il faut quand m\u00eame prot\u00e9ger les artistes avec des lois sur le droit d'auteur.</p>\n<p data-HoCid=\"2509923\" data-originallang=\"en\">La grande majorit\u00e9 des artistes ne sont pas des multimillionnaires. Ce sont des Canadiens qui travaillent fort et qui consacrent beaucoup de temps et d'\u00e9nergie \u00e0 la cr\u00e9ation. Ils ont pu par exemple louer un studio d'enregistrement pour enregistrer un CD. Ils esp\u00e8rent gagner assez d'argent avec ce CD pour rentrer dans leurs frais, et s'ils r\u00e9ussissent \u00e0 faire un peu mieux, ils sont ravis.</p>\n<p data-HoCid=\"2509924\" data-originallang=\"en\">\u00c0 Winnipeg, nous avons une merveilleuse manifestation annuelle intitul\u00e9e Folklorama. Je pense que plusieurs de mes coll\u00e8gues ici connaissent bien cette activit\u00e9, et je recommande \u00e0 tous les d\u00e9put\u00e9s de venir \u00e0 Winnipeg lors du Folklorama pour le d\u00e9couvrir. Ils y verront une multitude d'artistes qui se d\u00e9carcassent pour que des manifestations comme Folklorama soient un succ\u00e8s. Ces gens sont tellement passionn\u00e9s par ce qu'ils font qu'ils ne comptent ni leur \u00e9nergie ni leur temps pour apporter leur contribution \u00e0 notre culture.</p>\n<p data-HoCid=\"2509925\" data-originallang=\"en\">Un type du Indian and Metis Friendship Centre sur la rue Robinson \u00e0 Winnipeg Nord, du nom de Lavall\u00e9e je crois, a jou\u00e9 du violon et dans\u00e9 une gigue, une danse originale merveilleuse que j'esp\u00e8re pouvoir danser moi-m\u00eame un jour. Cet artiste vit dans un appartement modeste de Tyndall Park. Je ne lui ai pas demand\u00e9 combien il gagnait ou combien son CD lui rapportait, mais il en \u00e9tait en tout cas tr\u00e8s fier. Il trouvait qu'il \u00e9tait super, et de bonne qualit\u00e9. \u00c0 la fin de la journ\u00e9e, apr\u00e8s que le public ait pu \u00e9couter et voir cet homme faire son spectacle en direct, et une fois termin\u00e9 le concert, il \u00e9tait l\u00e0 pr\u00e8s de la porte \u00e0 vendre ses CD.</p>\n<p data-HoCid=\"2509926\" data-originallang=\"en\">J'ai appr\u00e9ci\u00e9 son spectacle. J'\u00e9tais content de le rencontrer et de lui serrer la main et je lui ai dit que je voulais acheter son CD. Je ne l'ai pas achet\u00e9 parce que je voulais rentrer chez moi pour en \u00e9couter la musique tout de suite, mais parce que je voulais aider un jeune artiste et que je savais que cela servait \u00e0 quelque chose.</p>\n<p data-HoCid=\"2509927\" data-originallang=\"en\">\u00c0 mon avis, des dizaines de milliers de Canadiens sont pr\u00eats \u00e0 faire la m\u00eame chose parce que nous appr\u00e9cions les efforts des artistes. \u00c0 bien des \u00e9gards, c'est de nos fils et de nos filles qui font ce genre de travail ou manifestent cette cr\u00e9ativit\u00e9 que nous parlons, et je crois que nous aurions beaucoup d'appui, mais quand je vois ce projet de loi, je me rends compte que le gouvernement veut absolument avoir raison et se fiche \u00e9perdument de ce que l'opposition a \u00e0 dire. Le gouvernement va renvoyer le projet de loi au comit\u00e9 o\u00f9 il a la majorit\u00e9 et il le fera adopter tel quel.</p>\n<p data-HoCid=\"2509928\" data-originallang=\"en\"> Je ne le dis pas \u00e0 la l\u00e9g\u00e8re. J\u2019\u00e9coutais les discours, tout \u00e0 l\u2019heure. On nous dit qu\u2019il y a eu des centaines, sinon des milliers de personnes qui ont pr\u00e9sent\u00e9 au gouvernement leur point de vue au sujet de ce projet de loi. Elles ont propos\u00e9 des id\u00e9es qui auraient pu am\u00e9liorer le projet de loi, mais le gouvernement, pour des raisons que j\u2019ignore, a d\u00e9cid\u00e9 que sa version \u00e9tait tr\u00e8s bien comme \u00e7a et qu\u2019il n\u2019\u00e9tait vraiment pas dispos\u00e9 \u00e0 y apporter des changements. </p>\n<p data-HoCid=\"2509929\" data-originallang=\"en\"> C\u2019est la raison pour laquelle je crois que le Parti lib\u00e9ral n\u2019avait d\u2019autre choix que de d\u00e9poser ce r\u00e9cent amendement. Nous voulons que les r\u00e8gles et les dispositions l\u00e9gislatives en mati\u00e8re de droit d\u2019auteur soient \u00e9quilibr\u00e9es. Il est important que la loi soit \u00e9quilibr\u00e9e, mais le gouvernement refuse de le reconna\u00eetre. </p>\n<p data-HoCid=\"2509930\" data-originallang=\"en\"> Je vous donne un exemple. Si ma fille \u00e9tait ici, elle pourrait nous apprendre bien des choses sur les iPod. C\u2019est extraordinaire ce que les jeunes parviennent \u00e0 faire d\u2019une seule main avec ce petit objet. Cette technologie incroyable traite les images, la musique et les vid\u00e9os. Est-ce que ma fille et les millions de Canadiens qui ach\u00e8tent quelque chose sous forme num\u00e9rique, une chanson par exemple, ne devraient pas avoir le droit d\u2019utiliser de diverses fa\u00e7ons ce qu\u2019ils ont achet\u00e9, \u00e0 condition que ce soit des utilisations personnelles?</p>\n<p data-HoCid=\"2509931\" data-originallang=\"en\"> Loin de moi l\u2019id\u00e9e que ma fille ou quelqu\u2019un d\u2019autre puisse acheter une chanson, la t\u00e9l\u00e9charger sur son ordinateur puis l\u2019envoyer \u00e0 deux millions de Canadiens. Cela ne serait pas acceptable. </p>\n<p data-HoCid=\"2509932\" data-originallang=\"en\"> Qu\u2019est-ce qui serait acceptable? Elle a un t\u00e9l\u00e9phone cellulaire. Elle a un iPod. Elle a l\u2019un de ces ordinateurs iMac. Est-ce qu\u2019elle devrait acheter un exemplaire de cette chanson pour chacun de ces appareils? Je ne suis pas vraiment convaincu que ce soit la solution. </p>\n<p data-HoCid=\"2509933\" data-originallang=\"en\"> J\u2019aimerais que les d\u00e9put\u00e9s me disent si j\u2019ai eu tort, quand j\u2019\u00e9tais adolescent et que j\u2019achetais des disques que j\u2019aimais, de choisir des pi\u00e8ces sur ces disques et de les enregistrer sur des cassettes afin de pouvoir \u00e9couter ainsi toutes mes chansons pr\u00e9f\u00e9r\u00e9es. Est-ce que cela \u00e9tait mal? Je ne le crois pas. </p>\n<p data-HoCid=\"2509934\" data-originallang=\"en\">Les verrous num\u00e9riques ne sont pas sans cons\u00e9quences. Je poss\u00e8de des DVD, comme tout le monde. J'ai quelques bandes VHS dot\u00e9es de verrous num\u00e9riques. Il y a des films que j'aime vraiment, et il m'arrive souvent d'en faire jouer un en arri\u00e8re-plan pendant que je travaille sur mon portable sur des dossiers li\u00e9s \u00e0 ma circonscription ou sur n'importe quoi d'autre. Le film joue en arri\u00e8re-plan, mais les DVD finissent par \u00eatre \u00e9gratign\u00e9s et les VHS, par s'user. Pourquoi ne pourrais-je pas faire une copie de secours du mat\u00e9riel que j'ai achet\u00e9? N'ai-je pas le droit de le faire?</p>\n<p data-HoCid=\"2509935\" data-originallang=\"en\">Ce sont l\u00e0 de s\u00e9rieuses questions sur la mesure l\u00e9gislative qui est propos\u00e9e aujourd'hui. </p>\n<p data-HoCid=\"2509936\" data-originallang=\"en\">Il convient de se demander si c'est le type de projet de loi que nous devrions adopter. Il ne faut pas perdre cette question de vue puisque c'est un gouvernement majoritaire; peu importe les t\u00e9moignages que nous entendons au comit\u00e9, tout laisse croire que le gouvernement est d\u00e9termin\u00e9 \u00e0 faire adopter le projet de loi dans sa version actuelle. Le gouvernement n'est pas vraiment ouvert \u00e0 des amendements.</p>\n<p data-HoCid=\"2509937\" data-originallang=\"en\">Comme nous voulons expliquer nos inqui\u00e9tudes r\u00e9elles et tout \u00e0 fait l\u00e9gitimes \u00e0 l'\u00e9tape de la deuxi\u00e8me lecture, il est facile de comprendre pourquoi le Parti lib\u00e9ral propose qu'on adopte l'amendement motiv\u00e9. Si les d\u00e9put\u00e9s minist\u00e9riels disaient qu'ils sont pr\u00eats \u00e0 \u00e9couter certaines des pr\u00e9occupations exprim\u00e9es par les d\u00e9put\u00e9s de l'opposition et \u00e0 y donner suite, l'amendement motiv\u00e9 pourrait peut-\u00eatre \u00eatre retir\u00e9. Il faudrait que les d\u00e9put\u00e9s minist\u00e9riels se montrent clairement pr\u00eats \u00e0 accepter certains amendements ou \u00e0 modifier eux-m\u00eames le projet de loi. J'ai d\u00e9j\u00e0 fait partie de gouvernements majoritaires au Manitoba. De nombreux amendements propos\u00e9s par l'opposition y \u00e9taient adopt\u00e9s. Si un amendement devait am\u00e9liorer le projet de loi, alors pourquoi le gouvernement n'aurait-il pas l'ouverture d'esprit d'au moins le prendre en consid\u00e9ration? </p>\n<p data-HoCid=\"2509938\" data-originallang=\"en\">L'une des fa\u00e7ons de proc\u00e9der les plus appropri\u00e9es serait qu'un ministre s'adresse aux porte-parole. On devrait offrir aux porte-parole des s\u00e9ances d'information pour leur expliquer ce que le gouvernement souhaite accomplir avec le projet de loi. Les porte-parole pourraient alors transmettre ces renseignements aux d\u00e9put\u00e9s de leur caucus. Tous pourraient en d\u00e9battre et voir si des changements seraient souhaitables. Nous devrions inviter des intervenants de l'ext\u00e9rieur du Parlement \u00e0 nous faire part de leurs pr\u00e9occupations. Si le processus de consultation et le travail des porte-parole et du personnel minist\u00e9riel permettent de proposer des amendements susceptibles d'am\u00e9liorer la mesure l\u00e9gislative, nous devrions \u00eatre pr\u00eats \u00e0 les accepter.</p>\n<p data-HoCid=\"2509939\" data-originallang=\"en\">J'ai entendu d'autres pr\u00e9occupations. Je ne sais pas \u00e0 quel point c'est tir\u00e9 par les cheveux, mais les \u00e9tudiants devront-ils se d\u00e9barrasser de leurs travaux apr\u00e8s un certain temps? Pour \u00eatre franc, je n'ai pas eu la chance de lire tous les d\u00e9tails du projet de loi, mais je vois beaucoup de signaux d'alarme s'allumer quand j'entends un d\u00e9put\u00e9 de l'opposition dire qu'apr\u00e8s un certain nombre de jours, un \u00e9tudiant pourrait \u00eatre forc\u00e9 de d\u00e9truire les notes qu'il a prises en classe. C'est un point qui m\u00e9rite qu'on s'y attarde davantage.</p>\n<p data-HoCid=\"2509940\" data-originallang=\"en\">Voyons le genre d'amendements qui pourraient \u00eatre propos\u00e9s. J'ai h\u00e2te que le projet de loi soit \u00e9tudi\u00e9 en comit\u00e9. J'ai h\u00e2te de voir comment le gouvernement r\u00e9agira aux amendements propos\u00e9s par le Nouveau Parti d\u00e9mocratique et le Parti lib\u00e9ral.</p>\n<p data-HoCid=\"2509941\" data-originallang=\"en\">Un des avantages qu'il y a \u00e0 tenir un d\u00e9bat sur ce projet de loi, c'est que des gens comme moi peuvent prendre la parole et exprimer leurs inqui\u00e9tudes. Certains d\u00e9put\u00e9s ont des pr\u00e9occupations tr\u00e8s pointues. Le gouvernement a la responsabilit\u00e9 d'assimiler ce qui se dit. Il peut, lui aussi, apporter des amendements \u00e0 l'\u00e9tape de l'\u00e9tude en comit\u00e9. Imaginez toute la bonne volont\u00e9 que le gouvernement montrerait s'il \u00e9tait pr\u00eat \u00e0 reconna\u00eetre le bien-fond\u00e9 de certaines de ces pr\u00e9occupations.</p>\n<p data-HoCid=\"2509942\" data-originallang=\"en\">Je crois que si nous consultions la plupart des Canadiens, nous verrions que bon nombre des pr\u00e9occupations qui ont \u00e9t\u00e9 soulev\u00e9es cet apr\u00e8s-midi \u00e0 propos de ce projet de loi sont l\u00e9gitimes. Cela vaut d\u00e9cid\u00e9ment la peine de les examiner de plus pr\u00e8s et de voir comment on pourrait am\u00e9liorer ce projet de loi. Si le gouvernement n'est pas pr\u00eat \u00e0 agir en ce sens, la meilleure chose qu'on puisse faire, ce serait de retourner \u00e0 la case d\u00e9part. Examinons l'amendement motiv\u00e9 propos\u00e9 par mon coll\u00e8gue.</p>"
