        "en": "<p data-HoCid=\"2288835\">Mr. Speaker, the response to (a) is that the initial cornerstone of the Canadian HIV vaccine initiative (CHVI) announced in February 2007 was the establishment in Canada of a pilot-scale HIV vaccine manufacturing facility to produce clinical trial lots. The facility was intended to address the global shortage in pilot-scale manufacturing initially identified by the Global HIV Vaccine Enterprise, an alliance of independent organizations around the world dedicated to accelerating the development of preventive HIV vaccines. </p>\n<p data-HoCid=\"2288836\">Consultations were held in late 2007 by CHVI participating departments/agencies, including the Canadian International Development Agency, Public Health Agency of Canada, Canadian Institutes of Health Research, Health Canada and Industry Canada and the Gates Foundation, to seek expert input on how to move forward with establishing a facility in Canada. Based on this consultation, a process was launched in April 2008 to select a not-for-profit corporation to build, operate and manage the facility. </p>\n<p data-HoCid=\"2288837\">As part of the participating departments/agencies\u2019 and Gates Foundation\u2019s review processes, both the participating departments/agencies and the Gates Foundation received input from external experts and undertook internal analyses related to value for money and other factors. On March 17, 2009, the Public Health Agency of Canada was informed that an analysis of the current vaccine manufacturing capacity in North America and Europe would be part of the Gates Foundation\u2019s internal review process. </p>\n<p data-HoCid=\"2288838\">The response to (b) is that in late June 2009, the Gates Foundation informally shared preliminary results of the report with the Public Health Agency of Canada. The study results were presented to officials from participating CHVI departments/agencies on July 16, 2009. </p>\n<p data-HoCid=\"2288839\">The response to (c) is that further to regular informal discussions, two teleconferences between participating CHVI departments/agencies and the Bill and Melinda Gates Foundation were held on July 16th and July 31st to discuss the report. In addition, face-to-face meetings and/or teleconferences were held on September 28, 2009; December 21, 2009; March 2, 25 and 26, 2010; April 15, 22 and 29, 2010; May 6, 13, 20 and 27, 2010; and, June 3, 17 and 24, 2010 to discuss the renewal of the CHVI. In July 2010, at the XVIII International AIDS Conference in Vienna, Austria, the Government of Canada and the Bill and Melinda Gates Foundation renewed their commitment of up to $139 million to implement the Canadian HIV vaccine initiative. </p>\n<p data-HoCid=\"2288840\">The response to (d) is that the minister\u2019s office was informed of the report following the July 2009 teleconference between participating CHVI departments/ agencies and the Bill and Melinda Gates Foundation. Given the importance of the CHVI and continuing commitment amongst partners to making progress on overall objectives, all options were examined to yield the best results. </p>\n<p data-HoCid=\"2288841\">This was an important decision that the Government of Canada and the Gates Foundation could not take lightly nor make quickly. The decision was based on a number of factors. A thorough, evidence-based review of all applications was completed. This included an internal review and external review by an international expert panel. None of the applicants were found to be successful in meeting the pre-established criteria.</p>\n<p data-HoCid=\"2288842\">Additionally, as part of the due diligence process, the Gates Foundation commissioned a study on vaccine manufacturing capacity. This study demonstrated that there was sufficient vaccine manufacturing capacity in North America and Europe to meet research needs.</p>\n<p data-HoCid=\"2288843\">After weighing all of the evidence, the Government of Canada and the Gates Foundation decided not to proceed with the vaccine manufacturing facility. </p>",

L\u2019\u00e9tablissement avait pour objectif de se pencher sur le probl\u00e8me de la p\u00e9nurie mondiale d\u2019unit\u00e9s de production d\u2019essai \u00e0 l\u2019\u00e9chelle pr\u00e9industrielle, ainsi qu\u2019identifi\u00e9 par l\u2019Initiative mondiale pour un vaccin contre l\u2019infection \u00e0 VIH, qui est un regroupement d\u2019organisations ind\u00e9pendantes de partout dans le monde et d\u00e9di\u00e9es \u00e0 acc\u00e9l\u00e9rer le d\u00e9veloppement d\u2019un vaccin pr\u00e9ventif contre l\u2019infection \u00e0 VIH.</p>\n<p data-HoCid=\"2288836\">Des r\u00e9unions ont eu lieu \u00e0 la fin de 2007 r\u00e9unissant les diff\u00e9rents minist\u00e8res et agences du gouvernement du Canada impliqu\u00e9s dans l\u2019ICVV, soit l\u2019Agence canadienne de d\u00e9veloppement international, l\u2019Agence de la sant\u00e9 publique du Canada, les Instituts de recherche en sant\u00e9 du Canada, Sant\u00e9 Canada et Industrie Canada, et la Fondation Bill et Melinda Gates, afin de solliciter les suggestions des experts externes sur la fa\u00e7on d\u2019instaurer un tel \u00e9tablissement au Canada. Le 17 mars 2009, l\u2019Agence de la sant\u00e9 publique du Canada a \u00e9t\u00e9 inform\u00e9e que l\u2019analyse de la capacit\u00e9 actuelle de fabrication d\u2019un vaccin en Am\u00e9rique du Nord et en Europe ferait partie d\u2019un processus de revue interne de la Fondation Gates.</p>\n<p data-HoCid=\"2288838\">En r\u00e9ponse \u00e0 la question b), vers la fin du mois de juin 2009, la Fondation Gates a partag\u00e9, de fa\u00e7on informelle, les r\u00e9sultats pr\u00e9liminaires de l\u2019analyse avec l\u2019Agence de la sant\u00e9 publique du Canada. Les r\u00e9sultats de l\u2019\u00e9tude ont ensuite \u00e9t\u00e9 pr\u00e9sent\u00e9s aux repr\u00e9sentants des diff\u00e9rents minist\u00e8res et agences f\u00e9d\u00e9raux le 16 juillet 2009. </p>\n<p data-HoCid=\"2288839\">En r\u00e9ponse \u00e0 la question c), suite \u00e0 des discussions informelles r\u00e9guli\u00e8res, deux t\u00e9l\u00e9conf\u00e9rences ont eu lieu les 16 et 31 juillet entre les diff\u00e9rents minist\u00e8res et agences f\u00e9d\u00e9raux et la Fondation Gates afin de discuter du rapport. De plus, d\u2019autres r\u00e9unions ont eu lieu en face-\u00e0-face et/ou des t\u00e9l\u00e9conf\u00e9rences le 28 septembre 2009, le 21 d\u00e9cembre 2009, les 2, 25 et 26 mars 2010, les 15, 22 et 29 avril 2010, les 6, 13, 20 et 27 mai 2010, et les 3, 17 et 24 juin 2010 pour discuter de l\u2019initiative de vaccin contre le VIH renouvel\u00e9e. En juillet 2010, \u00e0 l\u2019occasion de la XVIII<sup>e</sup> Conf\u00e9rence internationale sur le sida \u00e0 Vienne, en Autriche, le gouvernement du Canada et la Fondation Bill et Melinda Gates ont renouvel\u00e9 leur engagement \u00e0 investir jusqu\u2019\u00e0 139 millions de dollars pour mettre en \u0153uvre l\u2019ICVV. </p>\n<p data-HoCid=\"2288840\">En r\u00e9ponse \u00e0 la question d), le cabinet du ministre a \u00e9t\u00e9 inform\u00e9 du rapport faisant suite \u00e0 la t\u00e9l\u00e9conf\u00e9rence de juillet 2009 r\u00e9unissant les minist\u00e8res et les organismes participant \u00e0 l\u2019ICVV et la Fondation Bill et Melinda Gates. En raison de l\u2019importance de l\u2019ICVV et de l\u2019engagement continu des partenaires \u00e0 accomplir des progr\u00e8s pour l\u2019atteinte des objectifs globaux, toutes les options ont \u00e9t\u00e9 examin\u00e9es en vue d\u2019obtenir les meilleurs r\u00e9sultats. </p>\n<p data-HoCid=\"2288841\">Ce fut une d\u00e9cision importante que le gouvernement du Canada et la fondation ne pouvaient prendre \u00e0 la l\u00e9g\u00e8re ou prendre rapidement. Cette d\u00e9cision \u00e9tait fond\u00e9e sur un certain nombre de facteurs. Aucun des candidats n\u2019a r\u00e9ussi \u00e0 respecter les crit\u00e8res pr\u00e9\u00e9tablis. </p>\n<p data-HoCid=\"2288842\">De plus, dans le cadre du processus de diligence raisonnable, la Fondation Gates a command\u00e9 une \u00e9tude sur la capacit\u00e9 de fabrication du vaccin.
