        "en": "<p data-HoCid=\"2288037\" data-originallang=\"en\">Mr. Speaker, the hon. member always provides a very thoughtful analysis of whatever bill is in front of the House. I have heard probably more facts out of the hon. member in his 20 minutes than I have heard in literally dozens of speeches from government members opposite, who seem to operate in a fact-free zone with everything being ideology.</p>\n<p data-HoCid=\"2288038\" data-originallang=\"en\">I was thinking over the break about what it was the government would achieve by this, other than creating an atmosphere of fear. People in an atmosphere of fear stop thinking and therefore consent to doing things they might not actually otherwise do if they have analyzed the evidence. I thank the hon. member for standing up for a system of justice as opposed to a system of punishment.</p>\n<p data-HoCid=\"2288039\" data-originallang=\"en\">The hon. member knows that inevitably the government will be pushing a prisons agenda and robbing from the criminal justice portfolio's police and program services. Inevitably what will happen is there will be more people incarcerated and punished and our system of justice will diminish as a consequence.</p>\n<p data-HoCid=\"2288040\" data-originallang=\"en\">I would be interested in the hon. member's analysis with respect to the creation of the atmosphere of fear when the facts do not support the initiative.</p>",

J'ai probablement entendu plus de faits durant son intervention de 20 minutes que dans des dizaines de discours de d\u00e9put\u00e9s minist\u00e9riels, qui semblent syst\u00e9matiquement ignorer les faits au profit de consid\u00e9rations id\u00e9ologiques. </p>\n<p data-HoCid=\"2288038\" data-originallang=\"en\">Pendant la rel\u00e2che, je me suis demand\u00e9 \u00e0 quoi parviendrait le gouvernement en agissant ainsi, outre susciter la peur. Quand on a peur, on cesse de r\u00e9fl\u00e9chir et on consent donc \u00e0 faire des choses qu'on ne ferait pas autrement si on avait analys\u00e9 les faits. Je remercie le d\u00e9put\u00e9 de d\u00e9fendre un syst\u00e8me ax\u00e9 sur la justice plut\u00f4t que sur la r\u00e9pression.</p>\n<p data-HoCid=\"2288039\" data-originallang=\"en\">Le d\u00e9put\u00e9 sait que le gouvernement d\u00e9fendra in\u00e9vitablement un programme de r\u00e9pression ax\u00e9 sur les prisons et qu'il sabrera dans les services de police et ceux offerts dans le cadre des programmes du portefeuille de la justice p\u00e9nale. In\u00e9vitablement, comme plus de gens seront incarc\u00e9r\u00e9s, notre syst\u00e8me de justice en sera diminu\u00e9. </p>\n<p data-HoCid=\"2288040\" data-originallang=\"en\">Le d\u00e9put\u00e9 pourrait-il nous dire ce qu'il pense de la campagne de peur qu'on est en train d'instaurer alors que les faits vont \u00e0 l'encontre de cette initiative? J'aimerais conna\u00eetre son opinion.</p>"
