"en": "<p data-HoCid=\"2077122\" data-originallang=\"en\">Madam Speaker, I commend the hon. member for <a data-HoCid=\"128529\" href=\"/politicians/bill-siksay/\" title=\"Bill Siksay\">Burnaby\u2014Douglas</a> on his thoughtful and respectful remarks that manage to strike just the right balance when we are talking about civil liberties in this country.</p>\n<p data-HoCid=\"2077123\" data-originallang=\"en\">One of the other areas of this legislation that shows its flaws can be found in its provision that anybody who refuses to accept or agree to the conditions that may be levelled by the court in terms of the preventive arrest protest can be jailed for up to 12 months. Several observers have pointed out it is highly unlikely that a bona fide terrorist would refuse to agree to those conditions but rather would agree to the conditions, of course, so that he or she could continue with any planned activities. This shows that provision to be relatively useless.</p>\n<p data-HoCid=\"2077124\" data-originallang=\"en\">I wonder if the hon. member could comment on that or any other part of the bill that may provide a false sense of security because it is not well thought out or workable.</p>",
