First, this deal was not overt in terms of buy American and, second, subcontracts were readily available. Tens of millions of dollars worth of contracts were available to Canadian companies, which I would like the member to confirm. However, he did support it so I presume he thought the deal we had was better than no deal.</p>\n<p data-HoCid=\"2004492\" data-originallang=\"en\">There was also the concern about what we gave up. Canadian municipalities already were allowing bids from American suppliers, so it is not that we really gave up anything at all but we did gain a considerable amount.</p>",
