"en": "<p data-HoCid=\"1812454\" data-originallang=\"fr\">Madam Speaker, I will start by saying that the Bloc Qu\u00e9b\u00e9cois will support the New Democratic Party motion concerning restrictions on prorogation.</p>\n<p data-HoCid=\"1812455\" data-originallang=\"fr\">We must admit that this motion is wishful thinking. Nevertheless, it is what most members of the House as well as the Canadian and Quebec people want. Obviously, the Conservative government and the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> have used prorogation to evade their responsibilities too often in a short period of time.</p>\n<p data-HoCid=\"1812456\" data-originallang=\"fr\">We agree with what we are hearing in this regard. For example, the Liberal Party talked about the possibility of setting up a special committee to study this issue.</p>\n<p data-HoCid=\"1812457\" data-originallang=\"fr\">It is not easy finding a way to restrict the authority of the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> to ask the Governor General to prorogue Parliament.</p>\n<p data-HoCid=\"1812458\" data-originallang=\"fr\">Some solutions are constitutional in nature, whereas others require legislation or amendments to the Standing Orders.</p>\n<p data-HoCid=\"1812459\" data-originallang=\"fr\">But that is a technicality. What is important at this point is that we express our political will that the government not repeatedly use its power to ask the Governor General to prorogue the session in order to evade its responsibilities, as the Conservative government and the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> have done.</p>\n<p data-HoCid=\"1812460\" data-originallang=\"fr\">The prorogation, which began on December 30, 2009, lasted two months; the new session did not begin until March 3. We were told that the purpose of the prorogation was to recalibrate the government's agenda. When the Speech from the Throne and the budget speech were read, it was obvious that two months to rewrite the same nonsense found in the previous throne speech and budget was far too long. One week would have been enough and it would not have been such a waste of time. </p>\n<p data-HoCid=\"1812461\" data-originallang=\"fr\">It is very clear that on December 30, when the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> asked the Governor General to prorogue the session, it was to avoid having the opposition, the Bloc Qu\u00e9b\u00e9cois and the people of Quebec and Canada ask the questions to which they wanted answers. They are still waiting for those answers.</p>\n<p data-HoCid=\"1812462\" data-originallang=\"fr\">The Prime Minister bet that after two months, the people of Quebec and Canada would forget the questions they were asking when we adjourned on December 10. That is why the government needed time. It was not to recalibrate its policies or write its throne speech or budget speech.</p>\n<p data-HoCid=\"1812463\" data-originallang=\"fr\">Unfortunately, the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> lost his bet. He lost it in the first couple of hours after Parliament resumed, when a great many Quebeckers and Canadians quickly understood that the Prime Minister and his government used this tactic simply to avoid answering the opposition's questions. These were and still are very valid questions. </p>\n<p data-HoCid=\"1812464\" data-originallang=\"fr\">Let us go back to what was on the order of the day at the end of the last session in December.</p>\n<p data-HoCid=\"1812465\" data-originallang=\"fr\">First, there was the economic crisis. The Bloc Qu\u00e9b\u00e9cois was asking questions almost daily through its industry critic, the hon. member for <a data-HoCid=\"128363\" href=\"/politicians/robert-bouchard/\" title=\"Robert Bouchard\">Chicoutimi\u2014Le Fjord</a>, about the government's inaction with regard to the forestry and manufacturing crisis, which is far from over. In February, in Quebec alone, 11,000 jobs were lost in the manufacturing sector.</p>\n<p data-HoCid=\"1812466\" data-originallang=\"fr\">For government members who like to wear rose-coloured glasses, the <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">Minister of Finance</a> in particular, it is time to take off those glasses and see that the crisis is far from over in a number of regions and sectors in Quebec and Canada.</p>\n<p data-HoCid=\"1812467\" data-originallang=\"fr\">What was the government's response to the legitimate concerns of Quebeckers, the Bloc Qu\u00e9b\u00e9cois and Quebec's National Assembly?</p>\n<p data-HoCid=\"1812468\" data-originallang=\"fr\">The response appears on page 259 of the budget plan, pompously entitled, \u201cCanada's Economic Action Plan: Year 2\u201d. Support for the auto sector is on the order of $9.7 billion. I will say it again: we are all in favour of the support that has been given to the auto sector. It is an essential sector for southern Ontario and for sub-contractors; there are some in Quebec as well. That is not the issue. </p>\n<p data-HoCid=\"1812469\" data-originallang=\"fr\">I was saying that the stimulus value of $9.7 billion was completely committed in 2009-10.</p>\n<p data-HoCid=\"1812470\" data-originallang=\"fr\">In the 2009-10 budget, the <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">Minister of Finance</a> announced an investment of $170 million over two years for the forestry sector across Canada. When we look at the two figures, it is clear that they are not even comparable. This is the kind of unfairness that the Bloc Qu\u00e9b\u00e9cois and all Quebeckers have been criticizing since the last budget. I am not talking about the budget tabled at the beginning of March 2010, but the one tabled in 2009. The forestry sector was treated unfairly compared to the automotive sector. But the forestry sector creates more jobs across Canada than the automotive sector. This sector has also had more job losses than the automotive sector.</p>\n<p data-HoCid=\"1812471\" data-originallang=\"fr\">This $170 million was a real slap in the face to the regions of Quebec, to Quebec as a whole and to all of the workers who are experiencing this crisis. How was this amount spent in 2009-10? Across Canada, $62 million was spent on stimulus measures.</p>\n<p data-HoCid=\"1812472\" data-originallang=\"fr\">What was announced this year? There is $108 million in stimulus measures; $108 million committed. Once again, the government is using its crystal ball here. The amount is so little that it does not take much to commit $108 million in a crisis as big as this one.</p>\n<p data-HoCid=\"1812473\" data-originallang=\"fr\">I know that the government is not very good at math. That became clear with the invoices made public last week for $2,000 potted plants, $1,000 doorbells, and so on. However, if we add up the $108 million announced in the budget and the $62 million announced last year, we have $170 million. The same $170 million that was announced last year was announced again in this year's budget. The government did not need to prorogue Parliament for two months for this. The figure they gave us in 2009 is the same one they are giving us in 2010, and they would have us believe that it is the second phase of a stimulus plan.</p>\n<p data-HoCid=\"1812474\" data-originallang=\"fr\">Therefore, they have not addressed this major issue, and the Bloc will continue to ask questions about the forestry sector as well as the manufacturing sector in general. The aerospace sector is going through tough times, could use a cash infusion and needs help. The government is stubbornly turning a deaf ear. And yet, we know what is needed: a refundable tax credit for research and development.</p>\n<p data-HoCid=\"1812475\" data-originallang=\"fr\">If an aerospace company were to undertake research and development, it could still get a refund for the amounts committed to this research even if it did not turn a profit. We know how crucial it is for this sector to remain on the cutting edge of technology, in this case, in order to benefit from the economic recovery, whenever it happens.</p>\n<p data-HoCid=\"1812476\" data-originallang=\"fr\">There are things that can be done. Unfortunately, in this very lengthy, but very empty budget\u2014a truly empty shell\u2014there was nothing more than what was criticized throughout 2009.</p>\n<p data-HoCid=\"1812477\" data-originallang=\"fr\">The government tried to make us lose sight of this major issue, the economic crisis and the forestry crisis, by proroguing for two months. Unfortunately, it did not succeed, as reported in the papers every day across Quebec. The problems have not gone away, and people have very high expectations of the federal government.</p>\n<p data-HoCid=\"1812478\" data-originallang=\"fr\">Recently, Guy Chevrette, President and Chief Executive Officer of the Quebec Forest Industry Council, was at a meeting of the Joliette Chamber of Commerce. He condemned the government's inaction and asked what is the point of abolishing customs duties on certain machinery that is needed if there is no money to buy it.</p>\n<p data-HoCid=\"1812479\" data-originallang=\"fr\">Once again, the Conservative government is being criticized for implementing measures in 2009\u2014as well as in the 2010-11 budget\u2014that provide assistance to those that do not need it: the oil companies, the banks and corporations that are doing well. First of all, they will benefit from tax breaks announced previously, breaks that will apply again this year, because they are turning a profit. Other companies are not profitable and will not be paying taxes. Second, they will benefit from the elimination of customs duties on machinery, a measure we agree with. But this will not help those who do not have the cash to purchase machinery and to invest in new technologies.</p>\n<p data-HoCid=\"1812480\" data-originallang=\"fr\">Once again, we are condemning the Conservative government for implementing measures in 2009, as well as in the 2010-11 budget, that help those that do not need help rather than helping the forestry and manufacturing sectors.</p>\n<p data-HoCid=\"1812481\" data-originallang=\"fr\">The second reason the government and the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> prorogued the session was the pitiful performance\u2014and that is being extremely gentle\u2014and the unacceptable behaviour of the Canadian government at the Copenhagen conference, where it won seven consecutive fossil awards. That is practically the fossil of the year award. As members know, this prize was handed out by 300 or 400 non-governmental organizations that focus on climate change issues.</p>\n<p data-HoCid=\"1812482\" data-originallang=\"fr\">Canada won the depressing fossil award every day of the conference. If we had resumed sitting at the end of January, as we were supposed to, we would have been able to question the government right away about its actions in Copenhagen that bordered on sabotage and about the fact that it was an environmental laughingstock on the international stage.</p>\n<p data-HoCid=\"1812483\" data-originallang=\"fr\">Once again, I believe that the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> acted in a partisan and anti-democratic way when he decided to prorogue the session, wait two months and not come back until March, using the Olympics as an excuse. He believed that by the time the games ended, Quebeckers and Canadians would have forgotten that we were the environmental laughingstock of the international community.</p>\n<p data-HoCid=\"1812484\" data-originallang=\"fr\">But that did not happen. The public's memory has not faded and we are being told every day that it makes no sense that Canada is acting the way it is, with its stance being more in line with that of Saudi Arabia as opposed to European countries, and that it has shown the world that we have become an oil state, like some Middle Eastern countries. That is far from being a force for change on the international stage. </p>\n<p data-HoCid=\"1812485\" data-originallang=\"fr\">Not only were the Conservative government's actions in Copenhagen unacceptable and a real embarrassment on the world stage, but Canada was the only country in Copenhagen to announce that it would lower its greenhouse gas reduction targets after the conference. The only country in Copenhagen to do so. What nerve.</p>\n<p data-HoCid=\"1812486\" data-originallang=\"fr\">Before going to Copenhagen, the <a data-HoCid=\"128695\" href=\"/politicians/jim-prentice/\" title=\"Jim Prentice\">Minister of the Environment</a> talked about a 20% emissions reduction by 2025, in terms of intensity targets, if my memory serves me correctly. There was no question of absolute reduction targets. After the conference, it was announced that these intensity targets would be lowered to 17%. Imagine. Not only did Canada win seven fossil awards in Copenhagen, but it was the only country to lower its greenhouse gas reduction targets. Again, I am talking about intensity targets, not absolute targets.</p>\n<p data-HoCid=\"1812487\" data-originallang=\"fr\">The government also announced that it was using 2005 as the reference year, while the international community and Quebec are asking that 1990 be used as the reference year for calculating greenhouse gas reductions. They want absolute reductions of greenhouse gases. This is not coming from me or the Bloc Qu\u00e9b\u00e9cois; it is coming from the international community, the National Assembly of Quebec and the Government of Quebec. With absolute reduction targets, carbon credits could be sold at a carbon exchange here in Montreal. There are calls to use 1990 as the reference year, with regulations like the ones used in Europe.</p>\n<p data-HoCid=\"1812488\" data-originallang=\"fr\">However, with the Conservative position, the oil lobby position, we can just forget about the significant efforts Quebec has been making since 1990. Over the past 20 years, Quebec has cut its dependence on oil in half. That has had an impact on the production of greenhouse gases and CO<sub>2</sub>, but that will not be taken into account because the Conservatives are going to use 2005 as the reference year.</p>\n<p data-HoCid=\"1812489\" data-originallang=\"fr\">Quebec's manufacturing industry has invested significantly in new technology, which allowed it to reduce its greenhouse gas emissions by over 20% between 1990 and 2005. These reductions and efforts will not be taken into account in the Conservative government's regulations, when we see them.</p>\n<p data-HoCid=\"1812490\" data-originallang=\"fr\">This means that Quebec businesses are going to be asked to make efforts similar to those being made in western Canada, for example. They will have to work twice as hard, since the first reductions are the easiest to make. Indeed, the further along in the process you go, the more difficult and costly reductions become. In addition, this will penalize Quebec and diminish its capacity to earn carbon credits, which would have brought in some cash, particularly in the manufacturing sector, which really needs cash.</p>\n<p data-HoCid=\"1812491\" data-originallang=\"fr\">The government's environmental and economic strategies go completely against the interests of Quebec. What is interesting is that more and more Quebeckers are realizing this. </p>\n<p data-HoCid=\"1812492\" data-originallang=\"fr\">So these are some of the questions we would have been asking in January, although we have asked them since and we will continue to ask them in the weeks ahead.</p>\n<p data-HoCid=\"1812493\" data-originallang=\"fr\">The third issue the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a>, the Conservative Party and the government thought they would be rid of after two months of prorogation is the issue of torture in Afghan prisons. Unfortunately, the government and the Prime Minister seriously miscalculated, because this issue is far from dead. Quite the opposite is true; it is heating up. Every week we receive new information suggesting that NATO has been aware of allegations of torture in Afghan prisons since 2005.</p>\n<p data-HoCid=\"1812494\" data-originallang=\"fr\">First we heard the testimony of diplomat Richard Colvin, who repeatedly sent memos\u2014seven, if my memory serves\u2014to his superiors concerning these allegations. The second in command at the Canadian embassy in Kabul testified that since 2005, she had informed Canadian authorities about allegations of torture. They tried to evade the issue, but all this evidence is piling up.</p>\n<p data-HoCid=\"1812495\" data-originallang=\"fr\">The government has been backed so far into a corner that last weekend, it came up with a mandate for former Justice Iacobucci that would turn his inquiry into a red herring. He has been given a very restricted list of documents to review.</p>\n<p data-HoCid=\"1812496\" data-originallang=\"fr\">The <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> was rather mean\u2014which is fair to say\u2014when he said that Mr. Iacobucci could have access to all the documents from 2001 to 2005. That is when the Liberals were in power. But we have learned that by the end of the Liberals' term, information had been passed on regarding allegations of torture.</p>\n<p data-HoCid=\"1812497\" data-originallang=\"fr\">No one is fooled. This is a ploy to buy time and avoid complying with the orders of the House, which adopted a very clear motion on December 10, 2009, regarding the documents the Special Committee on the Canadian Mission in Afghanistan needed to do its job.</p>\n<p data-HoCid=\"1812498\" data-originallang=\"fr\">Prorogation was another attempt by the Prime Minister and the government to avoid answering these questions.</p>\n<p data-HoCid=\"1812499\" data-originallang=\"fr\">If it were the first time, we could pass it off as a mistake, we could assume that the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> has the wrong people around him. We know his Quebec henchman, Mr. Soudas; I think that he has the wrong people around him. They probably told him that this would pass without a hitch. Plus, it was the holiday season, the Olympics were coming, and there was an orgy of excitement and patriotism. </p>\n<p data-HoCid=\"1812500\" data-originallang=\"fr\">Unfortunately for the Prime Minister and fortunately for us, the public was much smarter than the Prime Minister's entourage thought. All the questions that were being asked in December are still being asked now. We want answers. The government must guarantee that it will truly listen to the people of Quebec and Canada regarding the forestry and manufacturing crisis, the government's actions in Copenhagen and the preparations for the conference to be held in Mexico; it must guarantee that it will refocus. </p>\n<p data-HoCid=\"1812501\" data-originallang=\"fr\">It does not take two months; it takes political will, which, unfortunately, we cannot seem to see. And I am very afraid that we never will. The Bloc Qu\u00e9b\u00e9cois has already permanently withdrawn its confidence in the government. Until the government changes its direction, this will not change.</p>\n<p data-HoCid=\"1812502\" data-originallang=\"fr\">If this was due to poor advice from the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a>'s entourage, then maybe we could say that it was just a bad decision. A slap on that wrist, and it would end there. But that is not the case; it has become a habit.</p>\n<p data-HoCid=\"1812503\" data-originallang=\"fr\">At the end of 2008, the government used the same strategy to avoid a vote of confidence in the House. It uses any means necessary. It even triggered an election in October 2008 in order to avoid answering questions. The government and the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> broke their promise about keeping fixed election dates.</p>\n<p data-HoCid=\"1812504\" data-originallang=\"fr\">I feel that this government is completely out of ideas. We have to find a way to keep it from repeatedly shirking its responsibilities. One way of doing this would be to limit the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a>'s power to ask the Governor General to prorogue.</p>\n<p data-HoCid=\"1812505\" data-originallang=\"fr\">We are open to all potential technical solutions. We are ready to work with the parties that want to experience a more democratic political life here in the House.</p>",

Une semaine aurait suffi et il n'y aurait pas eu de gaspillage de temps. </p>\n<p data-HoCid=\"1812461\" data-originallang=\"fr\">Il est tr\u00e8s clair que le 30 d\u00e9cembre dernier, quand le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> a demand\u00e9 \u00e0 la gouverneure g\u00e9n\u00e9rale de proroger la session, c'\u00e9tait pour \u00e9viter que l'opposition, le Bloc qu\u00e9b\u00e9cois et la population du Qu\u00e9bec et du Canada posent des questions auxquelles ils voulaient des r\u00e9ponses. Ils veulent toujours obtenir ces r\u00e9ponses aujourd'hui.</p>\n<p data-HoCid=\"1812462\" data-originallang=\"fr\">Le premier ministre a fait le pari qu'apr\u00e8s deux mois, la population qu\u00e9b\u00e9coise et canadienne aurait oubli\u00e9 les questions qui se posaient lorsqu'on a cess\u00e9 de si\u00e9ger, le 10 d\u00e9cembre. C'est pour cela que le gouvernement avait besoin de temps. Ce n'\u00e9tait pas pour recentrer ses orientations ou pour \u00e9crire son discours du Tr\u00f4ne ou son discours du budget.</p>\n<p data-HoCid=\"1812463\" data-originallang=\"fr\">Malheureusement, le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> a perdu son pari. Il l'a perdu d\u00e8s les premi\u00e8res heures de la reprise des travaux, quand une bonne partie de l'opinion publique du Qu\u00e9bec et du Canada a tr\u00e8s vite compris que la tactique ou la manoeuvre du premier ministre et du gouvernement visait simplement \u00e0 \u00e9viter de r\u00e9pondre aux questions de l'opposition. Il s'agissait de questions tr\u00e8s l\u00e9gitimes, qui se posent toujours, d'ailleurs.</p>\n<p data-HoCid=\"1812464\" data-originallang=\"fr\">Reprenons les sujets qui \u00e9taient \u00e0 notre ordre du jour \u00e0 la fin de la session derni\u00e8re, en d\u00e9cembre.</p>\n<p data-HoCid=\"1812465\" data-originallang=\"fr\">Tout d'abord, il y avait la crise \u00e9conomique. Le Bloc qu\u00e9b\u00e9cois posait des questions presque quotidiennement, par l'entremise de son porte-parole \u00e0 l'industrie et d\u00e9put\u00e9 de <a data-HoCid=\"128363\" href=\"/politicians/robert-bouchard/\" title=\"Robert Bouchard\">Chicoutimi\u2014Le Fjord</a>, sur l'inaction du gouvernement concernant la crise foresti\u00e8re et manufacturi\u00e8re, qui est loin d'\u00eatre termin\u00e9e. Au mois de f\u00e9vrier, au Qu\u00e9bec seulement, il y a eu 11 000 pertes d'emplois dans le secteur manufacturier.</p>\n<p data-HoCid=\"1812466\" data-originallang=\"fr\">Pour les d\u00e9put\u00e9s du gouvernement qui aiment porter des lunettes roses, en particulier le <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">ministre des Finances</a>, il serait temps de les enlever pour voir que la crise est loin d'\u00eatre termin\u00e9e dans plusieurs r\u00e9gions et secteurs du Qu\u00e9bec et du Canada.</p>\n<p data-HoCid=\"1812467\" data-originallang=\"fr\">Quelle a \u00e9t\u00e9 la r\u00e9ponse du gouvernement \u00e0 la pr\u00e9occupation l\u00e9gitime des Qu\u00e9b\u00e9cois, des Qu\u00e9b\u00e9coises, du Bloc qu\u00e9b\u00e9cois et de l'Assembl\u00e9e nationale du Qu\u00e9bec? </p>\n<p data-HoCid=\"1812468\" data-originallang=\"fr\">La r\u00e9ponse se trouve \u00e0 la page 291 du plan budg\u00e9taire, intitul\u00e9 pompeusement \u00ab Plan d'action \u00e9conomique du Canada \u2014 2<sup>e</sup> ann\u00e9e \u00bb. L'aide au secteur de l'automobile est de l'ordre de 9,7 milliards de dollars. Je le redis encore une fois: nous approuvons l'aide qui a \u00e9t\u00e9 accord\u00e9e au secteur de l'automobile. C'est un secteur essentiel pour le sud de l'Ontario et pour les sous-traitants; il y en a aussi au Qu\u00e9bec. Le probl\u00e8me n'est pas l\u00e0.</p>\n<p data-HoCid=\"1812469\" data-originallang=\"fr\">Je disais donc que les mesures de stimulation de 9,7 milliards de dollars ont \u00e9t\u00e9 compl\u00e8tement engag\u00e9es en 2009-2010.</p>\n<p data-HoCid=\"1812470\" data-originallang=\"fr\">En 2009-2010, dans le budget, le <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">ministre des Finances</a> annon\u00e7ait un investissement de 170 millions de dollars sur deux ans pour le secteur forestier de l'ensemble du Canada. Quand on compare les deux chiffres, on comprend qu'on n'est pas dans le m\u00eame ordre de grandeur. C'est cette iniquit\u00e9 que le Bloc qu\u00e9b\u00e9cois et l'ensemble du Qu\u00e9bec ont d\u00e9nonc\u00e9e depuis le dernier budget. Je ne parle pas du budget d\u00e9pos\u00e9 au d\u00e9but de mars 2010, mais de celui d\u00e9pos\u00e9 en 2009. Le secteur forestier a subi un traitement inique par rapport \u00e0 ce que le secteur de l'automobile a obtenu. Pourtant, le secteur forestier cr\u00e9e plus d'emplois partout au Canada que le secteur de l'automobile. C'est aussi un secteur qui a \u00e9t\u00e9 beaucoup plus touch\u00e9 sur le plan des pertes d'emplois que le secteur de l'automobile.</p>\n<p data-HoCid=\"1812471\" data-originallang=\"fr\">Ce montant de 170 millions de dollars \u00e9tait une v\u00e9ritable gifle pour les r\u00e9gions du Qu\u00e9bec, pour le Qu\u00e9bec et pour l'ensemble des travailleurs et des travailleuses qui subissent cette crise. Comment cette somme a-t-elle \u00e9t\u00e9 d\u00e9pens\u00e9e en 2009-2010? Dans tout le Canada, 62 millions de dollars ont \u00e9t\u00e9 d\u00e9pens\u00e9s en mesures de stimulations, 62 millions de dollars en mesures engag\u00e9es. </p>\n<p data-HoCid=\"1812472\" data-originallang=\"fr\">Que nous annonce-t-on pour cette ann\u00e9e? Ce sont 108 millions de dollars en mesures de stimulations et on nous dit qu'il y aura 108 millions de dollars engag\u00e9s. Encore une fois, le gouvernement joue au devin \u00e0 cet \u00e9gard. C'est vrai que c'est tellement peu que cela ne prend pas grand-chose pour engager 108 millions de dollars lors d'une crise de cette importance. </p>\n<p data-HoCid=\"1812473\" data-originallang=\"fr\">Je sais que du c\u00f4t\u00e9 gouvernemental, on n'est pas tr\u00e8s fort en arithm\u00e9tique. On l'a vu avec les factures rendues publiques la semaine derni\u00e8re concernant les plantes vertes \u00e0 2 000 $, les sonnettes \u00e0 1 000 $, et ainsi de suite. Cependant, si on additionne les 108 millions de dollars annonc\u00e9s dans le budget aux 62 millions de dollars de l'ann\u00e9e derni\u00e8re, on arrive \u00e0 170 millions de dollars. Ce sont donc les m\u00eames 170 millions de dollars qu'on avait annonc\u00e9s l'ann\u00e9e derni\u00e8re qu'on retrouve dans le budget de cette ann\u00e9e. On n'avait pas besoin de proroger la session pendant deux mois pour arriver \u00e0 ce r\u00e9sultat. C'est le m\u00eame chiffre qu'on a connu en 2009 et qu'on nous ressert en 2010, en nous laissant entendre que ce serait une deuxi\u00e8me phase d'un plan de relance.</p>\n<p data-HoCid=\"1812474\" data-originallang=\"fr\">On n'a donc pas r\u00e9pondu \u00e0 cet enjeu majeur, et le Bloc continuera \u00e0 poser des questions sur le secteur forestier. C'est vrai aussi pour le secteur manufacturier dans son ensemble. L'a\u00e9ronautique vit des heures difficiles, a besoin de liquidit\u00e9s et a besoin d'aide. Le gouvernement s'acharne \u00e0 faire la sourde oreille. Pourtant les solutions sont connues. Je pense \u00e0 un cr\u00e9dit d'imp\u00f4t remboursable pour la recherche et le d\u00e9veloppement.</p>\n<p data-HoCid=\"1812475\" data-originallang=\"fr\">Si une compagnie, dans l'a\u00e9rospatiale ou dans l'a\u00e9ronautique fait de la recherche et du d\u00e9veloppement, malgr\u00e9 le fait qu'elle ne fait pas de profit, elle pourra b\u00e9n\u00e9ficier du remboursement des sommes qu'elle aura engag\u00e9es pour cette recherche. On sait combien il est crucial dans ce secteur de toujours se maintenir \u00e0 la fine pointe de la technologie pour, dans ce cas-ci, b\u00e9n\u00e9ficier de la reprise \u00e9conomique lorsqu'elle sera au rendez-vous. </p>\n<p data-HoCid=\"1812476\" data-originallang=\"fr\">Il y a donc des choses \u00e0 faire et, malheureusement, dans le budget qui est tr\u00e8s volumineux, mais tr\u00e8s vide \u2014 une vraie coquille vide \u2014, on n'a rien eu de plus que ce qu'on a critiqu\u00e9 tout au cours de l'ann\u00e9e 2009.</p>\n<p data-HoCid=\"1812477\" data-originallang=\"fr\">Le gouvernement a voulu essayer de noyer ce premier enjeu, la crise \u00e9conomique et la crise foresti\u00e8re, en prenant ces deux mois de prorogation. Malheureusement, ce n'est pas r\u00e9ussi, on le voit tous les jours dans les journaux, un peu partout au Qu\u00e9bec. Les probl\u00e8mes sont l\u00e0 et les attentes vis-\u00e0-vis du gouvernement f\u00e9d\u00e9ral sont extr\u00eamement importantes. </p>\n<p data-HoCid=\"1812478\" data-originallang=\"fr\">R\u00e9cemment, Guy Chevrette, le pr\u00e9sident-directeur g\u00e9n\u00e9ral du Conseil de l'industrie foresti\u00e8re du Qu\u00e9bec, \u00e9tait \u00e0 la Chambre de commerce de Joliette. Il d\u00e9non\u00e7ait l'inaction du gouvernement, demandant \u00e0 quoi il sert d'abolir les droits de douane sur un certain nombre de machineries qui seront n\u00e9cessaires si on n'a pas d'argent pour acheter cette machinerie. </p>\n<p data-HoCid=\"1812479\" data-originallang=\"fr\">Encore une fois, ce qu'on d\u00e9nonce, c'est que les mesures prises par le gouvernement conservateur en 2009 \u2014 et c'est vrai dans le budget de 2010-2011 \u2014 sont des mesures qui aident ceux qui n'ont pas besoin d'aide: les p\u00e9troli\u00e8res, les banques et les entreprises qui s'en tirent bien. En effet, premi\u00e8rement, elles pourront b\u00e9n\u00e9ficier de la baisse d'imp\u00f4t annonc\u00e9e pr\u00e9c\u00e9demment et qui s'appliquera encore cette ann\u00e9e, parce qu'elles font des profits alors que les autres n'en font pas, et ne paient donc pas d'imp\u00f4t. Deuxi\u00e8mement, elles pourront b\u00e9n\u00e9ficier de l'abattement des droits de douane sur la machinerie, ce avec quoi on est tout \u00e0 fait d'accord, mais cela n'aidera pas ceux qui n'ont pas de liquidit\u00e9s pour acheter de la machinerie, pour investir dans de nouvelles technologies. </p>\n<p data-HoCid=\"1812480\" data-originallang=\"fr\">Donc, encore une fois, ce qu'on d\u00e9nonce, c'est que les mesures prises par le gouvernement conservateur en 2009, et c'est vrai dans le budget de 2010-2011, sont des mesures qui aident ceux qui n'ont pas besoin d'aide, dans le budget concernant la crise foresti\u00e8re, la crise manufacturi\u00e8re.</p>\n<p data-HoCid=\"1812481\" data-originallang=\"fr\">La deuxi\u00e8me raison qui a amen\u00e9 le gouvernement et le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> \u00e0 proroger la session, c'est la pi\u00e8tre performance \u2014 et je suis extr\u00eamement doux dans mes propos \u2014 et le comportement inacceptable du gouvernement canadien \u00e0 la conf\u00e9rence de Copenhague qui a remport\u00e9 sept prix Fossile d'affil\u00e9e. C'est quasiment le prix Fossile de l'ann\u00e9e. Comme on le sait, ce prix a \u00e9t\u00e9 remis par 300 ou 400 organisations non gouvernementales qui s'int\u00e9ressent \u00e0 la question des changements climatiques. </p>\n<p data-HoCid=\"1812482\" data-originallang=\"fr\">Chaque jour de la conf\u00e9rence, le Canada a re\u00e7u le triste prix Fossile. Si on avait recommenc\u00e9 \u00e0 si\u00e9ger \u00e0 la fin janvier, comme c'\u00e9tait pr\u00e9vu, on aurait pu questionner le gouvernement, d\u00e8s ce moment-l\u00e0, sur ses agissements qui ont fr\u00f4l\u00e9 le sabotage \u00e0 Copenhague et sur le fait qu'il a jou\u00e9 un r\u00f4le de cancre environnemental \u00e0 l'\u00e9chelle internationale.</p>\n<p data-HoCid=\"1812483\" data-originallang=\"fr\">Encore une fois, je crois que le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> a fait un calcul partisan et antid\u00e9mocratique en prorogeant la session, en attendant deux mois pour ne recommencer qu'en mars, pr\u00e9textant m\u00eame les Jeux olympiques, croyant qu'apr\u00e8s ces jeux, la population qu\u00e9b\u00e9coise et canadienne aurait oubli\u00e9 le fait que nous avons \u00e9t\u00e9 le cancre environnemental de la communaut\u00e9 internationale.</p>\n<p data-HoCid=\"1812484\" data-originallang=\"fr\">Mais cela ne s'est pas pass\u00e9 comme cela. La population se rappelle tr\u00e8s bien de cela, et elle nous dit tous les jours que cela n'a aucun sens que le Canada agisse de cette mani\u00e8re quant \u00e0 ses positions, plus proches de l'Arabie saoudite que des pays europ\u00e9ens, et qu'il d\u00e9voile \u00e0 la face du monde qu'il est devenu un \u00c9tat p\u00e9trolier au m\u00eame sens que certains \u00c9tats du Moyen-Orient. Cela est loin de repr\u00e9senter une force de progr\u00e8s sur la sc\u00e8ne internationale.</p>\n<p data-HoCid=\"1812485\" data-originallang=\"fr\">Il faut se rappeler que non seulement les agissements du gouvernement conservateur \u00e0 Copenhague ont \u00e9t\u00e9 inadmissibles et une v\u00e9ritable honte \u00e0 l'\u00e9chelle internationale, mais que le Canada a \u00e9t\u00e9 le seul pays pr\u00e9sent \u00e0 Copenhague \u00e0 annoncer qu'il r\u00e9duirait ses cibles de r\u00e9duction des gaz \u00e0 effet de serre apr\u00e8s la conf\u00e9rence. Le seul pays pr\u00e9sent \u00e0 Copenhague: il faut le faire!</p>\n<p data-HoCid=\"1812486\" data-originallang=\"fr\">Avant d'aller \u00e0 Copenhague, le <a data-HoCid=\"128695\" href=\"/politicians/jim-prentice/\" title=\"Jim Prentice\">ministre de l\u2019Environnement</a> nous parlait d'une r\u00e9duction des cibles d'intensit\u00e9 de 20 p. 100 d'ici 2025, si ma m\u00e9moire est bonne. Il n'\u00e9tait pas question de cibles de r\u00e9duction absolues. Apr\u00e8s la conf\u00e9rence, on nous a annonc\u00e9 que ces cibles d'intensit\u00e9 seraient r\u00e9duites \u00e0 17 p. 100. Il faut le faire! Non seulement le Canada a gagn\u00e9 sept prix Fossile \u00e0 Copenhague, mais en plus de cela, il est le seul pays \u00e0 avoir r\u00e9duit ses cibles de r\u00e9duction de gaz \u00e0 effet de serre. Je le r\u00e9p\u00e8te encore une fois, il s'agit de cibles d'intensit\u00e9 et non pas des cibles absolues.</p>\n<p data-HoCid=\"1812487\" data-originallang=\"fr\">De plus, je rappellerai que le gouvernement nous a annonc\u00e9 qu'il prenait 2005 pour ann\u00e9e de r\u00e9f\u00e9rence, alors que la communaut\u00e9 internationale et le Qu\u00e9bec lui demandent de prendre 1990 comme ann\u00e9e de r\u00e9f\u00e9rence pour calculer les r\u00e9ductions de gaz \u00e0 effet de serre. On veut des r\u00e9ductions absolues de gaz \u00e0 effet de serre. Ce n'est pas moi qui le dis, ce n'est pas le Bloc qu\u00e9b\u00e9cois, c'est la communaut\u00e9 internationale, c'est l'Assembl\u00e9e nationale du Qu\u00e9bec et c'est le gouvernement du Qu\u00e9bec. Cela permettrait de b\u00e9n\u00e9ficier de cr\u00e9dits de carbone qu'on pourrait vendre \u00e0 une bourse du carbone ici \u00e0 Montr\u00e9al. On demande de prendre 1990 comme ann\u00e9e de r\u00e9f\u00e9rence, avec une r\u00e9glementation qui s'apparente \u00e0 celle de l'Europe.</p>\n<p data-HoCid=\"1812488\" data-originallang=\"fr\">Mais avec la position conservatrice, la position du lobby de l'\u00c9tat p\u00e9trolier, on va devoir faire un trait de crayon sur les efforts tr\u00e8s importants du Qu\u00e9bec depuis 1990. Je rappellerai qu'au cours des 20 derni\u00e8res ann\u00e9es, le Qu\u00e9bec a r\u00e9duit de moiti\u00e9 sa d\u00e9pendance au p\u00e9trole. Cela a eu des effets sur la production des gaz \u00e0 effet de serre et de CO<sub>2</sub>. Or on ne tiendra pas compte de cela parce qu'on va compter \u00e0 partir de 2005.</p>\n<p data-HoCid=\"1812489\" data-originallang=\"fr\">L'industrie manufacturi\u00e8re qu\u00e9b\u00e9coise a \u00e9norm\u00e9ment investi dans de nouvelles technologies, ce qui lui a permis de r\u00e9duire de plus de 20 p. 100 ses \u00e9missions de gaz \u00e0 effet de serre entre 1990 et 2005. Ces r\u00e9ductions et ces efforts ne seront pas comptabilis\u00e9s dans la r\u00e9glementation du gouvernement f\u00e9d\u00e9ral conservateur, lorsqu'il y en aura une.</p>\n<p data-HoCid=\"1812490\" data-originallang=\"fr\">Cela veut donc dire qu'on va demander aux entreprises qu\u00e9b\u00e9coises des efforts similaires \u00e0 ce qui va se faire dans l'Ouest canadien, par exemple. Elles devront donc mettre les bouch\u00e9es doubles car les premi\u00e8res r\u00e9ductions sont les plus faciles \u00e0 faire. En effet, plus on avance dans le processus, plus cela devient difficile et co\u00fbteux. De plus, cela va p\u00e9naliser le Qu\u00e9bec et r\u00e9duire sa capacit\u00e9 d'avoir des cr\u00e9dits de carbone, ce qui aurait amen\u00e9 de la liquidit\u00e9, notamment dans le secteur manufacturier, qui en a bien besoin.</p>\n<p data-HoCid=\"1812491\" data-originallang=\"fr\">Les strat\u00e9gies environnementale et \u00e9conomique du gouvernement va totalement \u00e0 l'encontre des int\u00e9r\u00eats du Qu\u00e9bec. Ce qui est int\u00e9ressant, c'est que de plus en plus de Qu\u00e9b\u00e9cois et de Qu\u00e9b\u00e9coises s'en aper\u00e7oivent.</p>\n<p data-HoCid=\"1812492\" data-originallang=\"fr\">Ce sont donc les questions que nous aurions pos\u00e9es d\u00e8s le retour en janvier, mais qu'on a pos\u00e9es et qu'on va continuer de poser au cours des prochaines semaines.</p>\n<p data-HoCid=\"1812493\" data-originallang=\"fr\">Le troisi\u00e8me dossier dont le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a>, le Parti conservateur et le gouvernement pensaient se d\u00e9barrasser avec deux mois de prorogation est celui de la torture des prisonniers afghans. Malheureusement, le gouvernement et le premier ministre ont fait un tr\u00e8s mauvais calcul, parce que ce dossier est loin d'\u00eatre mort. C'est plut\u00f4t le contraire, il prend plus d'acuit\u00e9. Chaque semaine, on re\u00e7oit de nouvelles informations voulant que l'OTAN \u00e9tait au courant depuis 2005 d'all\u00e9gations de torture dans les prisons afghanes. </p>\n<p data-HoCid=\"1812494\" data-originallang=\"fr\">Il y a eu le t\u00e9moignage du diplomate Richard Colvin, qui avait envoy\u00e9 \u00e0 plusieurs reprises des notes de service \u2014 sept, si ma m\u00e9moire est bonne \u2014 \u00e0 ses sup\u00e9rieurs concernant ces all\u00e9gations. La num\u00e9ro deux de l'ambassade canadienne \u00e0 Kaboul a t\u00e9moign\u00e9 que depuis 2005, elle a inform\u00e9 les autorit\u00e9s canadiennes sur des all\u00e9gations de cas de torture. On a essay\u00e9 de se d\u00e9filer, mais toutes ces preuves se sont accumul\u00e9es. </p>\n<p data-HoCid=\"1812495\" data-originallang=\"fr\">Le gouvernement est dans ses derniers retranchements, \u00e0 tel point qu'en fin de semaine, on a eu droit \u00e0 l'entourloupette du mandat donn\u00e9 \u00e0 l'ancien juge Iacobucci pour essayer de noyer le poisson. On lui a donn\u00e9 une liste tr\u00e8s serr\u00e9e de ce qu'il avait \u00e0 \u00e9tudier. </p>\n<p data-HoCid=\"1812496\" data-originallang=\"fr\">On doit reconna\u00eetre que le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> a \u00e9t\u00e9 assez mesquin \u2014 c'est quand m\u00eame de bonne guerre \u2014 pour dire que M. Iacobucci pouvait avoir acc\u00e8s \u00e0 tous les documents de 2001 \u00e0 2005. On sait que c'est la p\u00e9riode o\u00f9 les lib\u00e9raux \u00e9taient au pouvoir. D'ailleurs, on a appris qu'\u00e0 la fin du r\u00e9gime lib\u00e9ral, des informations avaient \u00e9t\u00e9 transmises sur des all\u00e9gations de torture.</p>\n<p data-HoCid=\"1812497\" data-originallang=\"fr\">Personne n'est dupe. Cette manoeuvre a pour but de gagner du temps et d'\u00e9viter de se rendre aux ordres de la Chambre qui, le 10 d\u00e9cembre dernier, a adopt\u00e9 une motion tr\u00e8s claire sur les documents dont le Comit\u00e9 sp\u00e9cial sur la mission canadienne en Afghanistan a besoin pour faire son travail. </p>\n<p data-HoCid=\"1812498\" data-originallang=\"fr\">En prorogeant, le premier ministre et le gouvernement ont tent\u00e9, encore une fois, d'\u00e9viter de r\u00e9pondre \u00e0 ces questions. </p>\n<p data-HoCid=\"1812499\" data-originallang=\"fr\">Si c'\u00e9tait la premi\u00e8re fois, on pourrait se dire que c'est une mauvaise erreur, que le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> est mal entour\u00e9. On conna\u00eet son sbire qu\u00e9b\u00e9cois, M. Soudas; je dois dire qu'il est mal entour\u00e9. Il a d\u00fb lui dire que cela passerait comme du beurre dans la po\u00eale. En plus, c'\u00e9tait la p\u00e9riode des F\u00eates, les Jeux olympiques s'en venaient, avec l'enthousiasme et le drapeau. On a d'ailleurs vu une orgie \u00e0 cet \u00e9gard.</p>\n<p data-HoCid=\"1812500\" data-originallang=\"fr\">Malheureusement pour le premier ministre et heureusement pour nous, la population a \u00e9t\u00e9 beaucoup plus intelligente que ne le pensait l'entourage du premier ministre. Toutes les questions qui se posaient en d\u00e9cembre se posent toujours maintenant. Nous voulons des r\u00e9ponses. Le gouvernement doit nous garantir qu'il \u00e9coutera v\u00e9ritablement la population qu\u00e9b\u00e9coise et canadienne concernant la crise foresti\u00e8re et manufacturi\u00e8re, les agissements \u00e0 Copenhague et la pr\u00e9paration de la conf\u00e9rence qui aura lieu au Mexique, et qu'il va recentrer son action.</p>\n<p data-HoCid=\"1812501\" data-originallang=\"fr\">Cela ne prend pas deux mois, mais une volont\u00e9 politique qui, malheureusement, ne semble pas se manifester. Et j'ai bien peur qu'elle ne se manifeste jamais. Le Bloc qu\u00e9b\u00e9cois a d\u00e9j\u00e0 retir\u00e9 sa confiance au gouvernement de fa\u00e7on permanente. Or ce n'est pas le cas; c'est devenu une pratique. </p>\n<p data-HoCid=\"1812503\" data-originallang=\"fr\">\u00c0 la fin de 2008, le gouvernement a utilis\u00e9 le m\u00eame stratag\u00e8me pour \u00e9viter un vote de confiance de la Chambre. Il utilise toutes sortes de moyens. Il a m\u00eame d\u00e9clench\u00e9 une \u00e9lection en octobre 2008 pour \u00e9viter d'avoir \u00e0 r\u00e9pondre \u00e0 un certain nombre de questions. Encore une fois, le gouvernement et le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> ont bris\u00e9 leur promesse de tenir des \u00e9lections \u00e0 date fixe. </p>\n<p data-HoCid=\"1812504\" data-originallang=\"fr\">\u00c0 mon sens, ce gouvernement est compl\u00e8tement us\u00e9. On doit trouver un moyen de l'emp\u00eacher de continuer \u00e0 se d\u00e9filer de ses responsabilit\u00e9s. Ce moyen pourrait \u00eatre l'encadrement du pouvoir du <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> de demander la prorogation \u00e0 la gouverneure g\u00e9n\u00e9rale. </p>\n<p data-HoCid=\"1812505\" data-originallang=\"fr\">Nous sommes ouverts \u00e0 toutes les solutions techniques possibles. Nous sommes pr\u00eats \u00e0 travailler avec les partis qui veulent arriver \u00e0 vivre la vie politique \u00e0 la Chambre de fa\u00e7on beaucoup plus d\u00e9mocratique.</p>"
