I would like to thank the member for <a data-HoCid=\"128620\" href=\"/politicians/john-rafferty/\" title=\"John Rafferty\">Thunder Bay\u2014Rainy River</a> for seconding this bill.</p>\n<p data-HoCid=\"1602856\" data-originallang=\"en\">This legislation is consistent with the long-standing commitment by the New Democratic Party on this issue. Security certificates have turned into one of the worst violations of civil liberties in Canada. Detaining individuals without charge, without trial and without conviction for seven and eight years should not be possible in a country that has confidence in its justice system and that values fairness and due process.</p>\n<p data-HoCid=\"1602857\" data-originallang=\"en\">Security certificates were never intended to make it possible to imprison someone indefinitely. They were intended to be a mechanism for expedited deportation from Canada. Today that is not how they are being used, and that is why I believe this legislation must be repealed.</p>\n<p data-HoCid=\"1602858\" data-originallang=\"en\">Security certificates should never have been allowed to replace basic police and intelligence work and the full engagement of our justice system, which should have resulted, if warranted, in charges under the Criminal Code, a fair trial and a decision by a judge or jury given the facts of the case.</p>\n<p class=\"procedural\" data-HoCid=\"2\"> (Motions deemed adopted, bill read the first time and printed) </p>",

Ils devaient servir de m\u00e9canisme permettant d'acc\u00e9l\u00e9rer l'expulsion du Canada. Ce n'est pas ainsi qu'ils sont utilis\u00e9s aujourd'hui, et c'est pourquoi, selon moi, il faut supprimer cette mesure l\u00e9gislative.</p>\n<p data-HoCid=\"1602858\" data-originallang=\"en\">On n'aurait jamais d\u00fb permettre que les certificats de s\u00e9curit\u00e9 remplacent le travail de la police et des services de renseignements ainsi que la participation pleine et enti\u00e8re de notre syst\u00e8me juridique qui auraient pu mener, le cas \u00e9ch\u00e9ant, \u00e0 des accusations port\u00e9es en vertu du Code criminel, \u00e0 un proc\u00e8s \u00e9quitable et \u00e0 un jugement port\u00e9 par un juge ou un jury \u00e0 la lumi\u00e8re des faits pr\u00e9sent\u00e9s. </p>\n<p class=\"procedural\" data-HoCid=\"2\"> (Les motions sont r\u00e9put\u00e9es adopt\u00e9es, le projet de loi est lu pour la premi\u00e8re fois et imprim\u00e9.)</p>"
