        "en": "<p data-HoCid=\"1503125\" data-originallang=\"en\">Mr. Speaker, first, I would like to recognize and thank the member for <a data-HoCid=\"128398\" href=\"/politicians/mario-silva/\" title=\"Mario Silva\">Davenport</a>, the member for <a data-HoCid=\"128521\" href=\"/politicians/michael-savage/\" title=\"Michael Savage\">Dartmouth\u2014Cole Harbour</a>, the member for <a data-HoCid=\"128733\" href=\"/politicians/niki-ashton/\" title=\"Niki Ashton\">Churchill</a>, and other members who spoke very eloquently about my initiative. </p>\n<p data-HoCid=\"1503126\" data-originallang=\"en\">I would also like to recognize the members from the government side of the House who spoke very eloquently and passionately about the importance of volunteerism, the importance of service and the importance of young people.</p>\n<p data-HoCid=\"1503127\" data-originallang=\"fr\">It is a great honour to be able to be here and, more importantly, to be able to tell the people of Papineau that we have achieved something important. For two hours in this House, the topic of debate was young people. We talked about the future, volunteering, and the involvement of young people in their communities and in society. Regardless of the results of the vote on this matter, young people have been the focus, have been validated and encouraged for two hours. That is in itself a victory for the young people of Papineau and all young Canadians. This has been possible thanks to the trust that the people of Papineau have placed in me.</p>\n<p data-HoCid=\"1503128\" data-originallang=\"fr\">I would like to talk about this motion. I propose referring the matter to committee in order to study a policy, not a program or any sort of interference, but a policy whereby this Parliament, this government, would engage young people in building our country. That is what is needed. That is the answer to the major problems ahead. We live in a world with so many challenges and we have to start making major changes in terms of the environment, the economy and justice for the most vulnerable members of society. We must cultivate a new way of thinking.</p>\n<p data-HoCid=\"1503129\" data-originallang=\"en\">Albert Einstein once said that the problems we have created for ourselves cannot be solved at the level of thinking that created them. If we are to bring in to the House, to the country, to the world a fresh level of thinking, it must be through our young people. It must be in our capacity to give to our young people the chance to express themselves, not just through their voices but through their actions, day in and day out, of shaping this world to be better, stronger, fairer, more responsible toward the long term.</p>\n<p data-HoCid=\"1503130\" data-originallang=\"en\">Our capacity to do that depends on the kind of vision that drives us in the House. The one thing that will happen when we get more young people involved in their communities, connected to their world and engaged and interested in what politics has to offer them, is we begin to shift in our thinking toward being more responsible to the kinds of things they are worried about, which are all the big picture, long-term issues. We shift away from the fight over what is urgent and what is immediate and start involving and encouraging talk about what is important and what is long term about the country we are trying to build.</p>\n<p data-HoCid=\"1503131\" data-originallang=\"en\">After the first hour of debate, I was asked by a member opposite if I was trying to generate something that we were giving to young people, was it about turning President Kennedy's expression on its head and actually trying to get government to do for youth what we could? The problem is youth are asking what they can do for their country every day.</p>\n<p data-HoCid=\"1503132\" data-originallang=\"en\"> Every year tens of thousands of young people ask what they can do for their county, and every year we in the House have an inadequate response because we are not giving them the opportunities to do what they want to do, which is serve, build, create the Canada we need for our children and their children. The kinds of thinking we need to bring forward will happen only when we have young people committed, engaged, involved, powerful citizens and agents of change shaping their world.</p>",

Pendant deux heures, dans cette Chambre, on a parl\u00e9 des jeunes. On a parl\u00e9 de l'avenir, du b\u00e9n\u00e9volat, de l'implication de nos jeunes dans leurs communaut\u00e9s et dans leur soci\u00e9t\u00e9. Quel que soit le r\u00e9sultat du vote qu'on aura \u00e0 ce sujet, la jeunesse a \u00e9t\u00e9 soulign\u00e9e, valid\u00e9e et encourag\u00e9e pendant deux heures. \u00c7a, c'est d\u00e9j\u00e0 une victoire pour les jeunes de Papineau et pour les jeunes de ce pays. Cela s'est fait gr\u00e2ce \u00e0 la confiance que les gens de Papineau ont eue en moi.</p>\n<p data-HoCid=\"1503128\" data-originallang=\"fr\">Parlons un peu de cette motion. Je propose simplement de renvoyer en comit\u00e9 l'\u00e9tude d'une politique, pas un programme ou une ing\u00e9rence quelconque, mais l'\u00e9tude d'une politique qui proposerait de cr\u00e9er ici dans ce Parlement, dans ce gouvernement, la capacit\u00e9 d'engager nos jeunes \u00e0 b\u00e2tir notre pays. C'est ce qu'il faut faire. C'est la r\u00e9ponse aux grands probl\u00e8mes qui s'en viennent. On vit dans un monde avec tellement de d\u00e9fis et nous devrons commencer \u00e0 faire d'\u00e9normes changements sur le plan de l'environnement, de l'\u00e9conomie et de la justice envers les plus vuln\u00e9rables. Il faut amener une nouvelle fa\u00e7on de penser.</p>\n<p data-HoCid=\"1503129\" data-originallang=\"en\">Albert Einstein a d\u00e9j\u00e0 dit que les probl\u00e8mes ne peuvent \u00eatre r\u00e9solus au m\u00eame niveau de conscience qu'ils ont \u00e9t\u00e9 cr\u00e9\u00e9s. Si la Chambre, le pays et le monde ont besoin d'un niveau de conscience sup\u00e9rieur, il faut qu'il vienne des jeunes. Nous devons \u00eatre en mesure de donner aux jeunes la chance de s'exprimer en paroles, mais aussi par leurs actions, jour apr\u00e8s jour, la chance d'am\u00e9liorer le monde, de le rendre plus fort, plus juste et plus responsable \u00e0 long terme.</p>\n<p data-HoCid=\"1503130\" data-originallang=\"en\">Notre capacit\u00e9 d'y arriver repose sur le type de vision qui nous anime \u00e0 la Chambre. Quand nous arriverons \u00e0 amener plus de jeunes \u00e0 s'engager dans leurs collectivit\u00e9s, \u00e0 se brancher sur leur monde, quand nous arriverons \u00e0 les mobiliser et \u00e0 les int\u00e9resser aux retomb\u00e9es de la politique pour eux, nous commencerons \u00e0 penser de fa\u00e7on plus responsable aux probl\u00e8mes qui les pr\u00e9occupent, de grands probl\u00e8mes \u00e0 long terme. Nous passons de la lutte pour l'imm\u00e9diat et l'urgent pour commencer \u00e0 encourager le dialogue sur des solutions importantes et \u00e0 long terme pour le pays que nous essayons d'\u00e9difier. </p>\n<p data-HoCid=\"1503131\" data-originallang=\"en\">Apr\u00e8s la premi\u00e8re heure de d\u00e9bat, un d\u00e9put\u00e9 d'en face m'a demand\u00e9 si j'essayais de cr\u00e9er quelque chose que nous donnerions aux jeunes, si j'aimerais qu'on tourne \u00e0 l'envers les c\u00e9l\u00e8bres paroles du pr\u00e9sident Kennedy et qu'on se demande plut\u00f4t ce que le gouvernement pourrait faire pour les jeunes. Le probl\u00e8me, c'est que les jeunes demandent tous les jours ce qu'ils peuvent faire pour leur pays.</p>\n<p data-HoCid=\"1503132\" data-originallang=\"en\">Chaque ann\u00e9e, des dizaines de milliers de jeunes demandent ce qu'ils peuvent faire pour leur pays. Ann\u00e9e apr\u00e8s ann\u00e9e, nous leur servons une r\u00e9ponse inappropri\u00e9e, parce que nous ne leur donnons pas la possibilit\u00e9 de faire ce qu'ils d\u00e9sirent, c'est-\u00e0-dire servir, b\u00e2tir, cr\u00e9er le Canada dont nous avons besoin pour nos enfants et les enfants de nos enfants. Le mode de pens\u00e9e qu'il nous faut pour assurer notre avenir ne deviendra r\u00e9alit\u00e9 que lorsque nous aurons des jeunes engag\u00e9s, qui veulent s'impliquer et participer comme des citoyens capables, qui deviendront des agents de changement aptes \u00e0 b\u00e2tir un monde qui leur est propre.</p>"
