        "en": "<p data-HoCid=\"1347178\" data-originallang=\"fr\">Mr. Speaker, first of all, the member knows very well that the very text of the agreement indicates special concern for shipbuilding: there is a 15-year period, a moratorium. Therefore the entire text is up for discussion. Naturally it is an important issue.</p>\n<p data-HoCid=\"1347179\" data-originallang=\"fr\">When looking at a free trade agreement from a macroeconomic perspective, there are positives and there are negatives. One of the negatives pertains to shipbuilding. Therefore, Canada must decide to tackle the problem. Of course, if the NDP decides to pout in its corner and not put any effort into making progress on a Canadian marine policy, there will be problems. That is why I stated in my speech that I was disappointed today that there was not unanimous support for Bill <a data-HoCid=\"3628710\" href=\"/bills/40-2/C-2/\" title=\"An Act to implement the Free Trade Agreement between Canada and the States of the European Free Trade Association (Iceland, Liechtenstein, Norway, Switzerland), the Agreement on Agriculture between Canada and the Republic of Iceland, the Agreement on Agriculture between Canada and the Kingdom of Norway and the Agreement on Agriculture between Canada and the Swiss Confederation\">C-2</a>and for tackling a real Canadian marine policy.</p>\n<p data-HoCid=\"1347180\" data-originallang=\"fr\">Once again, it shows divisiveness. We are trying to make our colleagues understand that we have to put our partisanship aside and try to work on the real needs of the industry by developing a Canadian marine policy. When Bill <a data-HoCid=\"3628710\" href=\"/bills/40-2/C-2/\" title=\"An Act to implement the Free Trade Agreement between Canada and the States of the European Free Trade Association (Iceland, Liechtenstein, Norway, Switzerland), the Agreement on Agriculture between Canada and the Republic of Iceland, the Agreement on Agriculture between Canada and the Kingdom of Norway and the Agreement on Agriculture between Canada and the Swiss Confederation\">C-2</a> is adopted, the Bloc Qu\u00e9b\u00e9cois will be available. We have 15 years to adopt a policy and to ensure that our shipbuilders will be competitive.</p>\n<p data-HoCid=\"1347181\" data-originallang=\"fr\">If they are able to compete with Norway, they will be able to compete with every other country. It is a good opportunity.</p>\n<p data-HoCid=\"1347182\" data-originallang=\"fr\">If the NDP decides to stay in its corner and to do everything it can to prevent a discussion of this issue and if the Conservatives are no longer keen on it, they will have the backing of the NDP for not having a Canadian marine policy. That is the situation we find ourselves in.</p>",

Il est certain que si le NPD d\u00e9cide de bouder dans son coin et de ne pas travailler pour faire avancer ne serait-ce qu'une politique maritime canadienne, on aura des probl\u00e8mes. C'est pour cela que j'ai dit dans mon allocution que j'\u00e9tais d\u00e9\u00e7u qu'aujourd'hui, le projet de loi <a data-HoCid=\"3628710\" href=\"/bills/40-2/C-2/\" title=\"An Act to implement the Free Trade Agreement between Canada and the States of the European Free Trade Association (Iceland, Liechtenstein, Norway, Switzerland), the Agreement on Agriculture between Canada and the Republic of Iceland, the Agreement on Agriculture between Canada and the Kingdom of Norway and the Agreement on Agriculture between Canada and the Swiss Confederation\">C-2</a> n'ait pas fait l'unanimit\u00e9 et qu'il n'y ait pas eu d'unanimit\u00e9 non plus pour s'attaquer \u00e0 une v\u00e9ritable politique maritime canadienne.</p>\n<p data-HoCid=\"1347180\" data-originallang=\"fr\">Encore une fois, c'est une preuve de division. Nous essayons de faire comprendre aux autres coll\u00e8gues qu'il faut mettre notre partisanerie de c\u00f4t\u00e9 et essayer de travailler v\u00e9ritablement aux r\u00e9els besoins de l'industrie en d\u00e9veloppant une politique maritime canadienne. Nous disposons tout de m\u00eame de 15 ans pour adopter cette politique et pour s'assurer que nos entreprises de construction navale seront comp\u00e9titives.</p>\n<p data-HoCid=\"1347181\" data-originallang=\"fr\">Si elles r\u00e9ussissent \u00e0 faire concurrence \u00e0 la Norv\u00e8ge, elles r\u00e9ussiront \u00e0 faire concurrence \u00e0 tous les autres pays du monde. C'est une bonne occasion.</p>\n<p data-HoCid=\"1347182\" data-originallang=\"fr\">Si le NPD d\u00e9cide de rester dans son coin et de tout faire pour qu'on n'en discute pas, et si les conservateurs ne sont pas plus chauds \u00e0 l'id\u00e9e de le faire, ils auront l'appui du NPD pour qu'il n'y ait pas de politique maritime canadienne.
