It should have been allowed to pass in 2005, instead of the Conservatives causing an election then. It should have been allowed to pass when the member for <a data-HoCid=\"128273\" href=\"/politicians/marlene-jennings/\" title=\"Marlene Jennings\">Notre-Dame-de-Gr\u00e2ce\u2014Lachine</a> had introduced it in the previous session of Parliament before the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> killed it by going to the Governor General. It should have been introduced at the first opportunity in this session of Parliament.</p>\n<p data-HoCid=\"1646032\" data-originallang=\"en\"> Instead, as I mentioned, it was introduced right before the summer and then sat languishing on the order paper. However, that is not unusual. The reality is that many of the government's justice and crime bills languished on the order paper for years. We all remember Bill <a data-HoCid=\"3735387\" href=\"/bills/40-2/C-19/\" title=\"An Act to amend the Criminal Code (investigative hearing and recognizance with conditions)\">C-19</a>, which dealt with investigative hearings. We were told that we were unpatriotic because we asked questions about it and that it had to be passed instantly. Suddenly, however, it sat on the order paper for two years and the Conservatives forgot all about it.</p>\n<p data-HoCid=\"1646033\" data-originallang=\"en\">Why do they bring back these bills? I think the answer to that question rests with their recent troubles. When they get hit with a scandal and are dealing with a problem with cheque scandals and ministers embattled with various questions of impropriety, their first reaction is to drag back whatever justice bills have been languishing on the order paper as a channel changer. </p>\n<p data-HoCid=\"1646034\" data-originallang=\"en\">That is the truth of the government's agenda on crime. It uses crime as a political weapon and as safe harbour. If other things are not going well, it retrenches to crime and talks about crime to try to change the channel.</p>",

Nous nous rappelons tous le projet de loi <a data-HoCid=\"3735387\" href=\"/bills/40-2/C-19/\" title=\"An Act to amend the Criminal Code (investigative hearing and recognizance with conditions)\">C-19</a> qui abordait la question des audiences d'investigation. On nous a accus\u00e9s de manquer de patriotisme parce que nous posions des questions sur ce projet de loi et qu'il fallait l'adopter sans d\u00e9lai. Et puis, tout d'un coup, il est rest\u00e9 au <em>Feuilleton</em> pendant deux ans, et les conservateurs l'ont oubli\u00e9. </p>\n<p data-HoCid=\"1646033\" data-originallang=\"en\">Pourquoi mettent-ils ces projets de loi \u00e0 l'\u00e9tude maintenant? Je pense que cela a \u00e0 voir avec les difficult\u00e9s qu'ils ont rencontr\u00e9es r\u00e9cemment. Quand ils sont \u00e9clabouss\u00e9s par un scandale, comme le scandale des ch\u00e8ques par exemple, que certains de leurs ministres doivent r\u00e9pondre d'irr\u00e9gularit\u00e9s, leur premi\u00e8re r\u00e9action est de remettre sur le tapis tous les projets de loi sur la justice qui tra\u00eenent au <em>Feuilleton </em> comme mesure de diversion.</p>\n<p data-HoCid=\"1646034\" data-originallang=\"en\">C'est vrai aussi en ce qui concerne le programme du gouvernement en mati\u00e8re de criminalit\u00e9. Le gouvernement utilise la criminalit\u00e9 \u00e0 des fins politiques, et aussi parce que c'est un sujet sans danger. Si les choses ne vont pas bien, il se sert de la criminalit\u00e9 comme d'une diversion. </p>"
