In response to the point of order that he raised, page 476 of Marleau and Montpetit supports my own hesitation and I will read one sentence for his edification:</p>\n<blockquote><p data-HoCid=\"1167513\" data-originallang=\"en\"> After a motion has been proposed to the House, the Speaker recognizes the mover as the first to speak in debate. If the mover chooses not to speak, he or she is nonetheless deemed to have spoken... </p>\n</blockquote><p data-HoCid=\"1167514\" data-originallang=\"en\">Questions and comments, the hon. member for Windsor--Tecumseh.</p>",
