"en": "<p data-HoCid=\"999890\" data-originallang=\"en\">Mr. Speaker, during the member's speech he said that time did not permit him to go through all the details of the Budget Implementation Act. He is quite right. There are a broad range of matters that are covered in this bill.</p>\n<p data-HoCid=\"999891\" data-originallang=\"en\">In fact, they are so broad that it does beg the question of where are we going with this? What is the vision? There really is no vision here.</p>\n<p data-HoCid=\"999892\" data-originallang=\"en\">As a matter of fact, if we look at the member's statement, one of the things we will find is that it has not laid out an assessment of where we are today, what emerging forces are facing Canada over the coming periods, and what security, prudence and contingency have been provided to ensure the continuity of providing the services and the care and protection for all Canadians on a consistent basis.</p>\n<p data-HoCid=\"999893\" data-originallang=\"en\">That is the purpose of debate here I believe. The purpose is not to see how much time can be filled up by listing a bunch of individual items without showing how they knit together and how they integrate into a vision.</p>\n<p data-HoCid=\"999894\" data-originallang=\"en\">Maybe the member would like to comment on one aspect of a vision and that would be the aspect of perhaps fiscal responsibility. I would say that in the government's own projections it is looking now in the second year of the forecast of being within one SARS event of going into deficit. That is of concern to Canadians.</p>\n<p data-HoCid=\"999895\" data-originallang=\"en\">We do not want to ever go back into deficit. Now, with the high level of petroleum prices, with the U.S. recession, and with the high value of Canadian dollar, all of these factors are putting great pressures on our economy. Many of those have been experienced in certain provinces versus others, such as Ontario in its manufacturing sector. Maybe the member could help advance this debate by telling--</p>",

Le but n'est pas de voir combien de temps nous pouvons occuper en \u00e9num\u00e9rant une kyrielle de mesures distinctes sans montrer les liens qui les unissent et comment elles s'inscrivent dans une vision.</p>\n<p data-HoCid=\"999894\" data-originallang=\"en\">Le d\u00e9put\u00e9 aimerait peut-\u00eatre parler d'un aspect d'une vision, possiblement de la responsabilit\u00e9 financi\u00e8re. Je dirais que, selon les pr\u00e9visions du gouvernement, la deuxi\u00e8me ann\u00e9e des pr\u00e9visions, il suffirait d'une crise comme celle du SRAS pour que nous nous trouvions en situation de d\u00e9ficit. Cela inqui\u00e8te les Canadiens.</p>\n<p data-HoCid=\"999895\" data-originallang=\"en\">Nous ne voulons plus jamais de d\u00e9ficits. \u00c0 l'heure actuelle, le prix \u00e9lev\u00e9 de l'essence, la r\u00e9cession am\u00e9ricaine et la vigueur du dollar canadien, tous ces facteurs exercent de fortes pressions sur notre \u00e9conomie. Certaines provinces, plus que d'autres, notamment l'Ontario, dans son secteur manufacturier, ont subi un grand nombre de ces pressions. Le d\u00e9put\u00e9 pourrait peut-\u00eatre nous aider \u00e0 faire avancer ce d\u00e9bat en disant...</p>"
