"en": "<p data-HoCid=\"1015830\" data-originallang=\"fr\">Mr. Speaker, I did not quite understand the question asked by my colleague in the Conservative Party. However, I must say that in terms of how the situation has developed, it is very clear to me. This Conservative government tries, every time, to postpone the decision to establish a public commission of inquiry. These are all just excuses. When it appointed a special adviser in December and gave him two months to submit his response and make recommendations, that was an excuse for doing nothing.</p>\n<p data-HoCid=\"1015831\" data-originallang=\"fr\"> On January 11, when he said he was going to appoint a commission of inquiry when the Standing Committee on Access to Information, Privacy and Ethics concluded its work, this was another excuse. When he saw that the work was going to conclude too soon for his taste, he claimed he had not been talking about the hearings, but about the work. Then, when he saw that was still going too quickly, he assigned the special adviser a second job. I have never understood why he gave him a second job, other than, once again, to push back his decision to create a public commission of inquiry.</p>\n<p data-HoCid=\"1015832\" data-originallang=\"fr\"> That is the only reason why he is making all these decisions. He assigns someone else a job to make sure that it will take more time. And I do not know what he is going to hand us now, but he has no reasons left for not appointing a commissioner who will immediately chair this public commission of inquiry. I am expecting it any minute, because the Standing Committee on Access to Information, Privacy and Ethics submitted its report to the House 10 days ago now. It is clear, it is concrete, and it is not complicated. </p>\n<p data-HoCid=\"1015833\" data-originallang=\"fr\"> I am expecting the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> to announce as soon as possible that a commissioner has been chosen and the public commission of inquiry will be starting. I have to say that there have been so many delays that journalists in Quebec are starting to make suggestions for him. This morning, <em>La Presse</em> made the actually quite interesting suggestion that Louise Arbour be appointed to head the public commission of inquiry. I am therefore impatiently awaiting this <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a>'s decision and I am hopeful that he will not find yet another excuse for pushing his decision back and gaining more time.</p>",

Quand il a vu qu'on les terminait trop vite \u00e0 son go\u00fbt, il a pr\u00e9tendu qu'il n'avait pas parl\u00e9 des audiences, mais bien des travaux. Par la suite, quand il a vu que cela allait encore trop vite, il a donn\u00e9 un deuxi\u00e8me mandat \u00e0 ce conseiller sp\u00e9cial. Je n'ai jamais compris pourquoi il lui donnait un deuxi\u00e8me mandat, si ce n'\u00e9tait encore une fois pour pelleter en avant sa d\u00e9cision de cr\u00e9er une commission d'enqu\u00eate publique.</p>\n<p data-HoCid=\"1015832\" data-originallang=\"fr\">C'est la seule raison pour laquelle il prend toutes ces d\u00e9cisions. Il donne \u00e0 quelqu'un d'autre un mandat pour s'assurer que cela prendra plus de temps. Et je ne sais pas ce qu'il va nous ressortir maintenant, mais il n'a plus de raison de ne pas nommer d\u00e8s maintenant un commissaire qui pr\u00e9sidera aussit\u00f4t cette commission d'enqu\u00eate publique. Je l'attends d'une minute \u00e0 l'autre, parce que le Comit\u00e9 permanent de l'acc\u00e8s \u00e0 l'information, de la protection des renseignements personnels et de l'\u00e9thique a d\u00e9pos\u00e9 son rapport \u00e0 la Chambre il y a maintenant 10 jours. C'est clair, c'est concret, ce n'est pas compliqu\u00e9. </p>\n<p data-HoCid=\"1015833\" data-originallang=\"fr\">Je m'attends \u00e0 ce que le <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> annonce le plus rapidement possible le choix du commissaire et le d\u00e9but de cette commission d'enqu\u00eate publique. Je dois dire que cela tarde tellement que les journalistes de la presse au Qu\u00e9bec sont en train de lui faire des suggestions. Ce matin, on pouvait lire dans <em>La Presse</em> la suggestion \u2014 int\u00e9ressante d'ailleurs \u2014 de nommer Louise Harbour pour mener cette commission d'enqu\u00eate publique. J'attends donc avec impatience la d\u00e9cision de ce <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">premier ministre</a> et j'ose croire qu'il ne trouvera pas encore une fois un nouveau pr\u00e9texte pour pelleter en avant sa d\u00e9cision et ainsi gagner du temps.</p>"
