I thank him and the other members of his party who helped us move this along.</p>\n<p data-HoCid=\"707963\" data-originallang=\"en\"> I want to confirm with him that I did have the opportunity, in relation to one of his comments, to tour the constituency of L\u00e9vis with the Conservative member for <a data-HoCid=\"78459\" href=\"/politicians/steven-blaney/\" title=\"Steven Blaney\">L\u00e9vis\u2014Bellechasse</a>, who is working very hard for his people. I had an opportunity to see the Quebec Bridge and some of the rail yards in the area.</p>\n<p data-HoCid=\"707964\" data-originallang=\"en\">From the government side, we have taken great consideration on noise and vibrations and we have added vibrations to the test itself. Under section 95.1, it states:</p>\n<blockquote><p data-HoCid=\"707965\" data-originallang=\"en\"> When constructing or operating a railway, a railway company must cause as little noise and vibration as possible, taking into account... </p>\n</blockquote><p data-HoCid=\"707966\" data-originallang=\"en\">It seems very clear that there are three different issues, three different tests, on what is reasonable and what is not. First, how would that act to restrict the amount of noise so people could live in that area with comfort?</p>\n<p data-HoCid=\"707967\" data-originallang=\"en\">Second, there is the Constitution Act of 1867 which clearly lays out that the Senate does have some authority in this place and for the Government of Canada. If the opposition would support Bill <a data-HoCid=\"2331924\" href=\"/bills/39-1/S-4/\" title=\"An Act to amend the Constitution Act, 1867 (Senate tenure)\">S-4</a>, it would clearly bring some accountability to the Senate and it would change the way government takes place. That is why the government is moving forward with this initiative, and we would ask members from the other parties to support this so we do not have these discussions about lack of accountability in the future. </p>",

L'article 95.1 stipule: </p>\n<blockquote><p data-HoCid=\"707965\" data-originallang=\"en\"> La compagnie de chemin de fer qui construit ou exploite un chemin de fer est tenue de faire le moins de bruit et de vibrations possible, compte tenu des \u00e9l\u00e9ments suivants [...] </p>\n</blockquote><p data-HoCid=\"707966\" data-originallang=\"en\">Il semble tr\u00e8s clair qu'il y a trois \u00e9l\u00e9ments, trois crit\u00e8res diff\u00e9rents concernant ce qui est acceptable et ce qui ne l'est pas. D'abord, comment cela permettrait-il de r\u00e9duire le bruit pour que les gens puissent vivre confortablement dans ce secteur?</p>\n<p data-HoCid=\"707967\" data-originallang=\"en\">Ensuite, il y a la Loi constitutionnelle de 1867, qui \u00e9tablit clairement que le S\u00e9nat a un certain pouvoir ici et au sein du gouvernement du Canada. Si l'opposition appuyait le projet de loi <a data-HoCid=\"2331924\" href=\"/bills/39-1/S-4/\" title=\"An Act to amend the Constitution Act, 1867 (Senate tenure)\">S-4</a>, cela conf\u00e9rerait assur\u00e9ment une certaine obligation redditionnelle au S\u00e9nat et changerait la fa\u00e7on dont le gouvernement fonctionne. C'est pourquoi nous allons de l'avant avec cette initiative, et nous prions les d\u00e9put\u00e9s des autres partis d'appuyer ce projet de loi afin que nous cessions \u00e0 l'avenir d'avoir ces discussions sur le manque d'obligation redditionnelle. </p>"
