"en": "<p data-HoCid=\"665370\" data-originallang=\"en\">Mr. Speaker, I listened with great interest to the speech by the member for <a data-HoCid=\"78722\" href=\"/politicians/tom-lukiwski/\" title=\"Tom Lukiwski\">Regina\u2014Lumsden\u2014Lake Centre</a>. I do not agree with him that the government is doing everything it can to increase voter turnout in Canada. The photo ID bill that was passed earlier this year will hinder voter turnout. For the sake of a few fraud cases that we have had in the last four elections, we are making a tremendous restriction on people's ability to go into the voting booth and cast their vote on election day.</p>\n<p data-HoCid=\"665371\" data-originallang=\"en\">The second thing I point out to the member is this. We do not have to be naive enough to think that if we have an eight hour voting period on the day before voting day, this will not turn into a two day voting exercise. When we do that, we will have a situation where we are able to advertise and promote candidates on the day when a large number of people cast their ballots. Therefore, we will have interference in the democratic system if we do not change the regulations surrounding the ability to advertise on that Sunday prior to the vote.</p>\n<p data-HoCid=\"665372\" data-originallang=\"en\">That is one of the problems. The other problem is we are extending this voting period over two days, we are extending it into a day of rest, we are extending it to a point where difficulties will occur with people in terms of their ability to respond.</p>\n<p data-HoCid=\"665373\" data-originallang=\"en\">The bill has many flaws in it which need to be approached very carefully. Many people have experience in election campaigns. We understand the nature of the election day machine. When we extend it over two days, how will that impact on parties and resources\u2014</p>",

Dans un cas pareil, il serait possible de faire de la publicit\u00e9 et de promouvoir les candidats le jour o\u00f9 un grand nombre de personnes iraient voter. En cons\u00e9quence, il y aura une ing\u00e9rence dans le syst\u00e8me d\u00e9mocratique si l'on ne modifie pas les r\u00e8gles r\u00e9gissant le droit de faire de la publicit\u00e9 le dimanche pr\u00e9c\u00e9dant le jour du scrutin.</p>\n<p data-HoCid=\"665372\" data-originallang=\"en\">C'est l'un des probl\u00e8mes. L'autre probl\u00e8me, c'est qu'en \u00e9chelonnant le scrutin sur deux jours, on le fait tomber un jour de repos, o\u00f9 il pourrait \u00eatre difficile pour certains d'aller voter.</p>\n<p data-HoCid=\"665373\" data-originallang=\"en\">Le projet de loi comporte de nombreuses lacunes qui n\u00e9cessitent un examen attentif. Il y a beaucoup de gens aguerris aux campagnes \u00e9lectorales. Nous comprenons la nature de la machine qui se d\u00e9ploie le jour du scrutin. Si nous l'\u00e9chelonnons sur deux jour, quelle sera l'incidence sur les partis et les ressources...</p>"
