        "en": "<p data-HoCid=\"608756\" data-originallang=\"fr\">Mr. Speaker, I would like to come back to the remarks made by my colleague, the <a data-HoCid=\"78945\" href=\"/politicians/diane-ablonczy/\" title=\"Diane Ablonczy\">Parliamentary Secretary to the Minister of Finance</a>. </p>\n<p data-HoCid=\"608757\" data-originallang=\"fr\"> I would like to tell her that, at the outset, in certain aspects, the Liberal motion seems to be very partisan. The government left itself open to that because many elements look like improvisation; for example, GST rebates for tourists. They found it necessary to adjust the program that had been announced. As for the income trust program, we can consider the decision to reverse the government\u2019s position. The Conservatives had made a commitment not to change their position. I am not talking about the definitive solution but about the message that was sent. Many small investors in all of our communities had put their savings into these trusts and then found themselves in a difficult situation. </p>\n<p data-HoCid=\"608758\" data-originallang=\"fr\"> The latest measure concerns interest deductibility. In that respect, what is spelled out, word for word, in the budget needs to be clarified because the parliamentary secretary is right and the implementation bill for that part of the budget has not yet been tabled. </p>\n<p data-HoCid=\"608759\" data-originallang=\"fr\"> Can the parliamentary secretary assure us that the proposal that will be tabled will not have the effect of throwing the baby out with the bath water? </p>\n<p data-HoCid=\"608760\" data-originallang=\"fr\"> We must ensure there is nothing unnecessary and that the issue of deductibility is sufficiently specific so that the Canadian economy is not harmed in a significant way. Can the parliamentary secretary reassure us on that point in such a way as to rise above this very partisan debate that is sending very negative signals to the Canadian economy and even beyond Canada? </p>\n<p data-HoCid=\"608761\" data-originallang=\"fr\"> At the same time, the government must be very specific in assuring us that, in the end, the measures will be sufficiently focused to achieve the desired results and not the reverse of what was hoped for in the beginning. </p>",

Le gouvernement s'est un peu pr\u00eat\u00e9 \u00e0 cela car plusieurs \u00e9l\u00e9ments sentent l'improvisation, comme par exemple, la r\u00e9cup\u00e9ration de la TPS pour les touristes. On a \u00e9t\u00e9 oblig\u00e9 d'ajuster le programme qui avait \u00e9t\u00e9 annonc\u00e9. Pour le programme des fiducies de revenu, on consid\u00e8re la d\u00e9cision de renverser la position du gouvernement. Les conservateurs s'\u00e9taient engag\u00e9s \u00e0 ne pas changer la position. Je ne parle pas de la solution en bout de ligne, mais du message qui a \u00e9t\u00e9 envoy\u00e9. Beaucoup de petits investisseurs dans toutes nos communaut\u00e9s avaient mis leurs \u00e9pargnes dans ces fiducies et se sont retrouv\u00e9s dans une situation difficile. </p>\n<p data-HoCid=\"608758\" data-originallang=\"fr\">La derni\u00e8re mesure concerne la d\u00e9ductibilit\u00e9 des int\u00e9r\u00eats. \u00c0 cet \u00e9gard, effectivement, ce qui est indiqu\u00e9 mot \u00e0 mot dans le budget a besoin d'\u00eatre pr\u00e9cis\u00e9 parce que la secr\u00e9taire parlementaire a raison et le projet de loi de mise en vigueur de cette partie du budget n'a pas encore \u00e9t\u00e9 d\u00e9pos\u00e9. </p>\n<p data-HoCid=\"608759\" data-originallang=\"fr\">La secr\u00e9taire parlementaire peut-elle nous assurer que la proposition qui sera d\u00e9pos\u00e9e n'aura pas comme cons\u00e9quence de jeter le b\u00e9b\u00e9 avec l'eau du bain? </p>\n<p data-HoCid=\"608760\" data-originallang=\"fr\">Il faut s'assurer qu'il n'y a pas d'exc\u00e8s et qu'on pr\u00e9cise suffisamment la question de la d\u00e9ductibilit\u00e9 pour ne pas nuire aussi \u00e0 l'\u00e9conomie canadienne de fa\u00e7on importante. La secr\u00e9taire parlementaire pourrait-elle nous rassurer \u00e0 ce sujet de telle fa\u00e7on qu'on puisse sortir de ce d\u00e9bat qui est trop partisan et qui envoie des indications tr\u00e8s n\u00e9gatives \u00e0 l'\u00e9conomie canadienne de m\u00eame qu'\u00e0 l'ext\u00e9rieur du Canada? </p>\n<p data-HoCid=\"608761\" data-originallang=\"fr\">En m\u00eame temps, le gouvernement doit nous donner des pr\u00e9cisions pour nous assurer que, en bout de ligne, les mesures seront suffisamment cibl\u00e9es pour atteindre les r\u00e9sultats souhait\u00e9s et non pas l'inverse de ce qu'on souhaitait au d\u00e9part. </p>"
