        "en": "<p data-HoCid=\"551241\" data-originallang=\"en\">Mr. Speaker, I rise on behalf of the NDP as we now enter third reading of Bill <a data-HoCid=\"2725646\" href=\"/bills/39-1/C-46/\" title=\"An Act to provide for the resumption and continuation of railway operations\">C-46, An Act to provide for the resumption and continuation of railway operations</a>. </p>\n<p data-HoCid=\"551242\" data-originallang=\"en\">Having looked at that name, and as many of my colleagues have said earlier in debate today, the bill is a very draconian bill and it is nothing more than ramming through back to work legislation that is impacting the health, safety and lives of workers who assume a tremendous risk in terms of their operations on the railway. </p>\n<p data-HoCid=\"551243\" data-originallang=\"en\">I want to say that many of my colleagues in the NDP have been on the picket lines. We have spoken with workers who have been out on strike and I would point out that this was a legal strike.</p>\n<p data-HoCid=\"551244\" data-originallang=\"en\">There have been many comments made in the House that have undermined the rights of workers who have been engaged in a legitimate strike, in a legitimate process under Canada's Labour Relations Act. Even today there is a perception that somehow the workers who have been involved in this labour dispute, a very nasty dispute with an employer, CN, are somehow in the wrong. </p>\n<p data-HoCid=\"551245\" data-originallang=\"en\">However, let us be very clear. When the workers rejected the tentative offer that was negotiated, as they have the right to do, they began a series of rotating strikes. Let it be known and let it be very clear, that it was the company, it was CN, which then proceeded to lock out the workers.</p>\n<p data-HoCid=\"551246\" data-originallang=\"en\">The misconceptions that have taken place in terms of this labour dispute have done a huge disservice to the members of this union. I want to say to the 2,800 members of the United Transportation Union who have had the guts and the courage to uphold their rights in the face of a very difficult situation-- </p>",

Il revient ni plus ni moins \u00e0 imposer une mesure de retour au travail qui a des r\u00e9percussions sur la sant\u00e9, sur la s\u00e9curit\u00e9 et sur la vie de travailleurs qui assument de grands risques pour assurer le fonctionnement du transport ferroviaire.</p>\n<p data-HoCid=\"551243\" data-originallang=\"en\">Je tiens \u00e0 dire que bon nombre de mes coll\u00e8gues du NPD se sont rendus sur les lignes de piquetage. Nous avons parl\u00e9 aux travailleurs en gr\u00e8ve, une gr\u00e8ve tout \u00e0 fait l\u00e9gale, je tiens \u00e0 le signaler.</p>\n<p data-HoCid=\"551244\" data-originallang=\"en\">De nombreux commentaires formul\u00e9s ici \u00e0 la Chambre sont venus miner les droits de travailleurs qui participent \u00e0 une gr\u00e8ve l\u00e9gitime, \u00e0 un processus l\u00e9gitime aux termes de la l\u00e9gislation canadienne sur les relations de travail. Il subsiste m\u00eame aujourd'hui une impression selon laquelle les travailleurs qui ont particip\u00e9 \u00e0 ce conflit de travail, un vilain conflit avec un employeur, le CN, sont essentiellement \u00e0 bl\u00e2mer.</p>\n<p data-HoCid=\"551245\" data-originallang=\"en\">Cependant, soyons tr\u00e8s clairs. Lorsque les travailleurs ont rejet\u00e9 l'offre provisoire qui avait \u00e9t\u00e9 n\u00e9goci\u00e9e, comme ils en avaient tout \u00e0 fait le droit, ils ont amorc\u00e9 une s\u00e9rie de gr\u00e8ves tournantes. Or, il faut que l'on sache et que l'on dise tr\u00e8s clairement que c'est la compagnie, le CN, qui, \u00e0 ce moment-l\u00e0, a d\u00e9cid\u00e9 de mettre les travailleurs en situation de lockout.</p>\n<p data-HoCid=\"551246\" data-originallang=\"en\">Les impressions erron\u00e9es auxquelles a donn\u00e9 lieu ce conflit de travail ont caus\u00e9 un tort immense aux membres de ce syndicat. Je tiens \u00e0 dire aux 2 800 membres du Syndicat des travailleurs unis des transports qui ont eu le courage de faire valoir leurs droits dans une situation tr\u00e8s difficile...</p>"
