I especially noted his comments regarding the position taken by my party, the Bloc Qu\u00e9b\u00e9cois. I am concerned and at the same time disappointed by his lack of understanding of the political situation in Canada. Canada is not a unitary state; it is a confederation comprised of ten provincial and two territorial governments, if my memory serves me well.</p>\n<p data-HoCid=\"404963\" data-originallang=\"fr\">With regard to jurisdiction in matters of justice, the Government of Quebec already has a law that established an office of consumer protection, the OPC. This law is more than sufficient to meet the requirements of the bill, requirements that will be applied throughout Canada.</p>\n<p data-HoCid=\"404964\" data-originallang=\"fr\">Consequently, the present Quebec government, a government that believes in Confederation, also supports the position that its jurisdiction be fully respected with regard to the OPC and that it sees no point in a central government imposing a similar law, one that is less rigorous than its own. At present the ceiling for interest rates in Quebec is 35%, whereas with the current bill they could jump to 60%.</p>\n<p data-HoCid=\"404965\" data-originallang=\"fr\">I would like to know what the member thinks of this position on respecting each jurisdiction. The Bloc Qu\u00e9b\u00e9cois is only defending respect for jurisdictions and is quite favourable to all comments and clarifications made by the bill. However, it must vote against the bill since this sector is already regulated by the Government of Quebec.</p>",

Pr\u00e9sentement, les taux d'int\u00e9r\u00eat sont limit\u00e9s \u00e0 35 p. 100 au Qu\u00e9bec, alors que dans l'actuel projet de loi, ils peuvent s'\u00e9lever jusqu'\u00e0 60 p. 100</p>\n<p data-HoCid=\"404965\" data-originallang=\"fr\">Je demande au d\u00e9put\u00e9 ce qu'il pense de cette position concernant le respect des champs de comp\u00e9tence. Le Bloc ne fait que d\u00e9fendre ce respect des champs de comp\u00e9tence et il est amplement favorable \u00e0 tous les commentaires et toutes les pr\u00e9cisions apport\u00e9es par le projet de loi. Toutefois, il devra voter contre celui-ci, puisque cette r\u00e9glementation est d\u00e9j\u00e0 couverte par le gouvernement du Qu\u00e9bec.</p>"
