We know that they did nothing. They did not do anything, period. That is all. </p>\n<p data-HoCid=\"398844\" data-originallang=\"fr\"> However, that is not my question. Here is my question. Will the minister share with us the foundation and details of his philosophy that he is using to establish his new energy plan? In particular, how does it deal with natural resources? Will his plan be based on the polluter-pays or the government-pays approach? The two are very different, and I would be very anxious to hear the minister give a clear answer to the question. </p>",

Son plan sera-t-il bas\u00e9 sur le \u00ab pollueur-payeur \u00bb ou sur le \u00ab gouvernement-payeur \u00bb? Ces bases sont bien diff\u00e9rentes, et j'aimerais beaucoup que le ministre r\u00e9ponde clairement \u00e0 cette question.</p>"
