"en": "<p data-HoCid=\"837485\" data-originallang=\"en\">Mr. Speaker, I am surprised by the intervention by my colleague from Wild Rose, who I know is a democrat and who I know believes in the democratic process. I believe the member for <a data-HoCid=\"78373\" href=\"/politicians/284/\" title=\"Myron Thompson\">Wild Rose </a> worked just as hard as I did to get here and earn his seat in the House of Commons so that he could vote in a democratic way.</p>\n<p data-HoCid=\"837486\" data-originallang=\"en\"> We should all be outraged when two parties conspire to deny the right to vote to the third and the fourth parties in this House.</p>\n<p data-HoCid=\"837487\" data-originallang=\"en\">Everyone here knows that the rule you read, Mr. Speaker, says that by agreement of the government and the opposition whips they may agree to curtail the bells and come and vote. It does not say that the government and the official opposition whips can come together to deny the vote of any other minority party in this House. This really, really bugs me. It is not even that important a vote.</p>\n<p data-HoCid=\"837488\" data-originallang=\"en\">Let me reverse, then, with what little time I have, to talk about why we are opposing Bill <a data-HoCid=\"3111148\" href=\"/bills/39-2/C-28/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2007 and to implement certain provisions of the economic statement tabled in Parliament on October 30, 2007\">C-28</a>, which clearly is the irritant that motivated the government and the Liberals to conspire against democracy today and deny me my privilege, my right to vote in the House of Commons. That is because we oppose Bill <a data-HoCid=\"3111148\" href=\"/bills/39-2/C-28/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2007 and to implement certain provisions of the economic statement tabled in Parliament on October 30, 2007\">C-28</a>. We oppose the fall 2007 economic update for a number of very good reasons.</p>\n<p data-HoCid=\"837489\" data-originallang=\"en\">First of all, it simply takes Canada further in the wrong direction in terms of economic policy for this country. It is not a balanced approach. It is weighted heavily on the side of this ideological vision of the Conservatives that all of our social ills, all of our economic ills and all of our problems with the manufacturing sector can be solved by deeper and deeper corporate tax cuts. That ideology has been disproved any number of times.</p>\n<p data-HoCid=\"837490\" data-originallang=\"en\">I point out that we are the victims of a kind of game of chicken, a race between the Conservatives and the Liberals as to who can cut corporate taxes faster. The <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">Minister of Finance</a>, when he was first crafting this economic update, was saying that he would reduce corporate taxes from 22% to 19.5% to 18%.</p>\n<p data-HoCid=\"837491\" data-originallang=\"en\">The Liberals then said they would do it even faster and deeper if they were in power, so the <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">Minister of Finance</a> said that if the Liberals wanted it deeper, here was deeper. Then he decided to move it to 16.5% in 2011 and to just 15% in 2012. This is literally a reckless, irresponsible game of chicken, which results in the squandering of the fiscal capacity of this government and future governments to meet the social deficit and all the other necessary spending that we promised Canadians.</p>\n<p data-HoCid=\"837492\" data-originallang=\"en\">Fair taxation policy is an economic instrument for the redistribution of wealth. It is a way that we can all benefit in the bounty of this great nation by investing in public services so that people from all income strata can benefit. Those guys over there are completely and 110\u00b0 in the wrong direction.</p>",

Le R\u00e8glement ne dit pas que les whips du gouvernement et de l'opposition officielle peuvent se concerter pour emp\u00eacher de voter un autre parti minoritaire \u00e0 la Chambre. Cette situation m'horripile au plus haut point, m\u00eame si la question mise aux voix n'a pas tant d'importance.</p>\n<p data-HoCid=\"837488\" data-originallang=\"en\">Permettez-moi donc de revenir en arri\u00e8re et d'utiliser le peu de temps qui me reste pour expliquer la raison de notre opposition au projet de loi <a data-HoCid=\"3111148\" href=\"/bills/39-2/C-28/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2007 and to implement certain provisions of the economic statement tabled in Parliament on October 30, 2007\">C-28</a>, opposition qui irrite nettement le gouvernement et les lib\u00e9raux et les incite \u00e0 conspirer contre la d\u00e9mocratie aujourd'hui pour m'enlever mon privil\u00e8ge, mon droit de voter \u00e0 la Chambre des communes. Elle repr\u00e9sente une approche qui n'est pas \u00e9quilibr\u00e9e, mais qui penche nettement du c\u00f4t\u00e9 de la vision id\u00e9ologique des conservateurs selon laquelle toutes nos difficult\u00e9s \u00e9conomiques et sociales et toutes nos difficult\u00e9s dans le secteur manufacturier peuvent \u00eatre surmont\u00e9es par des r\u00e9ductions toujours plus grandes de l'imp\u00f4t des soci\u00e9t\u00e9s. Cette id\u00e9ologie a \u00e9t\u00e9 d\u00e9mentie \u00e0 de nombreuses reprises.</p>\n<p data-HoCid=\"837490\" data-originallang=\"en\">Il faut dire que nous sommes les victimes d'une sorte de concurrence absurde entre les conservateurs et les lib\u00e9raux, qui rivalisent de vitesse pour r\u00e9duire les imp\u00f4ts des soci\u00e9t\u00e9s. Lorsqu'il \u00e9tait \u00e0 pr\u00e9parer la mise \u00e0 jour \u00e9conomique, le <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">ministre des Finances</a> d\u00e9clarait qu'il allait r\u00e9duire l'imp\u00f4t des soci\u00e9t\u00e9s de 22 p. 100 \u00e0 19,5 p. 100 puis \u00e0 18 p. 100.</p>\n<p data-HoCid=\"837491\" data-originallang=\"en\">Les lib\u00e9raux ont alors surench\u00e9ri en disant qu'ils le feraient encore plus rapidement et radicalement s'ils \u00e9taient au pouvoir, ce qui a incit\u00e9 le <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">ministre des Finances</a> \u00e0 aller encore plus loin. Ce genre de concurrence imprudente et irresponsable ne fait que dilapider la capacit\u00e9 fiscale du gouvernement actuel et de ceux qui viendront apr\u00e8s lui, une capacit\u00e9 pourtant n\u00e9cessaire pour composer avec le d\u00e9ficit social et assumer toutes les autres d\u00e9penses n\u00e9cessaires que nous avons promis aux Canadiens de faire.</p>\n<p data-HoCid=\"837492\" data-originallang=\"en\">Une politique fiscale \u00e9quitable est un instrument \u00e9conomique de redistribution de la richesse. Elle nous permet tous de profiter de l'abondance de ce grand pays en rendant possible des investissements dans les services publics, de mani\u00e8re \u00e0 ce que les gens de toutes cat\u00e9gories de revenus puissent en profiter. Les gens d'en face s'en vont tout \u00e0 fait dans la mauvaise direction.</p>"
