Those members signed on to an international protocol, sat on their hands for five years before they ratified it and then commenced the same thing.</p>\n<p data-HoCid=\"789129\" data-originallang=\"en\"> The member had an opportunity to stand up for the environment when she was in cabinet. She failed. She had an opportunity to stand up and vote for the government's environmental policy and she sat on her hands.</p>",
