It is indeed Premier Rodney MacDonald to whom I was referring.</p>\n<p data-HoCid=\"755866\" data-originallang=\"en\">I listened carefully to the member opposite. I am somewhat surprised that he failed to acknowledge the very successful efforts of the hon. <a data-HoCid=\"111558\" href=\"/politicians/peter-mackay/\" title=\"Peter MacKay\">Minister of National Defence</a> and the hon. member for <a data-HoCid=\"78823\" href=\"/politicians/gerald-keddy/\" title=\"Gerald Keddy\">South Shore\u2014St. Margaret's</a>, who worked together with the <a data-HoCid=\"78738\" href=\"/politicians/stephen-harper/\" title=\"Stephen Harper\">Prime Minister</a> and Premier Rodney MacDonald to advance this file to where it is today. I am pleased that we have come to a successful arrangement with Nova Scotia. </p>\n<p data-HoCid=\"755867\" data-originallang=\"en\">The economy is strong in Nova Scotia. In its most recent budget, the province projected a surplus of $118 million in 2007-08 due in part to increased funding from the federal government. According to the latest estimates from the Conference Board of Canada, Halifax's economy will experience strong growth in the service sector and a rebound in the manufacturing sector.</p>\n<p data-HoCid=\"755868\" data-originallang=\"en\">In addition, in August 2007, Nova Scotia's labour force participation rate of 64%--</p>",
