        "en": "<p data-HoCid=\"20802\" data-originallang=\"fr\"> Mr. Speaker, I am pleased to speak to this motion today.</p>\n<p data-HoCid=\"20803\" data-originallang=\"fr\">When I started reading the preamble of the Liberal motion, I found it interesting because it states:</p>\n<blockquote><p data-HoCid=\"20804\" data-originallang=\"fr\"> That, in light of the rapid increase in the value of the Canadian dollar, high global energy costs, the overhang from huge budgetary and trade deficits in the United States of America, the rise of new economies such as China, India and Brazil\u2014 </p>\n</blockquote><p data-HoCid=\"20805\" data-originallang=\"fr\">These are all important aspects of the new economic reality. I was hoping there would be proposals at the end that would allow us to push this government that chooses not to intervene in anything and allows the market to function.</p>\n<p data-HoCid=\"20806\" data-originallang=\"fr\">We even heard the Minister of Industry say that with the tax cuts, small businesses will be able to pull through. In reality, in today's competitive market, even if we reduce the taxes of a company that does not pay any because it does not make enough profit, then we are not really helping.</p>\n<p data-HoCid=\"20807\" data-originallang=\"fr\"> In the Liberal motion, the analysis at the start of their depiction of the situation is very interesting, but their recommendations show that they still have the same old bad habits. They make recommendations affecting provincial responsibilities in the areas of labour force training and post-secondary education. It is too bad that they include this kind of recommendation. That will force us to vote against the motion. The Liberal Party still wants to interfere in matters that are none of its business. It is too bad because the greatest danger we face today is the Conservatives\u2019 laissez-faire approach to the economy. </p>\n<p data-HoCid=\"20808\" data-originallang=\"fr\"> I want to share my time with the hon. member for Berthier\u2014Maskinong\u00e9, who will have the last 10 minutes. </p>",
        "fr": "<p data-HoCid=\"20802\" data-originallang=\"fr\">Monsieur le Pr\u00e9sident, je suis heureux de prendre la parole \u00e0 propos de cette motion aujourd'hui.</p>\n<p data-HoCid=\"20803\" data-originallang=\"fr\">Quand j'ai commenc\u00e9 \u00e0 en lire le pr\u00e9ambule du Parti lib\u00e9ral, je trouvais cela int\u00e9ressant, parce qu'on y dit </p>\n<blockquote><p data-HoCid=\"20804\" data-originallang=\"fr\"> Que, compte tenu de la hausse rapide de la valeur du dollar canadien, des co\u00fbts \u00e9nerg\u00e9tiques \u00e9lev\u00e9s dans le monde, de la menace des \u00e9normes d\u00e9ficits budg\u00e9taires et commerciaux des \u00c9tats-Unis d'Am\u00e9rique, de l\u2019\u00e9mergence de nouvelles \u00e9conomies comme la Chine, l\u2019Inde et le Br\u00e9sil [...] </p>\n</blockquote><p data-HoCid=\"20805\" data-originallang=\"fr\">Ce sont tous des \u00e9l\u00e9ments importants de la nouvelle r\u00e9alit\u00e9 \u00e9conomique. J'esp\u00e9rais, au bout du compte, des propositions qui permettraient de faire bouger ce gouvernement, dont l'attitude est de n'intervenir dans rien et de laisser le march\u00e9 fonctionner.</p>\n<p data-HoCid=\"20806\" data-originallang=\"fr\">On a m\u00eame entendu le ministre de l'Industrie nous dire qu'avec la baisse d'imp\u00f4ts, les petites et moyennes entreprises pourront s'en tirer. En r\u00e9alit\u00e9, dans le march\u00e9 comp\u00e9titif d'aujourd'hui, m\u00eame si on baisse les imp\u00f4ts d'une entreprise qui n'en paie pas parce qu'elle ne fait pas assez de profits, on ne l'aide pas vraiment.</p>\n<p data-HoCid=\"20807\" data-originallang=\"fr\">Dans la motion des lib\u00e9raux, l'analyse au d\u00e9part du portrait de la situation est int\u00e9ressante, mais les recommandations montrent que les lib\u00e9raux retombent dans leurs vieux travers. Ils font des recommandations qui touchent des responsabilit\u00e9s provinciales, en mati\u00e8re de formation de la main-d'oeuvre, ainsi que d'\u00e9ducation postsecondaire. Je trouve dommage qu'il y ait ce type de recommandation. Cela va nous obliger \u00e0 voter contre la motion. En effet, le Parti lib\u00e9ral veut encore se m\u00ealer de dossiers dont il n'a pas la responsabilit\u00e9. C'est dommage parce qu'aujourd'hui, le plus grand danger auquel on fait face, c'est le laisser-faire conservateur en mati\u00e8re d'\u00e9conomie.</p>\n<p data-HoCid=\"20808\" data-originallang=\"fr\">Je partagerai le temps dont je dispose avec le d\u00e9put\u00e9 de Berthier\u2014Maskinong\u00e9, qui va utiliser les 10 derni\u00e8res minutes.</p>"
