"en": "<p data-HoCid=\"27628\" data-originallang=\"fr\">Mr. Speaker, I want to thank the hon. member for allowing me to clarify.</p>\n<p data-HoCid=\"27629\" data-originallang=\"fr\">In the introduction of the speech I made earlier, I mentioned that the Constitution of Canada clearly established under which jurisdiction border crossing works fell, works such as bridges, and their modern offshoots, tunnels. According to the Bloc, every jurisdiction is clear. Dealing with bridges is a federal jurisdiction.</p>\n<p data-HoCid=\"27630\" data-originallang=\"fr\">In that sense, the bill is reintroducing what had been dropped. The Bloc is in favour of this bill. Nonetheless, it finds there should be no consultation with the municipalities since they fall strictly within provincial jurisdiction.</p>\n<p data-HoCid=\"27631\" data-originallang=\"fr\">We believe the provincial government can propose a plan to the federal government, which will have the final say on that plan.</p>",

Toutefois, il consid\u00e8re qu'il ne devrait pas y avoir de consultations avec les municipalit\u00e9s, puisque ces derni\u00e8res sont de comp\u00e9tence exclusivement provinciale. </p>\n<p data-HoCid=\"27631\" data-originallang=\"fr\">Nous consid\u00e9rons donc que le provincial peut pr\u00e9senter un projet au f\u00e9d\u00e9ral, qui aura le dernier mot quant \u00e0 l'acceptation ou au refus de ce projet.</p>"
