        "en": "<p data-HoCid=\"6452\" data-originallang=\"en\">Mr. Speaker, I am pleased to have this opportunity to respond to the question asked by the hon. member. </p>\n<p data-HoCid=\"6453\" data-originallang=\"en\">As the hon. member knows, on April 27 the Prime Minister addressed the House to announce that Canada and the United States had reached an agreement in principle that will provide a basis for ending the long-standing softwood lumber dispute. This agreement meets all of Canada's objectives and will provide Canadian companies with a stable and predictable market access.</p>\n<p data-HoCid=\"6454\" data-originallang=\"en\">This government understands the difficulties and challenges facing our forest industry and has made resolving the softwood lumber dispute a priority. This government understands the impact the dispute is having on workers and communities across the country. This government understands that a resolution is required to turn the page on this dispute, so as to provide our lumber industry, workers and communities with the certainty and stability that they need.</p>\n<p data-HoCid=\"6455\" data-originallang=\"en\">That is the reason that Canada concluded this important agreement with the United States that will pave the way to a long term resolution on softwood lumber.</p>\n<p data-HoCid=\"6456\" data-originallang=\"en\">The effective resolution of this dispute was a result of a concerted effort by the government. The Prime Minister elevated this dispute to the highest levels of the U.S. government by raising softwood lumber directly and forcefully with the President of the United States. When the North American leaders met in Cancun, Mexico in March, softwood was a priority item on the agenda and the Prime Minister and the President agreed on the need to resolve this dispute. This agreement is a product of the cooperation and political will from the very top of the two countries. The government's determination has produced results. </p>\n<p data-HoCid=\"6457\" data-originallang=\"en\">Canada and the United States have agreed to a seven year framework agreement designed to ensure U.S. market access for Canadian softwood lumber. The deal protects Canadian market share, eliminates U.S. duties and ends the relentless trade actions brought on by the U.S. industry. Most important, it will return to Canadian exporters some $4 billion in duties.</p>\n<p data-HoCid=\"6458\" data-originallang=\"en\">Our obligation was to conclude a deal that is in Canada's best interest and we have done that.</p>\n<p data-HoCid=\"6459\" data-originallang=\"en\">This agreement maximizes market access for Canadian exporters. Under current market conditions, no restrictions would apply for Canadian softwood lumber entering into the United States.</p>\n<p data-HoCid=\"6460\" data-originallang=\"en\">The agreement is a dynamic framework that takes into account the different operating conditions in Canada from coast to coast to coast. The agreement provides provinces and industry with flexibility to respond to their specific circumstances, as well as exempting certain regions and products. </p>\n<p data-HoCid=\"6461\" data-originallang=\"en\">This agreement will ensure that Canadian companies will have the $4 billion returned to them so that they can invest in modernizing and making our industry more productive and competitive.</p>\n<p data-HoCid=\"6462\" data-originallang=\"en\">The agreement includes provisions for Canada and the United States, with the full participation of the provinces, to negotiate eventual exits from measures based on policy reforms.</p>\n<p data-HoCid=\"6463\" data-originallang=\"en\">This agreement includes an innovative measure that will respond to Canadian industry concerns about the possibility of other lumber producing countries increasing their exports to the United States at the expense of Canada.</p>\n<p data-HoCid=\"6464\" data-originallang=\"en\">As the hon. member can see, this is an agreement that addresses the interests and concerns of Canadian stakeholders, an agreement that is not static, but rather dynamic, and one that meets the needs of the country as a whole.</p>\n<p data-HoCid=\"6465\" data-originallang=\"en\">In conclusion, the government has delivered to Canadians what could not be delivered in the past.</p>",

Notre gouvernement comprend qu'il faut arriver \u00e0 un r\u00e8glement pour mettre un terme \u00e0 ce conflit, de mani\u00e8re \u00e0 donner \u00e0 notre secteur du bois d'oeuvre, ainsi qu'aux travailleurs et aux collectivit\u00e9s concern\u00e9s, la certitude et la stabilit\u00e9 dont ils ont besoin.</p>\n<p data-HoCid=\"6455\" data-originallang=\"en\">Voil\u00e0 pourquoi le Canada a conclu cet important accord avec les \u00c9tats-Unis; il d\u00e9bouchera sur un r\u00e8glement de longue dur\u00e9e dans le domaine du bois d'oeuvre.</p>\n<p data-HoCid=\"6456\" data-originallang=\"en\">Le r\u00e8glement de ce conflit a \u00e9t\u00e9 le fruit d'un effort concert\u00e9 de la part du gouvernement. Le premier ministre a fait en sorte que ce conflit soit discut\u00e9 aux plus hauts niveaux du gouvernement am\u00e9ricain en d\u00e9fendant directement et avec vigueur la position canadienne aupr\u00e8s du pr\u00e9sident des \u00c9tats-Unis. Lorsque les dirigeants nord-am\u00e9ricains se sont rencontr\u00e9s \u00e0 Cancun, au Mexique, en mars, le bois d'oeuvre \u00e9tait une priorit\u00e9 \u00e0 l'ordre du jour et le premier ministre et le pr\u00e9sident am\u00e9ricain se sont entendus sur la n\u00e9cessit\u00e9 de r\u00e9gler ce diff\u00e9rend. Cet accord est le fruit de la coop\u00e9ration et de la volont\u00e9 politique aux plus hauts niveaux des deux pays. La d\u00e9termination du gouvernement a donn\u00e9 des r\u00e9sultats. </p>\n<p data-HoCid=\"6457\" data-originallang=\"en\">Le Canada et les \u00c9tats-Unis se sont entendus sur un accord cadre de sept ans con\u00e7u pour assurer au bois d'oeuvre canadien l'acc\u00e8s au march\u00e9 am\u00e9ricain. L'entente prot\u00e8ge la part de march\u00e9 canadienne, \u00e9limine les droits impos\u00e9s par les Am\u00e9ricains et met un terme aux poursuites commerciales que l'industrie am\u00e9ricaine ne cesse d'intenter. Chose plus importante, cet accord permettra de redonner aux exportateurs canadiens quelque 4 milliards de dollars de droits.</p>\n<p data-HoCid=\"6458\" data-originallang=\"en\">Nous avions pour obligation de conclure un accord dans l'int\u00e9r\u00eat du Canada, et c'est ce que nous avons fait.</p>\n<p data-HoCid=\"6459\" data-originallang=\"en\">Cet accord maximise l'acc\u00e8s au march\u00e9 am\u00e9ricain des exportateurs canadiens. Dans les conditions actuelles du march\u00e9, aucune restriction ne s'appliquerait au bois d'oeuvre canadien entrant aux \u00c9tats-Unis.</p>\n<p data-HoCid=\"6460\" data-originallang=\"en\">Cet accord est un cadre dynamique qui tient compte des diff\u00e9rentes conditions d'exploitation dans les diverses r\u00e9gions du Canada. L'accord donne aux provinces et \u00e0 l'industrie la souplesse voulue pour r\u00e9pondre \u00e0 leurs besoins particuliers, en plus d'exempter certaines r\u00e9gions et certains produits. </p>\n<p data-HoCid=\"6461\" data-originallang=\"en\">Cet accord garantira que les entreprises canadiennes r\u00e9cup\u00e9reront les 4 milliards de dollars qui leur sont d\u00fbs, argent qu'elles pourront investir dans la modernisation de l'industrie, afin de la rendre plus productive et comp\u00e9titive. </p>\n<p data-HoCid=\"6462\" data-originallang=\"en\">L'accord pr\u00e9voit que le Canada et les \u00c9tats-Unis peuvent, avec la participation pleine et enti\u00e8re des provinces, n\u00e9gocier pour se soustraire \u00e0 l'application de certaines mesures en fonction de r\u00e9formes politiques.</p>\n<p data-HoCid=\"6463\" data-originallang=\"en\">Cet accord comprend une mesure novatrice qui r\u00e9pondra aux pr\u00e9occupations de l'industrie canadienne quant \u00e0 la possibilit\u00e9 de voir d'autres pays producteurs de bois d'oeuvre accro\u00eetre leurs exportations vers les \u00c9tats-Unis aux d\u00e9pens du Canada.</p>\n<p data-HoCid=\"6464\" data-originallang=\"en\">Comme notre coll\u00e8gue peut le voir, il s'agit d'un accord qui tient compte des int\u00e9r\u00eats et des pr\u00e9occupations des parties prenantes au Canada, d'un accord qui n'est pas statique, mais plut\u00f4t dynamique, et qui r\u00e9pond aux besoins du pays dans son ensemble.</p>\n<p data-HoCid=\"6465\" data-originallang=\"en\">En conclusion, le gouvernement offre aux Canadiens ce qu'on n'a pas r\u00e9ussi \u00e0 leur offrir dans le pass\u00e9.</p>"
