        "en": "<p data-HoCid=\"13709\" data-originallang=\"en\">Mr. Speaker, my view is that the Bloc Qu\u00e9b\u00e9cois made a really bad deal. I honestly believe, and I say this with all due respect, there was more on the table that it could have used its bargaining power to achieve. This is a missed opportunity not just for the Bloc but for all of us, because in this minority Parliament the three opposition parties have all the power. We have the bargaining leverage, but it was given away. All negotiations stopped the very moment the leader of the Bloc Qu\u00e9b\u00e9cois walked out of this room and, in front of the microphone and the cameras, said, \u201cI support that budget\u201d. Negotiations ended. Kyoto, good-bye.</p>\n<p data-HoCid=\"13710\" data-originallang=\"en\">We could have forced the Tories to accept Kyoto had the Bloc only held its ground and stayed tough. It did not for some reason. It is beyond me. I cannot see the benefit. At least when the NDP traded our support to prop up the Liberal Party, we held our noses and supported the Liberal Party but we traded it for $4.8 billion worth of spending.</p>\n<p data-HoCid=\"13711\" data-originallang=\"en\">Some people argue that the Liberals did not follow through with their promise, but in fact the Tories are fulfilling the promise the Liberals made by putting that money in trust to fulfill Bill C-48. We got something for our vote. The Bloc got nothing for its vote. It is like the <em>Jack and the Beanstalk</em> story, where we trade the family cow for three beans, none of which sprout.</p>\n<p data-HoCid=\"13712\" data-originallang=\"en\"> I have a great deal of respect for my friend and colleague from the Bloc. Will he tell me, though, what did the Bloc get for this to sell out so early and to sell out on all of his opposition colleagues?</p>",

Il a c\u00e9d\u00e9, pour une raison que j'ignore. Cela me d\u00e9passe. Je ne vois pas ce qu'il y gagne. Au moins, lorsque le NPD a accept\u00e9 de soutenir le Parti lib\u00e9ral, m\u00eame si cela ne lui plaisait pas, il a obtenu en \u00e9change des d\u00e9penses d'un montant de 4,8 milliards de dollars.</p>\n<p data-HoCid=\"13711\" data-originallang=\"en\">D'aucuns font valoir que les lib\u00e9raux n'ont pas tenu leur promesse, mais, en r\u00e9alit\u00e9, les conservateurs la tiennent \u00e0 leur place en mettant cet argent dans une fiducie pour la mise en oeuvre de la loi C-48. Notre vote a \u00e9t\u00e9 payant. Le Bloc n'a rien obtenu en \u00e9change de son vote. Cela rappelle l'histoire de <em>Jacques et le haricot magique</em>, o\u00f9 nous \u00e9changeons la vache de la famille contre trois haricots, dont aucun ne va germer.</p>\n<p data-HoCid=\"13712\" data-originallang=\"en\">J'ai beaucoup de respect pour mon ami et coll\u00e8gue du Bloc. Cela \u00e9tant, me dira-t-il ce que le Bloc a obtenu qui l'a pouss\u00e9 \u00e0 se brader si t\u00f4t, \u00e0 se brader au d\u00e9triment de tous ses coll\u00e8gues de l'opposition?</p>"
