He will know that, as it turned out, there were in fact no improprieties on behalf of the minister of the Mint, which led to that situation. I think it is a bit of a stretch to suggest that this was somehow the problem.</p>\n<p data-HoCid=\"34536\" data-originallang=\"en\">My question is really simple. The member will know that we passed Bill C-11 out of committee with all party support and it passed at all stages in the House. Subsequently it has received royal assent, but it has not been proclaimed. I agree with the member that it is an important bill and that it is important for us to move forward with accountability measures, particularly whistleblowing. If he agrees with that, will he recommend to the government that it immediately proclaim Bill C-11 so that we can get on with the process of setting up the mechanism for having this new officer of Parliament to protect whistleblowers?</p>",
