        "en": "<p data-HoCid=\"31272\" data-originallang=\"en\">Mr. Speaker, I would like to inform the Chair that I will be sharing my time with the member for Burlington. </p>\n<p data-HoCid=\"31273\" data-originallang=\"en\">It is a tremendous privilege to speak today in the House in response to the Speech from the Throne, the first for the new Conservative government. I am proud to be here in order to do so. </p>\n<p data-HoCid=\"31274\" data-originallang=\"en\">This is the first time I have had the opportunity to address the House with you in the chair, Mr. Speaker. Let me take the opportunity to congratulate you on your appointment as Deputy Speaker.</p>\n<p data-HoCid=\"31275\" data-originallang=\"en\">I would also like to once again thank the people of Calgary Northeast for giving me the tremendous privilege to once again represent them in this chamber. I would particularly like to thank the many volunteers who gave so much of their time to ensure my re-election.</p>\n<p data-HoCid=\"31276\" data-originallang=\"en\">I would also like to thank my family for their support over the years and especially during the last election. As many in this place will attest, this life can be quite taxing on families. However, we do it because we want to make a difference and we want to make our country better.</p>\n<p data-HoCid=\"31277\" data-originallang=\"en\">At this time I would like to take a moment to extend my condolences to the families, friends and co-workers of the four soldiers who lost their lives in Afghanistan this past weekend. Corporals Matthew Dinning and Randy Payne, Bombardier Myles Mansell and Lieutenant William Turner. We are all saddened by their loss, but their deaths will, however, not be in vain. They risked their lives to defend Canada's national interest, combat global terrorism and help the people of Afghanistan rebuild their country. We are grateful for their service and mourn their loss.</p>\n<p data-HoCid=\"31278\" data-originallang=\"en\">The Speech from the Throne focused on five priorities, priorities which were laid out to the Canadian public during the election and for which the Canadian public voted: accountability, lowering the GST, choice in child care, cracking down on crime and establishing a patient wait times guarantee. I might point out that all these priorities impact my constituents directly. </p>\n<p data-HoCid=\"31279\" data-originallang=\"en\">On accountability, I commend the government for moving swiftly and decisively in introducing the federal accountability act designed to make the federal government more accountable to Canadian taxpayers by providing them with open, accountable and honest government. This act will, among other things, reform the financing of political parties by banning corporate, union and large personal, political donations. It will toughen the Lobbyist Registration Act by extending the ban on lobbying activities to five years for former ministers, their aides and senior civil servants. I already had an opportunity to talk to some registered lobbyists about that point and they have expressed their agreement with it. They feel it will level the playing field.</p>\n<p data-HoCid=\"31280\" data-originallang=\"en\">On strengthening the power of the Auditor General, this is a key part of the accountability act and one which we have called for in opposition. Now we have the opportunity to make it happen by giving the Auditor General new powers to audit individuals and organizations that receive federal money. That includes crown corporations.</p>\n<p data-HoCid=\"31281\" data-originallang=\"en\">On cleaning up government appointments, contract polling and procurement, key to cleaning up government appointments is the commissioner who will lead the public appointments commission, which the Prime Minister recently announced will be headed by Mr. Gwyn Morgan, former president and CEO of EnCana. Mr. Morgan is known far and wide as a champion of accountability and ethics in the public and private sectors. He wrote the agenda for his own corporation in that area. This is a very significant appointment.</p>\n<p data-HoCid=\"31282\" data-originallang=\"en\">The federal accountability act will also provide real protection for whisteblowers. People need to know that when they see problems in government, they can speak up without fear of reprisal. We have seen that very recently. I want to give praise to Mr. Cutler for his courageous statement doing exactly that, showing the corruption that took place within the government. He stood up and was counted. It was a bold move and a courageous move. It usually comes with a price, but I commend him for it.</p>\n<p data-HoCid=\"31283\" data-originallang=\"en\">The government will give protection to people like Mr. Cutler by making the public sector integrity commissioner an agent of Parliament with the power to enforce the Public Servants Disclosure Protection Act.</p>\n<p data-HoCid=\"31284\" data-originallang=\"en\">The federal accountability act will as well strengthen the access to information legislation to include seven crown corporations, seven agents of Parliament and three foundations created under the federal statutes.</p>\n<p data-HoCid=\"31285\" data-originallang=\"en\">These are the words of the Prime Minister:</p>\n<blockquote><p data-HoCid=\"31286\" data-originallang=\"en\"> These measures will change the way business is done in Ottawa forever. They will replace the culture of entitlement that took root under the previous government with a culture of accountability. </p>\n</blockquote><p data-HoCid=\"31287\" data-originallang=\"en\">They are strong words, but I think they are very welcome by the electorate as it ponders what impact the act will have.</p>\n<p data-HoCid=\"31288\" data-originallang=\"en\">On the GST, my constituents along with many others in the country have long complained, and rightfully so, that they are overtaxed. The government agrees and that is why we have come up with a plan that will help reduce the tax burden on Canadian families. This will be done by cutting the GST from 7% to 6% and reduce it further to 5% within five years.</p>\n<p data-HoCid=\"31289\" data-originallang=\"en\">No matter what one's income, the GST is a tax which everyone pays and from which everyone will reap the benefit of reduction. The tax cut will be of particular benefit to those living on fixed incomes and those whose incomes are so low that they do not benefit from cuts to personal income tax. This group accounts for about 32% of Canadians.</p>\n<p data-HoCid=\"31290\" data-originallang=\"en\">Child care is an issue that sticks in the craw of the Liberals I know, but at least this is reality. This is an initiative that will be of particular benefit to many families in my riding who need child care. It will provide a choice. When it comes to child care, we on this side of the House feel the decision is best left to the parents. The one-size-fits-all approach does not work for all families. There are some families who rely on institutionalized day care for their children. Some choose to make more informal arrangements by using a neighbour or a friend to fulfill their day care needs, while there are some families who have made the decision to have one parent stay home to look after the children. As can be seen, the day care needs of families differ.</p>\n<p data-HoCid=\"31291\" data-originallang=\"en\">Under our plan, all Canadian families will be given a $1,200 choice in child care allowance for each child under the age of six. This will be taxable in the hands of the parent with the lower income. In addition, the government has also earmarked $250 million per year for incentives to encourage business, non-profit and community based organizations to create 125,000 new day care spaces in urban and rural communities across the country.</p>\n<p data-HoCid=\"31292\" data-originallang=\"en\">The next point is one that has always been an issue that has been near and dear to my heart, and that is the issue of criminal justice. For once, there is a clear statement from a government that is going to be serious about cracking down on crime. Dare we speak of the violence we see, unfortunately, in so many of our streets. Some of it is committed by gangs. We can just about name everything from murder, down to extortion and prostitution. I think Canadians have a right to feel safe in their own homes and in their own communities.They also have an expectation that those who commit serious criminal acts will be dealt with harshly by the courts.</p>\n<p data-HoCid=\"31293\" data-originallang=\"en\">What we have discussed, and the matter is now before the House and will be voted upon in the very near future, will be to bring tougher sentences against those violent or repeat offenders, especially for those committing crimes with guns, drive by shootings and so on. This is not the kind of Canada we want for our children.</p>\n<p data-HoCid=\"31294\" data-originallang=\"en\"> I was going to speak on the wait times guarantee, but I know my colleagues have addressed that issue.</p>\n<p data-HoCid=\"31295\" data-originallang=\"en\"> I support the Speech from the Throne and I hope all members in the House will do likewise.</p>",

J'en profite pour vous f\u00e9liciter de votre nomination au poste de vice-pr\u00e9sident.</p>\n<p data-HoCid=\"31275\" data-originallang=\"en\">Je voudrais \u00e9galement remercier de nouveau la population de Calgary-Nord-Est de m'avoir accord\u00e9 le grand honneur de la repr\u00e9senter dans cette enceinte. Je voudrais remercier notamment les nombreux b\u00e9n\u00e9voles qui ont donn\u00e9 g\u00e9n\u00e9reusement de leur temps pour assurer ma r\u00e9\u00e9lection.</p>\n<p data-HoCid=\"31276\" data-originallang=\"en\">Je voudrais en outre remercier les membres de ma famille de m'avoir soutenu durant toutes ces ann\u00e9es et, surtout, au cours des derni\u00e8res \u00e9lections. Comme nombre d'entre nous en t\u00e9moigneront, la vie de parlementaire peut \u00eatre tr\u00e8s exigeante pour les proches. Toutefois, nous le faisons parce que nous voulons apporter une contribution d\u00e9terminante et que nous voulons rendre notre pays meilleur.</p>\n<p data-HoCid=\"31277\" data-originallang=\"en\">Je voudrais maintenant prendre un instant pour transmettre mes condol\u00e9ances aux familles, aux amis et aux camarades des quatre soldats qui ont perdu la vie en Afghanistan le week-end dernier. Il s'agit des caporaux Matthew Dinning et Randy Payne, du bombardier Myles Mansell et du lieutenant William Turner. Nous sommes tous attrist\u00e9s par leur perte, mais ils ne sont cependant pas morts en vain. Ils ont risqu\u00e9 leur vie pour d\u00e9fendre l'int\u00e9r\u00eat national du Canada, pour lutter contre le terrorisme mondial et pour aider la population de l'Afghanistan \u00e0 reconstruire son pays. Nous sommes reconnaissants de leur d\u00e9vouement et nous pleurons leur perte.</p>\n<p data-HoCid=\"31278\" data-originallang=\"en\">Le discours du Tr\u00f4ne portait sur cinq priorit\u00e9s, qui ont \u00e9t\u00e9 expos\u00e9es aux Canadiens pendant les \u00e9lections et en faveur desquelles ils ont vot\u00e9: la responsabilisation, la r\u00e9duction de la TPS, le choix des services de garde, la lutte contre la criminalit\u00e9 et une garantie sur les d\u00e9lais d'attente pour les malades. Je souligne que toutes ces priorit\u00e9s ont directement une incidence sur mes \u00e9lecteurs. </p>\n<p data-HoCid=\"31279\" data-originallang=\"en\">En ce qui concerne la responsabilisation, je f\u00e9licite le gouvernement d'avoir agi rapidement et avec fermet\u00e9 pour pr\u00e9senter la loi f\u00e9d\u00e9rale sur l'imputabilit\u00e9, qui vise \u00e0 rendre le gouvernement f\u00e9d\u00e9ral plus responsable envers les contribuables canadiens en leur offrant un gouvernement transparent, responsable et honn\u00eate. Cette loi permettra, entre autres, de r\u00e9former le financement des partis politiques en interdisant aux entreprises, aux syndicats et aux particuliers de faire des dons politiques g\u00e9n\u00e9reux. Elle resserrera la Loi sur l'enregistrement des lobbyistes en prolongeant jusqu'\u00e0 cinq ans l'interdiction impos\u00e9e \u00e0 d'anciens ministres, \u00e0 leurs adjoints et \u00e0 d'anciens hauts fonctionnaires de faire du lobbying. J'ai d\u00e9j\u00e0 eu l'occasion de m'entretenir avec des lobbyistes enregistr\u00e9s \u00e0 ce sujet, et ils se sont dits d'accord sur cette disposition. Ils estiment qu'elle rendra les r\u00e8gles du jeu plus \u00e9quitables.</p>\n<p data-HoCid=\"31280\" data-originallang=\"en\">Renforcer le pouvoir de la v\u00e9rificatrice g\u00e9n\u00e9rale, voil\u00e0 un pilier de la Loi sur l'imputabilit\u00e9, et nous le r\u00e9clamions lorsque nous \u00e9tions dans l'opposition. Nous saisissons l'occasion qui nous est offerte d'aller de l'avant et de conf\u00e9rer \u00e0 la v\u00e9rificatrice g\u00e9n\u00e9rale de nouveaux pouvoirs en mati\u00e8re de v\u00e9rification des particuliers et des organisations, dont les soci\u00e9t\u00e9s d'\u00c9tat, qui obtiennent des fonds f\u00e9d\u00e9raux. </p>\n<p data-HoCid=\"31281\" data-originallang=\"en\">J'en viens \u00e0 l'assainissement du processus de nominations publiques et d'adjudication des march\u00e9s publics et des contrats de recherche sur l'opinion publique. Pour ce qui est de l'assainissement du processus de nominations publiques, un \u00e9l\u00e9ment cl\u00e9 sera la nouvelle Commission des nominations publiques, laquelle sera pr\u00e9sid\u00e9e par M. Gwyn Morgan, ancien pr\u00e9sident-directeur g\u00e9n\u00e9ral d'EnCana, dont la nomination a \u00e9t\u00e9 annonc\u00e9e r\u00e9cemment par le premier ministre. M. Morgan est un ardent d\u00e9fenseur de la transparence et de l'\u00e9thique dans les secteurs priv\u00e9 et public. Il a r\u00e9dig\u00e9 le programme de sa soci\u00e9t\u00e9 \u00e0 ces \u00e9gards. Voil\u00e0 une nomination tr\u00e8s importante.</p>\n<p data-HoCid=\"31282\" data-originallang=\"en\">La Loi f\u00e9d\u00e9rale sur l'imputabilit\u00e9 offrira aussi une v\u00e9ritable protection aux d\u00e9nonciateurs. Les fonctionnaires doivent avoir la certitude qu'ils sont \u00e0 l'abri de repr\u00e9sailles s'ils d\u00e9noncent des actes r\u00e9pr\u00e9hensibles au sein du gouvernement. Nous avons vu r\u00e9cemment les probl\u00e8mes que de telles situations peuvent causer. Je f\u00e9licite M. Cutler d'avoir courageusement d\u00e9nonc\u00e9 la corruption au sein du gouvernement. Il a os\u00e9 prendre position. Il a pos\u00e9 un geste courageux et audacieux, qui comporte habituellement un prix \u00e9lev\u00e9 \u00e0 payer. Je le f\u00e9licite de son courage.</p>\n<p data-HoCid=\"31283\" data-originallang=\"en\">Le gouvernement prot\u00e9gera les personnes comme M. Cutler en faisant du commissaire \u00e0 l'int\u00e9grit\u00e9 du secteur public un mandataire du Parlement et en lui conf\u00e9rant le pouvoir d'appliquer la Loi sur la protection des fonctionnaires divulgateurs d'actes r\u00e9pr\u00e9hensibles.</p>\n<p data-HoCid=\"31284\" data-originallang=\"en\">La Loi f\u00e9d\u00e9rale sur l'imputabilit\u00e9 \u00e9tendra la port\u00e9e de la Loi sur l'acc\u00e8s \u00e0 l'information \u00e0 sept soci\u00e9t\u00e9s d'\u00c9tat, \u00e0 sept agents du Parlement et \u00e0 trois fondations cr\u00e9\u00e9es par une loi f\u00e9d\u00e9rale.</p>\n<p data-HoCid=\"31285\" data-originallang=\"en\">Le ministre a dit ceci:</p>\n<blockquote><p data-HoCid=\"31286\" data-originallang=\"en\"> Avec ces mesures, on ne fera plus jamais les choses de la m\u00eame fa\u00e7on \u00e0 Ottawa. Elles remplaceront la culture du \u00ab tout m'est d\u00fb \u00bb, qui \u00e9tait bien incrust\u00e9e au sein du pr\u00e9c\u00e9dent gouvernement, par une culture de la transparence. </p>\n</blockquote><p data-HoCid=\"31287\" data-originallang=\"en\">Ce sont des mots charg\u00e9s de sens, mais je crois que l'\u00e9lectorat les accueille chaleureusement, car ils renvoient \u00e0 la port\u00e9e qu'aura la loi.</p>\n<p data-HoCid=\"31288\" data-originallang=\"en\">Pour ce qui est de la TPS, les r\u00e9sidants de ma circonscription et d'autres Canadiens se plaignent depuis fort longtemps, avec raison, parce qu'ils sont surtax\u00e9s. Le gouvernement le reconna\u00eet et c'est pour cela que nous avons mis en place une strat\u00e9gie qui contribuera \u00e0 r\u00e9duire le fardeau fiscal des familles canadiennes. Pour ce faire, nous ferons passer la TPS de 7 \u00e0 6 p. 100 et nous la ram\u00e8nerons \u00e0 5 p. 100 d'ici cinq ans.</p>\n<p data-HoCid=\"31289\" data-originallang=\"en\">Peu importe le revenu, tout le monde paie la TPS et tout le monde b\u00e9n\u00e9ficiera d'une r\u00e9duction de cette taxe. Cette r\u00e9duction sera particuli\u00e8rement avantageuse pour les personnes \u00e0 revenu fixe et celles dont le revenu est tellement faible qu'elles ne b\u00e9n\u00e9ficient pas des r\u00e9ductions de l'imp\u00f4t sur le revenu des particuliers. Ce groupe repr\u00e9sente environ 32 p. 100 des Canadiens.</p>\n<p data-HoCid=\"31290\" data-originallang=\"en\">L'initiative sur la garde des enfants est une chose que les lib\u00e9raux n'arrivent pas \u00e0 avaler, mais au moins c'est une mesure concr\u00e8te qui sera particuli\u00e8rement avantageuse pour bien des familles de ma circonscription qui ont besoin de services de garde. Elle leur donnera le choix. Lorsqu'il est question de la garde des enfants, notre parti croit que la d\u00e9cision revient aux parents. L'approche universelle ne convient pas \u00e0 toutes les familles. Il y a des familles qui envoient leurs enfants dans des garderies. D'autres choisissent de faire appel \u00e0 un voisin ou un ami pour faire garder leurs enfants, alors que d'autres encore ont d\u00e9cid\u00e9 qu'un des parents resterait \u00e0 la maison pour s'occuper des enfants. Comme on peut le voir, les besoins en mati\u00e8re de garde d'enfants varient d'une famille \u00e0 l'autre.</p>\n<p data-HoCid=\"31291\" data-originallang=\"en\">Selon notre programme en mati\u00e8re de garde d'enfants, toutes les familles canadiennes recevront une allocation de 1 200 $ pour chaque enfant de moins de six ans. Cette allocation sera imposable pour le parent dont le revenu est le moins \u00e9lev\u00e9. De plus, le gouvernement d\u00e9pensera 250 millions de dollars par ann\u00e9e en incitatifs pour encourager les entreprises, les organismes sans but lucratif et les organismes communautaires \u00e0 cr\u00e9er 125 000 nouvelles places en garderie dans les localit\u00e9s urbaines et rurales d'un bout \u00e0 l'autre du pays.</p>\n<p data-HoCid=\"31292\" data-originallang=\"en\">J'arrive ensuite \u00e0 un sujet qui m'a toujours tenu tr\u00e8s \u00e0 coeur, soit le syst\u00e8me de justice p\u00e9nale. Pour une fois, un gouvernement s'engage clairement \u00e0 agir s\u00e9rieusement dans la lutte contre le crime. Osons-nous parler de la violence qui est malheureusement si r\u00e9pandue dans nos rues? Une partie de cette violence est le fait de gangs. Nous pouvons mentionner \u00e0 peu pr\u00e8s tout, du meurtre jusqu'\u00e0 l'extorsion en passant par la prostitution. Je crois que les Canadiens ont le droit de se sentir en s\u00fbret\u00e9 dans leurs propres maisons et dans leurs collectivit\u00e9s. Ils s'attendent \u00e9galement \u00e0 ce que ceux qui commettent des actes criminels violents soient trait\u00e9s durement par les tribunaux.</p>\n<p data-HoCid=\"31293\" data-originallang=\"en\">Nous en avons discut\u00e9 et la question a \u00e9t\u00e9 soumise \u00e0 la Chambre, qui devra se prononcer dans le cadre d'un vote tr\u00e8s bient\u00f4t; nous proposerons l'imposition de peines plus s\u00e9v\u00e8res aux auteurs de crimes violents et aux r\u00e9cidivistes, particuli\u00e8rement ceux qui commettent des crimes avec des armes \u00e0 feu, qui tirent sur des gens \u00e0 partir de v\u00e9hicules en marche et le reste. Ce n'est pas l\u00e0 le genre de Canada que nous voulons pour nos enfants.</p>\n<p data-HoCid=\"31294\" data-originallang=\"en\">Je voulais aborder la question de la garantie sur les d\u00e9lais d'attente, mais je sais que mes coll\u00e8gues ont couvert la question.</p>\n<p data-HoCid=\"31295\" data-originallang=\"en\">J'appuie le discours du Tr\u00f4ne et j'esp\u00e8re que tous les d\u00e9put\u00e9s feront comme moi.</p>"
