"en": "<p data-HoCid=\"227243\" data-originallang=\"en\">Mr. Speaker, It is an honour to stand in the House and speak to this important issue. One could suggest that there is no more important issue that a government brings to the House than the budget. </p>\n<p data-HoCid=\"227244\" data-originallang=\"en\">When I talk to constituents about the proposals that have been put forward by the government they see this budget as an opportunity missed. Quite frankly, it is an opportunity missed because when we look at the fiscal accounting presently, we see that most recently there was a surplus of $13 billion of Canadians' money that we all contributed to in the general pot.</p>\n<p data-HoCid=\"227245\" data-originallang=\"en\">When the government was in opposition it was very clear on its concern, which we agreed with, that before the money that is in the surplus side of the equation goes to deal with the accumulated debt, we should have a debate and Canadians should have an opportunity to suggest where those moneys would go.</p>\n<p data-HoCid=\"227246\" data-originallang=\"en\">We saw most recently that the government, instead of taking its own advice when it was in opposition, and instead of having a debate and talking about where the $13 billion of surplus should go, it decided, with the stroke of a pen, to make the decision for Canadians on where the money should go.</p>\n<p data-HoCid=\"227247\" data-originallang=\"en\">Strangely enough, the government also decided to cut a billion dollars worth of programs, programs that affect everyday people. For example, the billion dollars in cuts affected people who are working in communities, be it here in Ottawa or across the country, who volunteer their time and sweat to help out local museums. This is one of the strangest cuts I have seen in a long time.</p>\n<p data-HoCid=\"227248\" data-originallang=\"en\">The government cut summer employment programs. The rationale was that these were subsidies for the private sector. I am not sure if it looked at the list that most of us look at each year to look at the summer employment opportunities, but I know in my riding none of them were subsidies to private sector ventures. In fact, all of them were helping out community based, not for profit enterprises.</p>\n<p data-HoCid=\"227249\" data-originallang=\"en\"> For example, the Vietnamese Community Association cobbled together moneys for a summer employment program and, with the help of a meagre amount of money from the federal government, it put together a summer work employment program that gave an opportunity for youth to help it with the work that it does, helping people every day.</p>\n<p data-HoCid=\"227250\" data-originallang=\"en\">These kinds of opportunities for students in summer employment programs not only help these community based groups, but they also give opportunities for youth to be apprentices in certain areas, to gain very valuable experience in administration and be able to contribute to their community.</p>\n<p data-HoCid=\"227251\" data-originallang=\"en\">At the same time as the government had the $13 billion surplus, other cuts had to do with people who are working in areas to help people who are most disadvantaged and people who are working in the area of literacy. We have heard a lot about that. Giving people an opportunity to climb out of the darkness of illiteracy is something I believe is not only something government should do, it is something the government must do.</p>\n<p data-HoCid=\"227252\" data-originallang=\"en\">To see people who recently were in the news who were well into their eighties speaking publicly about coming out of the darkness of illiteracy and being able to finally contribute and be a full-fledged citizen is something that not only tugs one's heart strings but, more important, it allows us to understand the importance of these programs.</p>\n<p data-HoCid=\"227253\" data-originallang=\"en\">We had the government with this proposition in opposition, which said that when we have a surplus of Canadians' money, not the Liberal Party's money, not the Conservative Party's money, not the Bloc's money and not the NDP's money, we should be able to debate this. The Conservatives were very vigorous in opposition on this and we agreed with that.</p>\n<p data-HoCid=\"227254\" data-originallang=\"en\">One of the reasons we support and we propose to have someone oversee the budget spending, which we see in Bill <a data-HoCid=\"2158135\" href=\"/bills/39-1/C-2/\" title=\"An Act providing for conflict of interest rules, restrictions on election financing and measures respecting administrative transparency, oversight and accountability\">C-2</a>, is for this very reason. We do not just have the money holus-bolus written off because the Liberal Party, or the Conservative Party in this case, decides it should go wherever it likes. It should be opened up and there should be evaluation. We are hoping to see that when Bill <a data-HoCid=\"2158135\" href=\"/bills/39-1/C-2/\" title=\"An Act providing for conflict of interest rules, restrictions on election financing and measures respecting administrative transparency, oversight and accountability\">C-2</a> comes into effect. </p>\n<p data-HoCid=\"227255\" data-originallang=\"en\">It did not happen with the Conservatives because it was just $13 billion and away it went with no debate. They went against what they said in opposition.</p>\n<p data-HoCid=\"227256\" data-originallang=\"en\">We need to look at how the process works. The billion dollar cuts, to which I referred, and the $13 billion surplus were outside of the budgetary framework and did not allow us as parliamentarians to debate it. We are bringing it up with regard to the billion dollars and will have motions brought to the House.</p>\n<p data-HoCid=\"227257\" data-originallang=\"en\"> One with which I am sure the government will have a problem is the rebate to tourists. It obviously did not do its homework on that. It suggested only 3% of tourists take advantage of it but the government forgot that when people are in countries of origin that is when they take advantage of the GST rebate. Obviously it forgot to ask people how the program works and did not get the right statistics on it. We will probably see the government flip-flop on that. With that program the government showed the haste with which it made the cuts and it did not build it into the budget. It was in-between the budget of last year and the budget that will be coming up in the spring.</p>\n<p data-HoCid=\"227258\" data-originallang=\"en\">What is happening here is that the government is changing the mechanisms of how we debate as parliamentarians with regard to how citizens' money should be spent or, in this case, how their money is taken away. That is of concern because every citizen expects us to represent them and they expect that we will follow the rules and procedures of the House. To have a billion dollars worth of cuts without allowing us to have a debate on it is very problematic. Proposed cuts should come before the House for debate to ensure that everyone is fully aware of how it will affect our communities and the bottom line of the government.</p>\n<p data-HoCid=\"227259\" data-originallang=\"en\">This process and procedure of fiscal management should be done within the budgetary process and not the surprises that we have seen from the government, both on the surplus and the billion dollar cuts.</p>\n<p data-HoCid=\"227260\" data-originallang=\"en\">The final thing I will say about the billion dollar cuts is that they were clearly ideological cuts. We know the previous government booked more than the government cut when the previous prime minister came into power. In fact, he was going to cut five times as much. We know that was booked and that the government had to exact those savings. We see that now with the $2.5 billion it will try to get out of procurement.</p>\n<p data-HoCid=\"227261\" data-originallang=\"en\">I will take a minute to focus on procurement. The previous government went to Chicago and hired a consulting group. It was supposed to cost $1.5 million for the Chicago consulting group, A.T. Kearney, to come up with a plan on how the government could save money through reverse bid auctioning, which has been thrown out at this point. However, the price of the contract escalated all the way to $24 million.</p>\n<p data-HoCid=\"227262\" data-originallang=\"en\">My constituents became aware of this contract and when I became aware of it I mentioned it in the House. We had a contract, to be clear, that started off at $1.5 million and ballooned to $24 million. The icing on the cake was that the information the government got from A.T. Kearney was useless. That was what everyone in this town told the government before, that it was on the wrong track. We had to get the attention of the government to tell the government it was on the wrong track. Finally, it canned the project after we had sent $24 million to the consulting company out of Chicago. In my opinion, that is fiscal mismanagement. We thought we were done with that kind of mismanagement with the previous government.</p>\n<p data-HoCid=\"227263\" data-originallang=\"en\">I could go on about all the other programs that were affected and the missed opportunities here for young people, for post-secondary education, the no help for seniors and the child care plan that is a child care scam, but I will save that for another day. For reasons aforementioned, I cannot support the budget.</p>",

Nous \u00e9tions d'accord avec les conservateurs l\u00e0-dessus.</p>\n<p data-HoCid=\"227246\" data-originallang=\"en\">Nous avons cependant constat\u00e9 que, plut\u00f4t que de faire ce qu'ils pr\u00e9conisaient lorsqu'ils \u00e9taient dans l'opposition et plut\u00f4t que de tenir un d\u00e9bat sur l'utilisation de cet exc\u00e9dent de 13 milliards de dollars, les conservateurs ont tout simplement d\u00e9cid\u00e9 pour l'ensemble des Canadiens comment l'argent serait utilis\u00e9.</p>\n<p data-HoCid=\"227247\" data-originallang=\"en\">\u00c9trangement, au m\u00eame moment, le gouvernement d\u00e9cidait d'effectuer des compressions d'un milliard de dollars dans des programmes qui touchent tout le monde. Par exemple, ces compressions touchent des gens qui font du travail communautaire, que ce soit ici, \u00e0 Ottawa, ou ailleurs au Canada, des gens qui donnent b\u00e9n\u00e9volement de leur temps et de leur labeur pour aider les mus\u00e9es locaux. C'est une des compressions les plus \u00e9tranges qu'il m'ait \u00e9t\u00e9 donn\u00e9 de voir depuis longtemps.</p>\n<p data-HoCid=\"227248\" data-originallang=\"en\">Le gouvernement a coup\u00e9 le budget de programmes d'emplois d'\u00e9t\u00e9, ce qu'il a justifi\u00e9 en d\u00e9clarant qu'il s'agissait de subventions au secteur priv\u00e9. Je ne sais trop si les conservateurs ont examin\u00e9 la liste des emplois d'\u00e9t\u00e9 offerts chaque ann\u00e9e, mais je sais que, dans ma circonscription, aucun ne constitue une subvention au secteur priv\u00e9. En fait, tous ces emplois visaient \u00e0 aider la collectivit\u00e9 et des organismes sans but lucratif.</p>\n<p data-HoCid=\"227249\" data-originallang=\"en\">L'association communautaire vietnamienne, par exemple, avait amass\u00e9 de l'argent pour un programme d'emploi d'\u00e9t\u00e9 et, avec un peu d'argent du gouvernement f\u00e9d\u00e9ral, elle pouvait offrir \u00e0 des jeunes la possibilit\u00e9 de contribuer \u00e0 son travail, qui consiste \u00e0 aider des gens.</p>\n<p data-HoCid=\"227250\" data-originallang=\"en\">De tels programmes d'emploi d'\u00e9t\u00e9 pour les \u00e9tudiants sont utiles aux groupes communautaires, bien s\u00fbr, mais ils donnent aussi \u00e0 des jeunes la possibilit\u00e9 de devenir apprentis dans certains domaines, d'acqu\u00e9rir une exp\u00e9rience utile en administration et d'apporter quelque chose \u00e0 leur collectivit\u00e9.</p>\n<p data-HoCid=\"227251\" data-originallang=\"en\">Alors que le gouvernement disposaitt d'un exc\u00e9dent de 13 milliards de dollars, il a apport\u00e9 des compressions aux programmes destin\u00e9s aux plus d\u00e9savantag\u00e9s et aux analphab\u00e8tes. Nous en avons beaucoup entendu parl\u00e9. \u00c0 mon avis, le gouvernement devrait et doit donner la chance aux gens de se sortir de la noirceur qu'est l'analphab\u00e9tisme. </p>\n<p data-HoCid=\"227252\" data-originallang=\"en\">Les octog\u00e9naires interview\u00e9s aux nouvelles r\u00e9cemment qui ont parl\u00e9 de leur d\u00e9marche pour se sortir de l'analphab\u00e9tisme et contribuer \u00e0 titre de citoyen \u00e0 part enti\u00e8re en ont touch\u00e9 plus d'un, mais ce qui est encore plus important, c'est qu'ils nous ont permis de comprendre l'importance de ces programmes. </p>\n<p data-HoCid=\"227253\" data-originallang=\"en\">Alors qu'il \u00e9tait dans l'opposition, le gouvernement actuel avait appuy\u00e9 une proposition qui disait que, en cas d'exc\u00e9dent, la Chambre devait tenir un d\u00e9bat pour d\u00e9terminer quoi faire avec l'argent, non pas l'argent du Parti lib\u00e9ral, du Parti conservateur, du Bloc ou du NPD, mais celui des Canadiens. Les conservateurs tenaient \u00e0 cela quand ils \u00e9taient dans l'opposition et nous \u00e9tions d'accord.</p>\n<p data-HoCid=\"227254\" data-originallang=\"en\">C'est pour cette raison que nous voulons et que proposons que quelqu'un soit charg\u00e9 de surveiller les d\u00e9penses budg\u00e9taires, comme le pr\u00e9voit le projet de loi <a data-HoCid=\"2158135\" href=\"/bills/39-1/C-2/\" title=\"An Act providing for conflict of interest rules, restrictions on election financing and measures respecting administrative transparency, oversight and accountability\">C-2</a>. C'est pour emp\u00eacher que le Parti lib\u00e9ral, ou le Parti conservateur dans le cas pr\u00e9sent, d\u00e9cide quoi faire de cet argent. Les conservateurs ont fait le contraire de ce qu'ils avaient dit dans l'opposition.</p>\n<p data-HoCid=\"227256\" data-originallang=\"en\">Nous devons examiner le fonctionnement du processus. Les compressions de 1 milliard de dollars dont j'ai parl\u00e9 et l'exc\u00e9dent de 13 milliards de dollars ne figuraient pas dans le cadre budg\u00e9taire et nous ne pouvions donc pas, en tant que parlementaires, en discuter. Nous soulevons des questions au sujet du milliard de dollars et nous allons pr\u00e9senter des motions \u00e0 la Chambre \u00e0 ce sujet. </p>\n<p data-HoCid=\"227257\" data-originallang=\"en\">Une mesure qui posera, j'en suis persuad\u00e9, des probl\u00e8mes au gouvernement, c'est la remise de TPS offerte aux touristes. Le gouvernement n'a manifestement pas fait ses devoirs dans ce dossier. Il a laiss\u00e9 entendre qu'\u00e0 peine 3 p. 100 des touristes en profitent, mais il a oubli\u00e9 que les gens se pr\u00e9valent de la remise de TPS lorsqu'ils sont dans leur pays d'origine. Il est \u00e9vident qu'il a oubli\u00e9 de demander aux gens comment le programme fonctionne et qu'il n'a pas obtenu des bonnes statistiques \u00e0 ce sujet. Nous allons probablement constater une volte-face de la part du gouvernement dans ce dossier. Ce qui arrive \u00e0 ce programme montre la h\u00e2te avec laquelle le gouvernement a effectu\u00e9 des compressions et le fait qu'il n'a pas ins\u00e9r\u00e9 cela dans le budget. Il a agi entre le budget de l'ann\u00e9e derni\u00e8re et celui qui s'en vient au printemps prochain.</p>\n<p data-HoCid=\"227258\" data-originallang=\"en\">Ce qui se produit, c'est que le gouvernement modifie les m\u00e9canismes de d\u00e9bats parlementaires sur la fa\u00e7on dont les deniers publics devraient \u00eatre d\u00e9pens\u00e9s ou, dans cas-ci, repris aux citoyens. C'est un sujet de pr\u00e9occupation, car tous les citoyens s'attendent \u00e0 ce que nous les repr\u00e9sentions et \u00e0 ce que nous suivions les r\u00e8gles et proc\u00e9dures de la Chambre. Il y a un probl\u00e8me quand des compressions de 1 milliard de dollars sont effectu\u00e9es sans que nous ayons l'occasion de tenir un d\u00e9bat sur la question. Le gouvernement devrait proposer de telles compressions \u00e0 la Chambre aux fins d'un d\u00e9bat pour veiller \u00e0 ce que tout le monde sache en quoi cela va toucher nos collectivit\u00e9s et les r\u00e9sultats financiers que vise le gouvernement.</p>\n<p data-HoCid=\"227259\" data-originallang=\"en\">Cette proc\u00e9dure de gestion financi\u00e8re devrait s'inscrire dans le processus budg\u00e9taire. Cela nous \u00e9viterait d'\u00eatre confront\u00e9s aux surprises que nous a r\u00e9serv\u00e9es le gouvernement, comme dans le cas de l'exc\u00e9dent et des coupes de 1 milliard de dollars.</p>\n<p data-HoCid=\"227260\" data-originallang=\"en\">La derni\u00e8re chose que je vais dire au sujet des compressions de 1 milliard de dollars, c'est qu'elles avaient manifestement des motifs id\u00e9ologiques. Nous savons que le gouvernement pr\u00e9c\u00e9dent avait pr\u00e9vu des compressions sup\u00e9rieures \u00e0 ce que le gouvernement actuel a effectu\u00e9es. Le premier ministre pr\u00e9c\u00e9dent allait couper cinq fois plus. Nous savons que cela \u00e9tait pr\u00e9vu et que le gouvernement devait r\u00e9aliser ces \u00e9conomies. Nous voyons que maintenant il va essayer d'aller chercher ces 2,5 milliards de dollars dans le domaine des achats.</p>\n<p data-HoCid=\"227261\" data-originallang=\"en\">Je vais prendre une minute et m'arr\u00eater sur la question des march\u00e9s publics. Le gouvernement pr\u00e9c\u00e9dent s'est rendu \u00e0 Chicago et a engag\u00e9 un groupe d'experts-conseils. Pour 1,5 million de dollars, ce groupe de Chicago, A.T Kearney, devait \u00e9laborer un plan permettant au gouvernement d'\u00e9conomiser gr\u00e2ce \u00e0 une proc\u00e9dure d'adjudication par inversion de l'offre, qui a maintenant \u00e9t\u00e9 abandonn\u00e9e. Cependant, la valeur de ce contrat a quand m\u00eame fini par atteindre 24 millions de dollars.</p>\n<p data-HoCid=\"227262\" data-originallang=\"en\">Mes \u00e9lecteurs ont eu vent de ce contrat et, d\u00e8s que j'en ai \u00e9t\u00e9 moi-m\u00eame inform\u00e9, j'ai soulev\u00e9 la question \u00e0 la Chambre. Il s'agissait donc d'un contrat qui, de 1,5 million de dollars \u00e0 l'origine, avait enfl\u00e9 jusqu'\u00e0 24 millions de dollars. La cerise sur le g\u00e2teau, c'est que l'information que le gouvernement a obtenue de A.T. Kearney \u00e9tait parfaitement inutile. Tout le monde dans cette ville avait auparavant dit au gouvernement qu'il \u00e9tait sur la mauvaise voie. Nous avions d\u00fb attirer l'attention du gouvernement pour lui dire qu'il \u00e9tait sur la mauvaise voie. Enfin, il a abandonn\u00e9 le projet, mais pas sans verser 24 millions de dollars au groupe d'experts-conseils de Chicago. \u00c0 mon avis, il s'agit l\u00e0 de mauvaise gestion financi\u00e8re. Nous pensions en avoir fini de ce genre de gestion en changeant de gouvernement.</p>\n<p data-HoCid=\"227263\" data-originallang=\"en\">Je pourrais continuer et parler de tous les autres programmes qui ont \u00e9t\u00e9 touch\u00e9s et des occasions manqu\u00e9es pour les jeunes, parler de l'enseignement postsecondaire, de l'absence d'aide pour les a\u00een\u00e9s et du plan pour la garde d'enfants qui est en fait devenu l'escroquerie de la garde d'enfants, mais ce sera pour la prochaine fois. Pour les raisons que je viens de mentionner, je n'appuierai pas le budget. </p>"
