        "en": "<p>Mr. Speaker, as a sovereignist member of Parliament, my goal \u2014to which I will dedicate myself actively for the following weeks, months and, maybe, years\u2014is to make sure that Qu\u00e9bec becomes a country able to repatriate all responsibilities so we may have all the tools we need.</p>\n<p>Concerning duplication, it is difficult for me to fully understand the minister's reasoning. Concerning local and regional development issues, I refer him to the intervention I made a few minutes ago. I am pretty sure he heard what I said about local and regional development. I stress that \u201clocal\u201d refers to municipalities and \u201cregional\u201d refers to regions like Gasp\u00e9 and the islands, and not the Province of Qu\u00e9bec, as he seems to understand. Local and regional development are part of under Qu\u00e9bec's responsibilities. In this respect, I think that the Minister probably wants to muddy the waters to distract us from the real problem, the real issue. However, I am convinced that he will agree with me the issue is a very big one.</p>\n<p>When it comes to a region like mine, which is facing a difficult situation demographically speaking, since population figures will be back down to 1940's level. The trend will be very difficult to revert. Just try to imagine all the work that will have to be done. Try to imagine all the effort that will be needed. I think that Quebeckers, thanks to their structures, responsibilities and past track record will succeed in meeting that enormous challenge. I am convinced that duplication, which is what <a href=\"/bills/958/\" class=\"related_link legislation\" title=\"An Act to establish the Economic Development Agency of Canada for the Regions of Quebec\">Bill C-9</a> aims for, is not the way to resolve or contribute to resolving the problem, so that a region like mine may have a better future.</p>",
