That has even been recognized by the Minister of Foreign Affairs here today. He characterized that as some kind of law of the jungle. I do hope that he reviews his comments so that in the future he will not make statements that are as provocative as that.</p>\n<p>In answer to her question, I do not agree with that characterization.</p>",
