I answered earlier that Quebec had found very avant-garde solutions. <a href=\"/bills/163/\" class=\"related_link legislation\" title=\"An Act in respect of criminal justice for young persons and to amend and repeal other Acts\">Bill C-7</a> makes certain provisions.</p>\n<p>Also, <a href=\"/bills/163/\" class=\"related_link legislation\" title=\"An Act in respect of criminal justice for young persons and to amend and repeal other Acts\">Bill C-7</a> is flexible enough to allow all of the provinces to adapt. It is, in fact, a reform. Reforms always cause a bit of a stir. This is why I am saying that now is the time to proceed, to act and move forward with the implementation of this bill.</p>",
