I do not want to take away from the issue of water that we are dealing with today. On that issue I will bow to the provincial jurisdiction the Bloc Quebecois guards so dearly, but I will not bow and I will intervene with vigour in any province that is not living up to its requirement to provide more affordable housing.</p>\n<p>Water is too fragile an issue.
