If so, the Quebec system rehabilitates him immediately.</p>\n<p>With the minister's bill, the youth will receive a warning only. The crown prosecutor will not see the record and will not be able to require the young offender to follow a program of rehabilitation.</p>\n<p>Does the minister realize that her bill puts an end to Quebec's educational approach?</p>",
