Mr. Bouchard is beginning not to like what he sees in Quebec.</p>\n<p>He is not at all happy that associations and unions are making demands he can no longer meet. He is not at all pleased with criticism of his decisions. And he does not appreciate having entire sections of his administration questioned.</p>\n<p>In fact, the Quebec model and identity are not threatened: Quebecers are seeing to that. What in fact seems to be threatened is the PQ model. There is a difference.</p>",
