        "en": "<p>Mr. Speaker, last Tuesday, the Prime Minister told us that the millennium scholarship bill was flexible enough to include an eventual agreement between Quebec City and Ottawa.</p>\n<p>This morning, however, legal adviser Kristina Knopp told the Standing Committee on Finance that the bill should be amended so that it could include an agreement with delegation of authority.</p>\n<p>In light of Ms Knopp's comments, will the Prime Minister agree that he should suspend consideration of the provisions of Bill C-36, or promise to introduce an amendment providing for a mechanism that would allow inclusion of an agreement between Quebec City and Ottawa?</p>",
