"en": "<p>Mr. Speaker, since coming to office, the EI premium has been reduced by this government by $5 billion or more. Our payroll taxes are the lowest, lower than those in the United States. We will continue.</p>\n<p>What I really want to point out is the incredible fact that the Reform Party changes its mind on what to do with the EI surplus more than the Conservatives actually change leaders or have leadership votes. First the Reform Party wants to apply it to the deficit. Now the Reform Party wants to give it all back. Watching the Reform Party is like getting policy whiplash.</p>",
