"en": "<p>Mr. Speaker, as the Minister of Health outlined very clearly, the fact is that the way the set-up was occurring and because of the increase in tax points to the provinces the cash was going down. It was going down far below $12.5 billion, far below $11 billion, far below $8 billion and far below $6 billion.</p>\n<p>As a result of the actions of the government it has been frozen at $12.5 billion. That is not a ceiling; that is a floor. It is an absolute guarantee to every single province and to every single Canadian citizen that the federal government stands behind the principles of the Canada Health Act.</p>",
