It has allowed preferential treatment. It has shredded, withheld, destroyed and altered documents. It has also broken the spirit of the access to information act.</p>\n<p>Does the Minister of National Defence plan to take responsibility for these actions, or will he simply act like General Boyle and blame everybody else?</p>",
