However, the probation officers in charge of his case had refused to punish him, even if they very well knew that he had broken the conditions of his parole.</p>\n<p>Can the Solicitor General tell this House why this offender, who was not abiding by any of his parole conditions, could remain free instead of being sent back to prison?</p>",
