First, will he raise the issue of the exclusion of Cuba from the summit and the continued illegal and immoral blockade by the United States of that country.</p>\n<p>Second, given the very critical situation is Chiapas, Mexico will the Prime Minister urge at the summit an open dialogue and a peaceful, negotiated, non-military settlement in Chiapas?</p>",
