        "en": "<p>Mr. Speaker, with all due respect that is exactly what I am doing. I am speaking to the first group of amendments. I am not talking about the day parole or the unattended escort. That I know will be debated at the very end. I am debating the motion put forward by the Bloc which would not allow the senior immigration officer to remove an individual with two contraventions but would have to move the person through an inquiry.</p>\n<p>We should try to make the system more efficient. Yes, an individual must be given full rights under the law but where there has been a contravention of the act I do not think an individual should be permitted to stay just because there are two contraventions. If there was one minor contravention that individual would have been removed. I do not see the logic of the current legislation. That is why I oppose the series of amendments in group one.</p>",
