        "en": "<p data-HoCid=\"6440399\" data-originallang=\"en\">Good afternoon.</p>\n<p data-HoCid=\"6440400\" data-originallang=\"en\">The Air Transport Association of Canada represents this country's commercial aviation and has done so since 1934. We have approximately 180 members engaged in all levels of commercial aviation, operating in every region of Canada. We welcome this opportunity to speak to this committee on the impact of COVID-19 on our industry.</p>\n<p data-HoCid=\"6440401\" data-originallang=\"en\">The damage is easy to assess. Operations are at levels 80% to 90% lower than one year ago. Some operators have suspended operations altogether. Tens of thousands of jobs have been lost. There's hardly enough revenue to meet our short-term obligations. Airports are raising fees to compensate for lost revenue. Not allowed by law to incur deficits, Nav Canada has implemented a fee increase of 29.5% as of last September 1.</p>\n<p data-HoCid=\"6440402\" data-originallang=\"fr\">All these increases, resulting from an absence of government assistance, dangerously limit our industry's ability to survive during the pandemic and seriously undermine any future recovery strategy.</p>\n<p data-HoCid=\"6440403\" data-originallang=\"en\">The challenge facing us is to come up with solutions to limit the irreversible damage to our national aviation transportation system. While the <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">Prime Minister</a> recognizes that our industry is one of the hardest hit, only limited support has come so far from the government.</p>\n<p data-HoCid=\"6440404\" data-originallang=\"en\">The financial update presented by the <a data-HoCid=\"263831\" href=\"/politicians/chrystia-freeland/\" title=\"Chrystia Freeland\">Minister of Finance</a> on November 30 offered nothing in the way of financial relief to regional air carriers, and little more than repeating promises of a process regarding financial assistance for the larger airlines.</p>\n<p data-HoCid=\"6440405\" data-originallang=\"fr\">We have written over half a dozen letters since March to the government, offering our full cooperation in finding comprehensive and viable solutions. We have yet to receive a single acknowledgment from the government.</p>\n<p data-HoCid=\"6440406\" data-originallang=\"en\">On November 8, the Ministry of Transport issued a statement to the effect that \u201cThe air sector cannot respond to these challenges on its own, given the unprecedented impacts on its operations.\u201d The anticipated discussions would begin that week to establish a process with airlines regarding financial assistance. Three weeks later, our members and many other key stakeholders are still waiting for this process to begin. </p>\n<p data-HoCid=\"6440407\" data-originallang=\"en\">Therefore, the question that the aviation industry has been asking for so long is, what is the government waiting for? </p>\n<p data-HoCid=\"6440408\" data-originallang=\"en\">We fear two things from an airline perspective. The first is that the government is simply waiting to see which air carriers survive and perhaps then step in to help re-establish lost services, but at a great cost. Our other fear is that the government will choose to help only the two largest carriers. That would demonstrate a profound lack of understanding of Canada's air transportation network and quickly lead to a significant and very long-lasting disruption of domestic scheduled air services. Very many regions depend almost entirely on regional carriers as socio-economic lifelines with the rest of Canada.</p>\n<p data-HoCid=\"6440409\" data-originallang=\"fr\">The support of regional air transport in the North was most welcome. However, much more must be done if regional air transport in Canada is to survive, as there are many other remote parts of the country that rely on air transport as an essential service.</p>\n<p data-HoCid=\"6440410\" data-originallang=\"en\"> To limit the sweeping damage to the air industry, the Government of Canada must set up a financial aid program immediately, offering substantial, equitable and easily accessible funds. It should dedicate specific and adequate funding support to the regional airlines and provide Nav Canada with commensurate funding that the recent fee increases are designed to provide. It should champion rapid COVID-19 testing programs and contact tracing for international arrivals, and fully utilize the available science in reducing quarantine periods at Canada's major airports as quickly as possible.</p>\n<p data-HoCid=\"6440411\" data-originallang=\"en\">The government should also recognize that the December 12 implementation deadline for the new pilot flight and duty time regulations is totally unrealistic. Canadian carriers are already fighting for survival and operating within unprecedented travel restrictions, and they cannot achieve the necessary pilot training and software development and implementation. Most certainly, they are not able to bear the extra cost at this crucial time. A deferral to post-pandemic times will not jeopardize safety in any way, and there would not be any cost to the government or taxpayer.</p>\n<p data-HoCid=\"6440412\" data-originallang=\"en\">The government should order the Canadian Transportation Agency to work with carriers, rather than enforcing new APPR regulations that leave carriers with little choice other than to cancel flights in the face of the agency's totally disconnected appreciation of the reality our industry is facing in complying with the constantly changing government health restrictions on air travel.</p>\n<p data-HoCid=\"6440413\" data-originallang=\"en\">Our plea to the government is to support aviation when it most needs help, work with industry, increase interdepartmental co-operation efficiency, assume a leadership role in the coordination with the provinces in finding Canada-wide solutions and, finally, lift travel restrictions. </p>\n<p data-HoCid=\"6440414\" data-originallang=\"en\">Service cuts have already been announced all over Canada, and more are to come unless something is done soon.</p>\n<p data-HoCid=\"6440415\" data-originallang=\"fr\">Thank you.</p>",

Les discussions pr\u00e9vues devaient commencer cette semaine-l\u00e0 pour \u00e9tablir un processus avec les transporteurs a\u00e9riens \u00e0 propos d'une aide financi\u00e8re. Trois semaines plus tard, nos membres et d'autres intervenants cl\u00e9s attendent toujours le d\u00e9but de ce processus.</p>\n<p data-HoCid=\"6440407\" data-originallang=\"en\">Donc, la question que le secteur de l'aviation se pose depuis si longtemps est la suivante: \u00ab Qu'attend le gouvernement? \u00bb </p>\n<p data-HoCid=\"6440408\" data-originallang=\"en\">Nous craignons deux choses du point de vue des transporteurs a\u00e9riens. La premi\u00e8re est que le gouvernement attend simplement de voir quels transporteurs a\u00e9riens survivront pour peut-\u00eatre intervenir alors afin d'aider \u00e0 r\u00e9tablir les services perdus, mais \u00e0 grands frais. Nous craignons aussi que le gouvernement ne choisisse d'aider que les deux grands transporteurs. Cela t\u00e9moignerait d'une profonde incompr\u00e9hension du r\u00e9seau de transport a\u00e9rien du Canada et entra\u00eenerait rapidement une perturbation importante et durable des services a\u00e9riens int\u00e9rieurs r\u00e9guliers. Tant de r\u00e9gions ne sont pas desservies par les grands transporteurs et d\u00e9pendent presque enti\u00e8rement des transporteurs r\u00e9gionaux comme liens socio\u00e9conomiques avec le reste du Canada.</p>\n<p data-HoCid=\"6440409\" data-originallang=\"fr\">Le soutien du transport a\u00e9rien r\u00e9gional dans le Nord a \u00e9t\u00e9 tr\u00e8s appr\u00e9ci\u00e9. Toutefois, il reste encore beaucoup \u00e0 faire pour que le transport a\u00e9rien r\u00e9gional au Canada survive, car beaucoup d'autres r\u00e9gions \u00e9loign\u00e9es du pays comptent sur le transport a\u00e9rien comme service essentiel.</p>\n<p data-HoCid=\"6440410\" data-originallang=\"en\">Pour limiter les d\u00e9g\u00e2ts consid\u00e9rables caus\u00e9s \u00e0 l'industrie a\u00e9rienne, le gouvernement du Canada doit mettre en place imm\u00e9diatement un programme d'aide financi\u00e8re donnant acc\u00e8s \u00e0 des fonds substantiels, \u00e9quitables et facilement accessibles. Il devrait consacrer un soutien financier sp\u00e9cifique et suffisant aux compagnies a\u00e9riennes r\u00e9gionales et fournir \u00e0 Nav Canada un financement \u00e9quivalant \u00e0 ce que les r\u00e9centes augmentations des droits sont cens\u00e9es rapporter. Il devrait promouvoir sans tarder le programme de d\u00e9tection rapide de la COVID-19 et utiliser pleinement les donn\u00e9es scientifiques disponibles pour r\u00e9duire les p\u00e9riodes de quarantaine dans les principaux a\u00e9roports canadiens d\u00e8s que possible.</p>\n<p data-HoCid=\"6440411\" data-originallang=\"en\">Le gouvernement devrait aussi reconna\u00eetre que la date limite de mise en \u0153uvre de la nouvelle r\u00e9glementation du temps de vol et du temps de service de vol des pilotes du 12 d\u00e9cembre est totalement irr\u00e9aliste. Les transporteurs canadiens luttent d\u00e9j\u00e0 pour leur survie et op\u00e8rent dans le cadre de restrictions des voyages sans pr\u00e9c\u00e9dent et ne peuvent donc pas offrir la formation au pilotage et le d\u00e9veloppement et la mise en oeuvre des nouveaux logiciels requis. Ils ne sont certainement pas en mesure de supporter les co\u00fbts suppl\u00e9mentaires en ce moment crucial. Un report \u00e0 la p\u00e9riode post-pand\u00e9mique ne mettra d'aucune fa\u00e7on en p\u00e9ril la s\u00e9curit\u00e9 et il n'y aurait aucun co\u00fbt pour le gouvernement ni pour le contribuable.</p>\n<p data-HoCid=\"6440412\" data-originallang=\"en\">Le gouvernement devrait ordonner \u00e0 l'Office des transports du Canada de travailler avec les transporteurs plut\u00f4t que d'imposer les nouvelles dispositions du RPPA qui ne laissent peu d'autres choix aux transporteurs que d'annuler des vols face au manque d'appr\u00e9ciation absolu de l'Office de la r\u00e9alit\u00e9 \u00e0 laquelle notre industrie est confront\u00e9e pour se conformer aux restrictions sanitaires en \u00e9volution constante que le gouvernement impose au transport a\u00e9rien.</p>\n<p data-HoCid=\"6440413\" data-originallang=\"en\">Nous demandons au gouvernement de venir en aide \u00e0 l'aviation au moment o\u00f9 elle en a le plus besoin, de travailler avec l'industrie, d'augmenter l'efficacit\u00e9 de la coop\u00e9ration interminist\u00e9rielle, de jouer un r\u00f4le de leader dans la coordination avec les provinces pour trouver des solutions \u00e0 l'\u00e9chelle canadienne et, enfin, de lever les restrictions de voyage.</p>\n<p data-HoCid=\"6440414\" data-originallang=\"en\">Des coupures de services ont d\u00e9j\u00e0 \u00e9t\u00e9 annonc\u00e9es partout au Canada et il y en aura d'autres, \u00e0 moins que quelque chose ne soit fait bient\u00f4t.</p>\n<p data-HoCid=\"6440415\" data-originallang=\"fr\"> Je vous remercie.</p>"
