Over those periods of time\u2014and I'm from Ontario and I don't have the western perspective\u2014the cattle that used to come in now don't come by rail; grain that used to be transported by rail is not nearly as prevalent. Why? What I'm hearing, especially on the grain side, is it's because of the cost and reliability. Sometimes it's the reliability. They've been able to have the cars come into the grain elevators to get unloaded, make sure they're going to be there, and they don't show up. Those are the two issues. </p>\n<p data-HoCid=\"801637\" data-originallang=\"en\">The charges for railways seems to have gone at their discretion. Some of those charges that are being added in, those extra charges\u2014whether they're for the cleaning, the storage, the weighing\u2014seem to have been at the railways' discretion.</p>\n<p data-HoCid=\"801638\" data-originallang=\"en\">I think the final offer of arbitration is good. The only thing that I raise, and it's always something in the back of many people's minds, especially in the rural areas, when you hear of arbitrations is that it's good for small shippers, and that's important. Mainly out where I come from, that's what we have, smaller shippers.</p>\n<p data-HoCid=\"801639\" data-originallang=\"en\">So I'm glad to see the shippers, when I've talked to the few in the short while I've been involved in the committee, accept the concept, because it is a good concept.</p>\n<p data-HoCid=\"801640\" data-originallang=\"en\">I just want some clarification or surety that it doesn't become some sort of a judicial nightmare in terms of being able to go through the process and it becomes so costly and so time-consuming that it won't be productive.</p>",

Certains de ces frais qui sont ajout\u00e9s, les frais suppl\u00e9mentaires \u2014 que ce soit pour le nettoyage, l'entreposage, la pes\u00e9e \u2014 semblent \u00eatre fix\u00e9s \u00e0 la discr\u00e9tion des compagnies ferroviaires.</p>\n<p data-HoCid=\"801638\" data-originallang=\"en\">Je pense que l'arbitrage de l'offre finale est une bonne id\u00e9e. La seule chose que je dirai, et elle nous traverse toujours l'esprit, particuli\u00e8rement dans les r\u00e9gions rurales, quand on entend parler d'arbitrage, c'est que c'est bon pour les petits exp\u00e9diteurs, et c'est important. D'o\u00f9 je viens, c'est surtout ce que nous avons, les petits exp\u00e9diteurs.</p>\n<p data-HoCid=\"801639\" data-originallang=\"en\">Alors je suis heureux de voir les exp\u00e9diteurs, les quelques-uns auxquels j'ai parl\u00e9 depuis le peu de temps que je participe aux travaux de ce comit\u00e9, accepter le concept, parce que c'est un bon concept.</p>\n<p data-HoCid=\"801640\" data-originallang=\"en\">J'aimerais tout de m\u00eame des \u00e9claircissements ou l'assurance que la proc\u00e9dure ne deviendra pas une esp\u00e8ce de cauchemar judiciaire si co\u00fbteux et chronophage qu'elle ne sera pas productive.</p>"
