I myself come from a really remote rural community in northern Quebec. There is a profound difference between what seems to be happening in Alberta and what happens in Quebec. Where I come from, property crimes\u2014when there are any\u2014are often committed by very disorganized young people, who get themselves arrested very quickly. In the little concession where I live, nothing has ever happened in 11 years. There have been no property crimes.</p>\n<p data-HoCid=\"5644215\" data-originallang=\"fr\">What is happening where you live seems to be caused by people coming from urban areas. So they do not come from the community. They are disorganized at the same time as they are somewhat organized. There is some idea of organization behind it all. You do not seem to have a lot of patrols either. In my community, the police are regularly patrolling the concession roads. We see them on patrol, specifically to prevent drunk driving. They are very visible, except when they are responding to an emergency. The situation seems very different.</p>\n<p data-HoCid=\"5644216\" data-originallang=\"fr\">My first question goes to Mr. Newark, who might perhaps answer by giving us more details. Can you tell us about a subject that has not been brought up yet, namely the link between this situation and organized crime, which is perhaps a little more urban? In your opinion, are members of criminal organizations providing weapons to those people and advising them about the places to go, given the risks of being arrested? For example, if an individual owes too much money to one of those organizations, is he told that his problem can go away if he steals two or three trucks, I would like to know the link between organized crime and what is happening in rural areas.</p>",

Ils ne viennent donc pas de la communaut\u00e9. Ils sont d\u00e9sorganis\u00e9s tout en \u00e9tant en partie organis\u00e9s. Il y a un concept d'organisation derri\u00e8re tout cela. En outre, il ne semble pas y avoir beaucoup de patrouilles. Dans ma communaut\u00e9, les policiers patrouillent r\u00e9guli\u00e8rement dans les rangs. Nous les voyons qui patrouillent, notamment pour pr\u00e9venir la conduite en \u00e9tat d'\u00e9bri\u00e9t\u00e9. Ils sont tr\u00e8s pr\u00e9sents sur le terrain, sauf lorsqu'ils r\u00e9pondent \u00e0 une urgence. Pouvez-vous nous parler d'un sujet qui n'a pas du tout \u00e9t\u00e9 abord\u00e9 jusqu'\u00e0 maintenant, \u00e0 savoir le lien entre cette situation et le crime organis\u00e9, qui est peut-\u00eatre un peu plus urbain? Selon vous, est-ce que ce sont les membres d'organisations criminelles qui fournissent des armes \u00e0 ces gens et qui leur conseillent d'aller \u00e0 certains endroits en tenant compte des risques de se faire arr\u00eater? Par exemple, si un individu doit trop d'argent \u00e0 l'une de ces organisations, lui dit-on que la situation peut s'arranger s'il vole deux ou trois camions? J'aimerais savoir quel est le lien entre le crime organis\u00e9 et ce qui se passe en milieu rural.</p>"
