We had to ensure that the projects were consistent with the objectives that our provincial departments and communities wanted to achieve. Most of the time, our projects therefore were very focused on needs acknowledged at both levels, even at the three levels, federal, provincial and community. The mid-term, project-by-project evaluations have enabled us to report some very relevant results. I also believe that the process involved in doing that was very interesting. People took part in the entire project development process.</p>",
