        "en": "<p data-HoCid=\"396504\" data-originallang=\"fr\">Thank you, Mr. Chair.</p>\n<p data-HoCid=\"396505\" data-originallang=\"fr\">Distinguished committee members, it's an honour and pleasure for me to testify this morning on the work done by R\u00e9soSant\u00e9 Colombie-Britannique over the past three years to support the development of health services for the Francophone population of British Columbia.</p>\n<p data-HoCid=\"396506\" data-originallang=\"fr\">Our mission is to improve access to health services in French in British Columbia in an integrated manner within existing structures. First of all, I want to draw your attention to the notion of partnership that has led to the major successes that we've experienced over the past three years. R\u00e9soSant\u00e9 Colombie-Britannique, like the 16 other member networks of Soci\u00e9t\u00e9 Sant\u00e9 en fran\u00e7ais, aims to do business with five types of partners that are considered essential by the World Health Organization in order to take effective action on public health. Through the support of Health Canada's networking support program, our network, which has been in existence since 2003, now includes health professionals, representatives of the provincial health ministry, representatives of the institutional community\u2014which includes health boards\u2014the Foyer Maillard, Health Canada representatives, training institutions and, of course, a strong representation from the Francophone community.</p>\n<p data-HoCid=\"396507\" data-originallang=\"fr\">The value of the partnership that we've established lies in the actions that we've already taken. From the outset, we managed to mobilize all the components of the health system to develop programs, starting with the BC Health Guide, or Guide-sant\u00e9 - Colombie-Britannique, in French. The provincial Health Department acted as R\u00e9soSant\u00e9's main partner for that project since it's a departmental program.</p>\n<p data-HoCid=\"396508\" data-originallang=\"fr\">To date, we've distributed more than 13,000 copies of the guide to the public, and more than 150 health cards have been translated. We've conducted some 20 awareness workshops in order to reach the Francophone community and health professionals who will be providing health services in French.</p>\n<p data-HoCid=\"396509\" data-originallang=\"fr\">Our greatest success is without a doubt related to the fact that, as a result of that project, the department completely took charge of the ongoing distribution of the Francophone components of its program, while asking R\u00e9soSant\u00e9 to continue its advisory role. The provincial health board, which is responsible for specialized services, the children's hospital and the women's hospital, itself directed two projects under the transition fund through the Provincial Language Service, or PLS.</p>\n<p data-HoCid=\"396510\" data-originallang=\"fr\">In the context of the first project, the board developed health education material in French, created tools to assist parents and the Francophone school board in better supporting children who have special needs, developed the Francophone capability of its interpretation service and took part in the identification of several hundreds of service beneficiaries who speak French.</p>\n<p data-HoCid=\"396511\" data-originallang=\"fr\">Incidentally, a study was conducted of medical school graduates in British Columbia. Seventeen percent of graduates from Vancouver said they could provide health care in French. So we have a critical mass of health professionals who could eventually take part in a Francophone health system. In cooperation with all the projects that we've carried out through the transition fund, we're starting to identify and mobilize those resources in order to improve public health.</p>\n<p data-HoCid=\"396512\" data-originallang=\"fr\">Another PLS pilot project led to the creation and adaptation of material in French on mental disorders and drug addicts, to assist individuals, families and caseworkers in exchanging crucial information in French. Like the ministry, the provincial board and the PLS are pursuing their work in French well beyond the project's limits. The board has obtained additional support from the province enabling it to maintain a Francophone liaison officer position and to ensure ongoing distribution of information and material in French.</p>\n<p data-HoCid=\"396513\" data-originallang=\"fr\">The regional health authority Vancouver Coastal Health also piloted a transition project making it possible to develop health education material, identify more French-speaking professionals and improve the system's ability to match Francophone patients with specialists who speak their language.</p>\n<p data-HoCid=\"396514\" data-originallang=\"fr\">We're proud to announce the opening of a clinic, the Pender Community Health Centre in the eastern section of downtown Vancouver, which will soon be providing dedicated French-language services, where Francophones will be able to make appointments with doctors and other health professionals who will provide them with health care in French.</p>\n<p data-HoCid=\"396515\" data-originallang=\"fr\">All that's starting at R\u00e9soSant\u00e9, with the development of the Guide - sant\u00e9 Colombie-Britannique and the partnership with the health authorities. The purpose of that is to improve the health of the Francophone population and the population of British Columbia in general.</p>\n<p data-HoCid=\"396516\" data-originallang=\"fr\">We're pleased to know that, in the very long term, the infrastructure of R\u00e9soSant\u00e9 Colombie-Britannique will now be assured. It now remains to be determined whether the funding for the projects now guaranteed until March 2008 will be extended to enable us to continue building the Francophone health system that we all hope to see develop here in British Columbia.</p>\n<p data-HoCid=\"396517\" data-originallang=\"fr\">Training is another important component, and we're beginning to develop it with Coll\u00e8ge \u00c9ducacentre for the personal support services attendants, with Simon Fraser University and in cooperation with the University of British Columbia. I would add that all the work that we're doing in the health field is supported by all stakeholders in all parts of the Ministry of Health, and we hope to be able to continue working with the federal government to ensure that the services we've begun to develop continue to be provided.</p>\n<p data-HoCid=\"396518\" data-originallang=\"fr\">Thank you.</p>",

Tout d'abord, je veux attirer votre attention sur la notion de partenariat qui a men\u00e9 aux grands succ\u00e8s que nous avons d\u00e9j\u00e0 connus au cours des trois derni\u00e8res ann\u00e9es. R\u00e9soSant\u00e9 Colombie-Britannique, comme les 16 autres r\u00e9seaux membres de la Soci\u00e9t\u00e9 Sant\u00e9 en fran\u00e7ais, vise \u00e0 faire affaire avec cinq types de partenaires qui sont jug\u00e9s essentiels par l'Organisation mondiale de la Sant\u00e9 pour agir de fa\u00e7on efficace sur la sant\u00e9 des populations. Gr\u00e2ce au soutien du programme d'appui au r\u00e9seautage de Sant\u00e9 Canada, notre r\u00e9seau, qui existe depuis 2003, regroupe maintenant des professionnels de la sant\u00e9, des repr\u00e9sentants du minist\u00e8re provincial de la sant\u00e9, des repr\u00e9sentants du milieu institutionnel \u2014 ce qui inclut les r\u00e9gies de sant\u00e9 \u2014, le Foyer Maillard, des repr\u00e9sentants de Sant\u00e9 Canada, des institutions de formation et, bien s\u00fbr, une forte repr\u00e9sentation de la communaut\u00e9 francophone.</p>\n<p data-HoCid=\"396507\" data-originallang=\"fr\"> Le partenariat que vous avons \u00e9tabli trouve sa valeur dans l'action que nous avons d\u00e9j\u00e0 accomplie. D\u00e8s le d\u00e9part, nous avons r\u00e9ussi \u00e0 mobiliser toutes les composantes du syst\u00e8me de sant\u00e9 pour d\u00e9velopper des programmes, en commen\u00e7ant par la r\u00e9alisation du BC Health Guide, ou Guide-sant\u00e9 - Colombie-Britannique, en fran\u00e7ais. Le minist\u00e8re provincial de la Sant\u00e9 a agi comme principal partenaire de R\u00e9soSant\u00e9 pour ce projet puisqu'il s'agit d'un programme minist\u00e9riel.</p>\n<p data-HoCid=\"396508\" data-originallang=\"fr\">Jusqu'\u00e0 maintenant, nous avons r\u00e9ussi \u00e0 distribuer plus de 13 000 copies du manuel \u00e0 la population, et plus de 150 fiches sant\u00e9 ont \u00e9t\u00e9 traduites. Nous avons pr\u00e9sid\u00e9 une vingtaine d'ateliers de sensibilisation pour rejoindre la communaut\u00e9 francophone et les professionnels de la sant\u00e9 qui vont prodiguer des services de sant\u00e9 en fran\u00e7ais.</p>\n<p data-HoCid=\"396509\" data-originallang=\"fr\">Notre plus grande r\u00e9ussite est sans doute li\u00e9e au fait qu'\u00e0 la suite de ce projet, le minist\u00e8re a compl\u00e8tement pris en charge la diffusion continue des \u00e9l\u00e9ments francophones de son programme, tout en demandant \u00e0 R\u00e9soSant\u00e9 de maintenir un r\u00f4le consultatif. La r\u00e9gie de sant\u00e9 provinciale, responsable des services sp\u00e9cialis\u00e9s, de l'h\u00f4pital pour enfants et de l'h\u00f4pital pour les femmes, a dirig\u00e9 elle-m\u00eame deux projets du fonds d'adaptation par le biais du Provincial Language Service, ou PLS.</p>\n<p data-HoCid=\"396510\" data-originallang=\"fr\"> Dans le cadre du premier projet, la r\u00e9gie a d\u00e9velopp\u00e9 du mat\u00e9riel d'\u00e9ducation \u00e0 la sant\u00e9 en fran\u00e7ais, cr\u00e9\u00e9 des outils pour aider les parents et le conseil scolaire francophone \u00e0 mieux soutenir les enfants qui ont des besoins sp\u00e9ciaux, d\u00e9velopp\u00e9 la capacit\u00e9 francophone de son service d'interpr\u00e9tariat et particip\u00e9 \u00e0 l'identification de plusieurs centaines de prestataires de services parlant fran\u00e7ais.</p>\n<p data-HoCid=\"396511\" data-originallang=\"fr\">J'ouvre une petite parenth\u00e8se pour souligner qu'une \u00e9tude a \u00e9t\u00e9 faite aupr\u00e8s des finissants des \u00e9coles de m\u00e9decine en Colombie-Britannique. Dix-sept pour cent des finissants de Vancouver disent pouvoir prodiguer des soins de sant\u00e9 en fran\u00e7ais. Nous avons donc une masse critique de professionnels de la sant\u00e9 qui pourraient \u00e9ventuellement participer \u00e0 un syst\u00e8me de sant\u00e9 francophone. En collaboration avec tous les projets que nous avons accomplis dans le cadre du fonds d'adaptation, nous commen\u00e7ons \u00e0 identifier et \u00e0 mobiliser ces ressources pour am\u00e9liorer la sant\u00e9 de la population.</p>\n<p data-HoCid=\"396512\" data-originallang=\"fr\">Un autre projet pilot\u00e9 par le PLS a men\u00e9 \u00e0 la cr\u00e9ation et \u00e0 l'adaptation de mat\u00e9riel en fran\u00e7ais sur les troubles mentaux et les toxicomanies, pour aider les individus, familles et intervenants \u00e0 s'\u00e9changer des informations cruciales en fran\u00e7ais. Tout comme le minist\u00e8re, la r\u00e9gie provinciale et le PLS poursuivent leur travail en fran\u00e7ais bien au-del\u00e0 des limites du projet. La r\u00e9gie a obtenu de la province un soutien additionnel lui permettant de maintenir un poste d'agente de liaison francophone et d'assurer la diffusion continue d'information et de mat\u00e9riel de langue fran\u00e7aise. </p>\n<p data-HoCid=\"396513\" data-originallang=\"fr\">La R\u00e9gie r\u00e9gionale de sant\u00e9 Vancouver Coastal Health a aussi pilot\u00e9 un projet d'adaptation qui a permis de d\u00e9velopper du mat\u00e9riel d'\u00e9ducation \u00e0 la sant\u00e9, d'identifier davantage de professionnels parlant fran\u00e7ais et d'am\u00e9liorer la capacit\u00e9 du syst\u00e8me \u00e0 jumeler les patients francophones avec des sp\u00e9cialistes parlant leur langue.</p>\n<p data-HoCid=\"396514\" data-originallang=\"fr\">Nous sommes fiers d'annoncer l'ouverture d'une clinique, le centre de sant\u00e9 communautaire Pender dans le quartier est du centre-ville de Vancouver, qui va offrir sous peu des services d\u00e9di\u00e9s en fran\u00e7ais, o\u00f9 les francophones vont pouvoir prendre des rendez-vous avec des m\u00e9decins et d'autres professionnels de la sant\u00e9 qui leur prodigueront des soins en fran\u00e7ais.</p>\n<p data-HoCid=\"396515\" data-originallang=\"fr\">Tout cela commence \u00e0 R\u00e9soSant\u00e9, passe par le d\u00e9veloppement du Guide - sant\u00e9 Colombie-Britannique, puis par le partenariat avec les autorit\u00e9s de la sant\u00e9. Cela vise \u00e0 am\u00e9liorer la sant\u00e9 de la population francophone et de la population de la Colombie-Britannique en g\u00e9n\u00e9ral.</p>\n<p data-HoCid=\"396516\" data-originallang=\"fr\">Nous sommes heureux de savoir qu'\u00e0 tr\u00e8s long terme, l'infrastructure de R\u00e9soSant\u00e9 en Colombie-Britannique sera maintenant assur\u00e9e. Il reste maintenant \u00e0 savoir si les fonds pour les projets qui sont maintenant assur\u00e9s jusqu'en mars 2008 seront reconduits pour nous permettre de continuer \u00e0 b\u00e2tir le syst\u00e8me de sant\u00e9 francophone que nous esp\u00e9rons tous voir se d\u00e9velopper ici, en Colombie-Britannique.</p>\n<p data-HoCid=\"396517\" data-originallang=\"fr\">La formation est un autre \u00e9l\u00e9ment important, et nous commen\u00e7ons \u00e0 la d\u00e9velopper avec le Coll\u00e8ge \u00c9ducacentre pour les pr\u00e9pos\u00e9s aux services personnels, avec la Simon Fraser University et en collaboration avec l'Universit\u00e9 de la Colombie-Britannique.
