In fact, as regards the associative movement, right now funding is the sinews of war. We need increased core funding, based on regional characteristics. Compared to other cities, Toronto has higher rents, and so with $50,000, the Toronto ACFO will not be able to continue. There are other things that will also have to be considered, such as distances in the North.
\nWe have also talked about multiyear plans, rather than having to do the same work over again every year. That makes no sense. We need a three to five year plan so that ACFOs can create the right structure and subsequently attain the desired results. That is not something that can be done in one year; and without adequate funding, it's a vicious cycle. If there is less money, there is no work and no qualified staff. If there is no alternative funding, there are no results, and if there are no results, there is no money. So, the whole thing starts all over again.
\nThat is pretty well what we have been saying here today: there must be guaranteed core funding.
