As we all know, I was trying to accomplish the same thing, but my amendment as drafted inadvertently removed a couple of other sentences from the bill. That was a drafting error.</p>\n<p data-HoCid=\"8175035\" data-originallang=\"en\">I want to go back to the testimony we heard, virtually universally, from witnesses, which was that those who are least likely to have the skills and resources to exhaust appeals are exactly those who need to be considered by this commission. If you're looking at people with low levels of education, low levels of economic resources and low levels of information about the justice system, saying they must have exhausted all of their appeals requires them to know more about the legal system than most of us do. I think, in fact, this is raising the standard way too high.</p>\n<p data-HoCid=\"8175036\" data-originallang=\"en\">To respond to Mr. Moore's concern that there will be a flood of cases, this allows the commission to look at those applications. It doesn't require them to accept those applications.</p>\n<p data-HoCid=\"8175037\" data-originallang=\"en\">I also want to go back to testimony we heard from victims, because the Conservatives often like to cite it. One thing we heard universally from victims was that they'd like the right person convicted and would not like the wrong person still at large in society. Part of the benefit to society of a miscarriage of justice commission is to make sure the right people pay the price for their crimes and that we don't let people \u201coff the hook\u201d because we convicted the wrong person. We've seen some very dramatic examples of that in the past.</p>\n<p data-HoCid=\"8175038\" data-originallang=\"en\">I would say the importance of this amendment is to make sure that those who most need the benefit of this commission actually get considered by the commission.</p>\n<p data-HoCid=\"8175039\" data-originallang=\"en\">Thank you.</p>",

En fait, je pense que la norme est beaucoup trop \u00e9lev\u00e9e.</p>\n<p data-HoCid=\"8175036\" data-originallang=\"en\">Quant \u00e0 la pr\u00e9occupation de M. Moore concernant la multiplication des demandes, je r\u00e9pondrai que cela permettra \u00e0 la commission d'examiner ces cas. Elle n'est pas contrainte de les accueillir par principe.</p>\n<p data-HoCid=\"8175037\" data-originallang=\"en\">Je voudrais \u00e9galement revenir sur ce que nous ont dit les victimes, parce que les conservateurs aiment souvent les citer. Elles souhaitent toutes que le v\u00e9ritable coupable soit reconnu comme tel et qu'il ne soit plus en libert\u00e9 dans la soci\u00e9t\u00e9. L'un des avantages, pour la soci\u00e9t\u00e9, d'une commission d'examen des erreurs judiciaires est de s'assurer que les v\u00e9ritables coupables paient le prix de leurs crimes et de ne pas laisser des gens \u00ab s'en tirer \u00e0 bon compte \u00bb parce que quelqu'un a \u00e9t\u00e9 condamn\u00e9 \u00e0 tort. Nous en avons vu des exemples tr\u00e8s spectaculaires par le pass\u00e9.</p>\n<p data-HoCid=\"8175038\" data-originallang=\"en\">\u00c0 mon avis, cet amendement est important parce qu'il permet de veiller \u00e0 ce que la commission s'occupe de ceux qui ont le plus besoin de ses services.</p>\n<p data-HoCid=\"8175039\" data-originallang=\"en\">Merci.</p>"
