In our experience, local governments do not take on this very large, challenging task unless there's a strong need, because a) they'll be voted out, and b), it's a very difficult prospect, and local governments typically have enough problems without trying to take on something new like this. </p>\n<p data-HoCid=\"5268954\" data-originallang=\"en\">We don't think it's appropriate to tie local hands at all.</p>",
